SEIU Local 99 Policy – Committee Policy
For the purpose of this policy an Active Committee Member shall be defined as
follows: A Member in good standing who has attended a minimum of three (3)
committee meetings of the same committee in the previous calendar year.
Attendance shall be defined as a Member having been physically present at a
meeting as documented on the sign-in sheet.
Each Committee shall establish a regular schedule of monthly meetings and post
notice of the meetings for each calendar year. Each Committee shall meet a
minimum of ten (10) times per year. Each Committee shall keep an accurate
attendance record.
Each Committee shall maintain a Committee Binder that contains documents and the
Committee’s monthly report to the Executive Board. The Committee Binder shall be
made available for review to any member in good standing.
Committee leadership shall be for one (1) year and each Committee shall hold
leadership elections every year. Nominations for each Committee shall occur every
January with elections occurring every February.
During the election process, only Active Committee Members shall be afforded the
right to run for Committee leadership and vote in the election process. Each
committee may only run one (1) ballot per election cycle, except for in the case of a
tie. If there are more than two (2) candidates on a ballot, and the top two (2) or more
candidates receive the same number of votes, there shall be an immediate runoff
vote, which shall be conducted using paper ballots, and which shall included only the
names of those candidates who were tied. If there are only two (2) candidates on the
ballot (including runoff votes), and the two (2) candidates receive the same number
of votes, the tie shall be broken by a coin toss.
A Member may only be nominated for one (1) Leadership position per committee. A
Member shall be allowed to be nominated for a Committee Leadership position, even
if that Member knows that s/he cannot attend the nominating meeting providing:
a.
The Member is an active Member in good standing
b.
Said Member shall submit a written letter of acceptance (for the
nomination) prior to the closing of the nominations, with the reason for the
absence, (such as scheduled work, vacation, family affairs, etc) to the
Staff Facilitator of the committee.
No Member shall hold more than one (1) Committee leadership position.
Members in good standing who have not attained Active Committee Member status
shall be allowed to participate and vote on Committee activities and actions
(excluding leadership elections) provided he or she has attended at least one (1)
previous Committee meeting.

Standing Committee Officer Vacancies
In the event of a Committee Chair being vacated, the Vice-Chair of that Committee
shall succeed to the unexpired term.
Vacancies for all Committee Offices other than Chair shall be filled, for the unexpired
term of such Office(s), at the next regularly scheduled monthly meeting of the
Committee, in accordance with the following procedures:
1. Nominations and elections to fill vacancies shall be conducted at the same
meeting;
2. Committee members shall be notified in writing of such elections to fill vacancies
at least ten (10) days prior to that Committee’s monthly meeting;
3. All active Committee members shall be eligible to participate in the
nomination/election process for filling vacancies, and must be present at such
meeting to participate;
4. If vacancies occur which do not allow sufficient notice (per No. 2, above), the
vacant Committee office may be temporarily filled for that meeting only by a
simple majority vote of active Committee members present at the meeting;
5. For the purpose of filling Committee Officer vacancies (both on a temporary
basis and for the remainder of the unexpired term of office), an “active
Committee member” shall be defined as those members who have attended at
least three (3) meetings of that Committee in the twelve (12) month period
immediately preceding the meeting at which the vacancy will be filled; such
twelve (12) month period shall not include the meeting at which the vacancy
will be filled.

SEIU Local 99 Póliza – Póliza sobre Comités
Para el propósito de esta póliza un Miembro Activo de Comité será definido de la
siguiente manera: Un Miembro acreditado que ha asistido a un mínimo de tres (3)
juntas del mismo comité en el año calendario previo. Asistencia será definido como
un Miembro haber estado presente físicamente en la junta y documentado en la hoja
de registración de la junta.
Cada Comité establecerá juntas mensuales regulares y anunciara las juntas para
cada año calendario. Cada Comité se reunirá un mínimo de diez (10) veces por año.
Cada Comité mantendrá un registro preciso de asistencia.
Cada Comité mantendrá una Carpeta de Comité que contiene documentos y el
reporte mensual del Comité a la Mesa Ejecutiva. La Carpeta del Comité se hará
disponible para revisión de cualquier Miembro acreditado.
El liderazgo del Comité será por un (1) año y cada Comité llevara a cabo elecciones
de liderazgo cada año. Nominaciones para cada Comité será cada enero con
elecciones ocurriendo cada febrero.
Durante el proceso de elecciones, solamente Miembros Activos de Comités podrán
tener el derecho de postularse para el liderazgo del Comité y votar en el proceso de
elecciones. Cada comité solamente podrá correr una (1) boleta por ciclo electoral,
excepto en caso de un empate. Si hay más de dos (2) candidatos en una boleta, y
dos o más candidatos reciben el mismo número de votos, habrá una elección para
romper el empate, utilizando boletas de papel, y cual incluirá solamente los nombres
de esos candidatos empatados. Si solamente hay dos (2) candidatos en la boleta
(incluyendo en la boleta para romper el empate), y los dos (2) candidatos reciben el
mismo número de votos, el empate se romperá con una bolada.
Un Miembro solamente puede ser nominado por un (1) puesto de Liderazgo por
comité. Un Miembro será permitido de ser nominado por un puesto de Liderazgo de
Comité, aun sabiendo que el Miembro no podrá asistir la junta de nominación dado
que:
a. El Miembro en un Miembro activo acreditado
b. Dicho Miembro somete una carta de aceptación (por la nominación) antes del cierro
de las nominaciones, con la razón de la ausencia, (como horario de trabajo,
vacaciones, asuntos de familia) al empleado facilitando del Comité.
Ningún Miembro podrá tener más de un (1) puesto de liderazgo de Comité.
Miembros acreditados que no han obtenido estatus de Miembro Activo de Comité
serán permitidos de participar y votar en actividades y acciones de Comité (con la

excepción de elecciones de liderazgo) dado que hayan participado en al menos
una (1) junta previa del Comité.
Vacancias de Oficiales en Comités Permanentes
En caso que el puesto de Presidente de Comité está vacante, el Vicepresidente será
suceso hasta el fin del término.
Vacancias para todos los puestos de Oficiales de Comité menos el de Presidente
serán llenados, por el termino no expirado de los puestos, en la próxima junta mensual
regular del Comité, en acuerdo con las siguientes procedimientos:
1. Nominaciones y elecciones para llenar vacancias serán conducidas en la misma junta;
2. Miembros del Comité serán notificados por escrito de estas elecciones para llenar
vacancias al mínimo diez (10) días antes de la junta mensual del Comité;
3. Todos los miembros activos del Comité serán elegibles de participar en el proceso de
nominaciones/elecciones para llenar vacancias, y tendrán que estar presente en estas
juntas para participar;
4. Si vacancias ocurren que no permiten suficiente tiempo para notificaciones (según el
No. 2, arriba), el puesto vacante del Comité puede ser temporalmente lleno solamente
por esa junta por un voto mayor sencillo de todos los miembros activos del Comité
presentes en esa junta;
5. Con el propósito de llenar vacancias de Oficiales del Comité (los que son temporales y
por el resto de términos no expirados), un “miembro activo del Comité” será definido
como miembro que ha asistido al mínimo tres (3) juntas de ese Comité en los últimos
doce (12) meses inmediatamente precediendo la junta en cual la vacancia se tendrá
que llenar; este periodo de doce (12) meses no incluyera la junta en cual se llenara la
vacancia.
