Team, Josh Caray and Amanda
Brown.
Josh Caray comes to Victoria
from his hometown of Atlanta, GA
where he worked for the last twoand-a-half years in a radio/television hybrid position as a reporter,
assignment editor, and liaison for
both outlets and anchored on the
radio side. Josh is also a freelance
sports play-by-play broadcaster
for Learfield Sports and has called
college basketball games for the
last couple of years.
Prior to that, Josh was a full-time
sportscaster working primarily in
minor league baseball with stops
in Rome, GA, Gwinnett County,
GA, San Angelo, TX and Waldorf,
MD. He even called some minor
league television games that appeared nationally on the MLB
Network. Josh also has an extensive collegiate background, calling games at the Division I level
for Presbyterian College (SC) and
Chattanooga University (TN). He
also spent time as a studio host at
IMG for the Tulane and UNLV radio networks.
Josh is a graduate of Oglethorpe University in Atlanta where he
was a member of the track team. He has a tremendous love for animals...especially dogs. You can
see him walking homeless animals
from the Dorothy O’Connor Pet

P. Garcia.

him in great esteem
and consider him
one of my mentors.

for Civil Rights for Mexican Americans in Texas.
His efforts contributed greatly to improving access to healthcare
for minorities and ending segregation in Texas Hospitals. Dr. Garcia
graduated from UTMB School of Medicine in 1940 and he fought
in WWII and returned a decorated war hero to his home in Corpus
Christi, where he practiced medicine.
It was there that he began to realize the injustices brought against

White House plan makes college as universal
as high school

The White House plan announced today elevates the universal need for some post-secondary
education in today’s economy and
the need to make college affordability a national priority. The
White House plan differs significantly from Tennessee’s and other
“free community college” plans
and addresses many, but not all, of
those plans’ limitations. In particular, low-income students could benefit from the White
House proposal because it is not
a “last-dollar” scholarship like
the Tennessee Promise, which
only helps students who don’t already get enough aid to cover tuition. This is a critically important
distinction because, given the relatively low income of community
college students and the relatively
low tuition charges at community
colleges, last-dollar scholarships
rarely benefit community college
students with the greatest need and
rather benefit those with the least
need. Instead, the White House plan
provides greatly needed additional
federal funding to states that make
key reforms, including not charging tuition or fees at community
colleges. The proposal is aimed
squarely at stopping state divestment from public colleges, which
is crucial to making college more
affordable.
Still, making community college
tuition free for all students regardless of their income neither focuses resources on the students who
need aid the most, nor addresses
the bulk of the costs of attending
community college since tuition
charges comprise only one-fifth of
the cost of attendance. Consider
California community colleges,
which have the lowest tuition in
the nation plus waivers for lowincome students; application rates
for federal aid are notoriously low,
part-time enrollment rates are sky
high, and too many students still
can’t afford to stay in school and
graduate.
This Administration has rightly
made college affordability a top
priority, from increasing needbased Pell Grants to making student loan payments more manageable, and we look forward to
continuing to work with the Administration and Congress to increase college access and success
for students who need help the
most.

2025. This shift allows the university to put greater emphasis on enrollment management and student
services as well as freeing Provost
Jeffrey Cass to focus on our academic programs and the development of an academic master plan.”
Lambert came to UHV in spring
2013 from Lamar University,
where he worked as the assistant
vice president for student engagement. Before then, he worked at
various institutions, including
Christopher Newport University,
Mount Saint Mary’s College and
the University of Evansville. He
earned his bachelor’s degree in
economics from Southeastern
Louisiana University, a master’s in
counseling and personnel services
from University of Southern Mississippi and his doctorate in educational leadership from Lamar.

UHV’s academic schools to focus
on the goal of offering as many as
five new academic degrees a year

Regarding fences; this one is up
to you. Chain link fences improve
the visibility of the house while
reducing privacy, while privacy
fences do the opposite. Regardless
of which you choose, secure the
gate with a lock.
The second area of concern is
the exterior of the house itself.
Doors are probably the most common entry point for burglars. The
simplest and cheapest way to dramatically increase the strength of
your door is to replace the original screws used to attach the door
hardware (which are usually ¾”
long) with screws that are three
inches long. Doors should also
be equipped with a deadbolt lock
(double deadbolt if the door is
near a window) and a door viewer
(peep hole) with a minimum field
of view of 190 degrees.
Windows are the second most
common entry point. It is recommended that you have secondary
locks on each window. A secondary lock can be as simple and
economical as a wooden dowel
or piece of PVC pipe cut to size
and placed in the window frame.
Many other types of window locks
are available as well. Sliding glass
doors should be treated the same
as windows. And, don’t leave a
key to your home outside where
someone may find it.
The final area of concern is the
interior. Consider timers on inte-

worried about? Oftentimes the fear
of something far outweighs the actual chance of becoming a victim
of it. If having a double deadbolt
lock keeps you up at night because
you’re worried about a fire, then
use a single deadbolt. If, however,
having a single deadbolt keeps you
up at night worrying about a burglary then use a double deadbolt.

When addressing the topic of
residential security there are several things we look for and recommend. We begin at the street to see
how inviting your house may be to
a burglar.
Is your landscaping limiting the
visibility of your house? If so, you
should consider trimming it back.
The recommendations are that
shrubs near windows be no taller
than three feet with a space of six
inches between the top of the shrub
and the bottom of the window. If
trimming the shrubs down to three
feet is not an option, you can trim
them up at least a foot from the
bottom. Trees should be trimmed
so that their lowest limbs are at
least seven feet above the ground
and upper limbs don’t allow someone to climb onto the roof.
You should have, at a minimum,
a light at each entrance to your
home. Adding flood lights with
dawn to dusk or motion sensors to
the corners of your house would
add even more illumination.
Also look at your house number
and make sure it’s visible from the
street. It needs to be of a color that
contrasts with the background or
made of reflective material and be
a minimum of four inches high.

home and you need the fire department, EMS or police, you want
them to be able to find your house

seen timers with an additional motion detector feature so if you have
an indoor pet roaming around the
house, it will add more randomness to the lights.
If a burglar defeats all of your
other security measures, this is
when an alarm comes into play. It
won’t prevent your door or window from being forced open but it
will alert you to an intruder. Ideally it will also frighten the intruder
away or at a minimum reduce the
time they are in your home.
You should also strongly consider creating an inventory of all
of your valuables. Should anything
be stolen in a burglary or damaged
in a fire or other disaster, you will
have the information handy when
making a police report or insurance claim.

Pros and cons of reverse mortgages

Over the last decade, reverse
mortgages have been marketed as
an easy way for seniors to cash in
their home equity to pay for living
expenses. However, many have
learned that improper use of the
product – such as pulling all their
cash out at one time to pay bills
– has led to significant financial
problems later, including foreclosure.
In actuality, there are some cases
where reverse mortgages can be
helpful to borrowers. However, it
is imperative to do extensive research on these products before
you sign.
Reverse mortgages are special
kinds of home loans that let borrowers convert some of their home
equity into cash. They come in
three varieties: single-purpose reverse mortgages, Home Equity
Conversion Mortgages (HECMs)
and proprietary reverse mortgages.
Who can apply? Homeowners
can apply for a reverse mortgage if
they are at least 62 years old, own
their home outright or have a low
mortgage balance that can be paid
off with the proceeds of the reverse
loan. Qualifying homeowners also
must have no delinquent federal
debt, the financial resources to pay
for upkeep, taxes and insurance
and live in the home during the life
of the loan.

mortgages have a “nonrecourse”
clause, which prevents you or your

• If you have to move out for any
reason, your loan becomes due. If
you have to suddenly move into a
nursing home or assisted-living facility, the loan becomes due after
you’ve left your home for a continuous year.
Bottom line:
Reverse mortgages have become a popular, if controversial,
loan option for senior homeowners. For some, they may be a good
fit, but all applicants should get
qualified financial advice before
they apply.

Texas A&M System leads the way in fiscal responsibility

Respect is one of the core values we help instill in every Aggie student, and we at The Texas
A&M University System treat our
students, their parents, and the taxpayers of Texas with respect when
it comes to giving them value for
their dollar.
With the start of the 84th Texas
legislative session and the inauguration of a new Governor right
around the corner, it is a good moment to reflect on the importance
of fiscal responsibility by higher
education systems, including The
Texas A&M University System.
Three years ago, we decided
that landscaping, food service and
building maintenance could be
done more efficiently by the private sector than by the universities in our system. We outsourced
these services and over the next
10 to 12 years will save more than
$360 million, which we are reinvesting into the core mission of our
universities: outstanding teaching
and life-changing research. In addition, we formed public-private
partnerships for construction projects, meaning we no longer use tax
dollars to build our dormitories.
Our private partners do that for us.
We also saw that administrative costs at American universities
were increasing four to five times
faster than academic costs. Therefore, we reviewed all administrative costs and began freezing and
cutting administrative positions
within the system. To date, our administrative review has identified
$230 million in savings opportunities over the next five years, sav-

ings that will be utilized to enhance
our academics even further. For
example, we can offer programs
such as engineering in places they
have never been offered: in the Rio
Grande Valley, in West Texas, and
in Stephenville. Today, our administrative overhead is an astonishingly low 3.6 percent, which the
Texas Higher Education Coordinating Board says is the lowest in
the state.
One of our primary goals is to
enhance our research mission. Our
flagship, Texas A&M, is the largest research university in Texas
and the entire Southwest. Through
the Chancellor’s Research Initiative (CRI) and the Texas A&M
University Institute for Advanced
Studies we have recruited Nobel
Laureates and National Academy members to our classrooms
and labs to conduct research into,
among other things, regenerative
medicine for rebuilding damaged
tissue, the use of lasers in agricul-
tural and environmental science,
the modeling of new materials for
energy storage/production, and the
interconnected relationship between agriculture, nutrition, and
disease prevention. We recently
announced the expansion of the
CRI from Texas A&M and Prairie
View A&M University to include
all campuses across our System,
paving the way for more cuttingedge research.
We are doing all of this while
keeping the dream of an education
at a top-tier university affordable:
tuition and fees at Texas A&M
rank 10th in the state, behind Lamar University in Beaumont, for
example. Furthermore, we guarantee the tuition and fees a student
starts with to remain the same for
four years.
At the Texas A&M System, we
know why we are here: to create
the best universities in our nation,
and we are well on our way. No
other university system in the state
or the country does more than we
do to respect taxpayers and their
hard-earned dollars while providing a first-class educational experience. To our students, their par-

Top five questions Victorians asked about
ObamaCare

Do you want or need health insurance? If so, by the time Revista
de Victoria hits the news stand
you will have only 30 days left to
purchase health insurance. If you
or a loved one has diabetes, heart
disease, need a transplant or go
to the doctor often, “Why are you
procrastinating?” Buy it! The last
day to purchase health insurance
for most Americans is February
15. Act now, avoid the rush and
avoid the tax penalty you will be
required to pay because you chose
not to purchase health insurance
for yourself or loved ones.
I have been visiting with Victorians for the last two months. I hear
many of the same questions and do
my best to provide my clients information they can use to make an
informed choice. Today, I would
like to answer four the most common questions and one of my favorite. So here are “ObamaCare”
top 5 questions.
Question number 5. What is the
last day that I can purchase health
insurance for this year? Open enrollment ends February 15 at 11:59
p.m. However, there are a few exceptions which may allow you to
purchase insurance later this year.
A couple exceptions are the birth
or adoption of a child or the loss of
employer provided insurance.

Question number 4. My insurance premium is up 18 percent this
year, why isn’t my insurance affordable? Health insurance claims
are paid by those who are not sick.
Most of my current health insurance clients insurance premiums
range from $4,000 - $6,000 a year.
I know three of my clients had
huge claims (including heart bypass surgery, an organ transplant
and another who has received
hospital/nursing care for over 4
months). All together, these claims
have cost over $2,000,000. Who
is paying for these costs? We are.
My three clients and thousands of
others are the reasons insurance premiums are going up.
Question number 3.
Will my insurance cover
my pre-existing illness?
Yes. I had a client walk into
my office in December, he
needed a hernia surgery in
January and not only will
his new Blue Cross policy
pay for his surgery but, due
to his lower income, he was
able to purchase a $500
deductible plan for less
than $90 per month. (The
real cost of the policy was
$415. You and I subsidized
the other $325 through a
tax credit made possible
by the efforts (non-efforts)
of our federal government
representatives.
Question number 2. Will I pay
a tax penalty if I don’t purchase
health insurance this year? Theoretically, yes. In 2015 the penalty
will be the greater of $325 or 2
percent of your families’ income.
The child penalty is $162.50. (This
penalty could be a political “hot
potato.” Stay tuned to see how the
penalty will be enforced.)
The number 1 question: Where
do I buy ObamaCare insurance?
Actually, there is no such thing as
ObamaCare. It doesn’t exist except in the useless name calling of
both Democrats and Republicans.

the network from insurance companies such as Blue Cross-Blue
Shield of Texas, Assurant and
United Healthcare. Some (a good
number) Americans may qualify
for a tax-credit in order to help
reduce their insurance’s monthly
cost.

Raya’s Top 10 New Year resolutions

When I was younger New Year’s
Eve was my biggest party night.
Now that I’ve reached the milestone of 50+ years old it’s hard for
me to even stay up past midnight.
I made the extreme sacrifice last
week to stay up past 12 o’clock so
I could welcome in the New Year.
I watched the David Letterman
Show and was reminded of his infamous Top Ten List.
I picked up my pen and paper
and came up with my own version
of a top ten list for our fair city
for the upcoming year. Drum roll
please…
Number 10: No more, burp,
supper over-indulgences. I read a
recent article on the health of the
state of Texas. According to the
article, most of us need to make
improvements in our eating choices. God knows I surely need to
make adjustments in my diet if I
plan to stick around much longer.
It would be great if we promote a
healthier lifestyle for all Victorians, especially the food choices in
our schools.
Number 9: This past year I had
the opportunity to offer my help
for someone who needed a helping hand. In the past I’ve helped
financially, if I was able, and that’s
cool. However, this past year I
gave my time. Afterwards, I truly
had a feeling of self-worth. I felt
like I was a small part of something greater. In 2015 let’s all
make an effort to be more giving
with our time.
Number 8: I’m going to make
the effort to be the best citizen
I can be. That means voting in
every election. No littering and
obeying all traffic signs, especially
speed limit signs. I’m going to do
everything I can to let law enforcement worry about more important
things. In short, that means no indictments. Why don’t we all try
to ease the burden on our police
and our county and city courts? I
hope local officials make the same
pledge, no indictments. Let’s use
taxpayer dollars for more worthy
causes.
Number 7: Times are getting
tougher by the day. That means
I have to tighten my belt. Put off
buying things that I don’t really
need or can’t really afford. I’m
sure many households are doing

the same thing. Perhaps city and
county officials can take note of
their constituent’s financial restraints and reduce expenditures
until our economy shows the oil
boom is not about to bust. This is
the time to be frugal, even if that
means the people of Victoria not
having a swimming park.
Number 6: Showing favoritism
is one of the worst things a parent
can do. In the upcoming year I’m
going to make sure I don’t play favorites. It would be nice if the city
and county didn’t play favorites
either. The tax dollars paid on the
south side of Victoria are no different than the taxes paid on the
north side of Victoria. Maybe I’m
wrong but it seems like issues such
as repairing potholes and repairing
city streets, permit enforcement,
removal of non-working vehicles
and beautification projects are
awarded based on address, and I
don’t think that’s fair. We all live
in Victoria so let’s make the entire
city something to be proud of.
Number 5: Apparently we need
more classrooms, at the cost of
million dollars. I think the real
discussion should be about improving the education programs at
the schools we have now. VISD
should worry about dropouts and
graduation numbers that are dropping annually?
Number 4: While I’m on the
subject of VISD, it seems like
teachers get the short end of the
stick as far as pay is concerned.
How do we expect to retain or
hire the best if we’re not willing to
compensate those teachers that do

your dollars locally.
And Number 1: It’s sad to say
folks but by the looks of things
times are fixin to get worse before they get better. That means
we need to help each other out.
This isn’t the time for political
party lines, or the time for socioeconomic lines, much less the time
for cultural or racial lines. This is
the time when we need to count on
each other. If someone needs help,
by all means take the time to help
him or her. In the words of one of
our greatest statesmen of all times,
Benjamin Franklin, “We either
hang together or we will surely
hang separately.”

particular in the area of education
and health care for all Americans.
Dr. Garcia founded the G.I.
Forum which became one of the
nation’s leading Hispanic Civil
Rights Organizations. The G.I.
Forum was a driving force behind
the 1959 U. S. Supreme Court decision that held unconstitutional
the exclusion of Mexican Americans from Texas Grand Juries.
Throughout his career, Dr. Garcia served as U. S. Ambassador to
the United Nations and was appointed to the U. S. Civil Rights
Commission. In 1990, John Paul,
II inducted Dr. Garcia into the
Equestrian Order of Pope Gregory the Great, the highest honor a
layperson may receive from the
Catholic Church.
An advisor to six presidents, Dr.
Garcia was awarded the Medal of
Freedom, the nation’s highest honor, by President Ronald Reagan in
1984. He was the first Mexican
American to receive the medal.
Dr. Hector, as he was called by
his friends and patients, died in
July 1996 in Corpus Christi at the
age of 82. Every year in Galveston there is a Cultural Competence
Award Ceremony that honors his
legacy, commitment and service
by recognizing a current UTMB
Medical Student of Medicine,
Nursing, and Allied Health Sciences.
Since I went to Medical School
in Galveston and was aware of his
legacy, I have always held him in
very high regard and I hope that
this story serves to further recognize his contributions and his position as a mentor to many Americans and Hispanics in particular.

“In less than a year and a half,
we have seen a complete overhaul of staff in the Student Life
and Residence Life areas,” Lambert said. “The supervisors, Dakota Doman and Brandon Lee,
have done a fantastic job creating
a student-focused approach, and
with them focusing on student life
on campus, I will be able to give
more of my attention to enrollment
management.”
In addition to the services offered by Student Life, Lambert
hopes to find ways to add more
amenities for UHV students. The
university is requesting $166 million in Tuition Revenue Bonds
from the Texas Legislature. If the
request is granted, UHV can start
constructing additional buildings.
“At the moment, UHV’s amenities do not match some of the competing universities in our region,”
Lambert said. “However, we have
a clear plan for growth, and whether we get bonds from the state to
build new facilities, develop community partnerships or take other
action, UHV will continue to grow
into a comprehensive regional university.”

China, said Harbin is well known
for its ice sculptures. Moody Garden in Galveston hosted an exhibition this month for their artwork. A
team of 31 professional ice carvers
from Harbin carved 900 tons of
ice into characters from Nickelodeon’s SpongeBob SquarePants.
“Harbin is a beautiful and vibrant city,” Wan said. “If we have
a chance to send students over
there to study, I’m sure they would
enjoy the cultural, sightseeing
aspects of the trip, in addition to

cooked ham*
2 to 4 cloves garlic
1/3-cup molasses
2 teaspoons freshly ground black
pepper
HOLIDAY STUFFED PORK LOIN
1 (6-ounce) package stuffing mix
2 medium-sized apples, peeled,
cored and finely chopped
1/4 cup dried fruit, such as cranberries, cherries, and raisins or
chopped apricots
1/2 to 1 cup chopped nuts,
toasted*
3 tablespoons chopped fresh sage
or 1 tablespoon dried sage leaves
1 (4-pound) center-cut pork loin,
butter flied
1-teaspoon salt
1/2 teaspoon freshly ground black

1. Heat oven to 300ºF.
2. Peel and slice garlic
3. Using the tip of a paring knife,
cut slits in ham roast. Insert garlic
slices into slits.
4. Stir together molasses and pepper in small bowl. Spread molasses mixture over ham. Wrap ham
with heavy-duty foil
5. Place foil-wrapped ham in
roasted pan. Roast for 11/2 to 2
hours or until internal temperature
as measured with meat thermometer is 140ºF.
6. Serve warm or refrigerate until
completely chilled. Slice for sandwiches or cube for salads or main

6 medium carrots, thinly sliced
Salt and Pepper
1/4 cup butter, divided (4 tablespoons)
1/2 cup water
1 medium head cabbage, washed
and chopped
2 tablespoons flour
1-cup milk
2 tablespoons prepared mustard
1/2 cup grated Cheddar cheese
1. In a saucepan, combine carrots,
1/2 teaspoon salt, a dash of pepper,
2 tablespoons of the butter, and
the 1/2 cup water. Bring to a boil;
cover, reduce heat, and simmer
until carrots are tender. Drain off
excess water.
2. In another kettle, cover chopped
cabbage with boiling salted water; boil uncovered, 5 minutes.
Melt remaining 2 tablespoons of
butter in a saucepan and blend

Cook, stirring, until sauce is thickened. Season with salt and pepper to taste. To the cabbage, add
prepared mustard, the sauce, and
cheese. Blend together over low
heat. Arrange cabbage on serving
dish, surrounded by cooked carrots, Serves 6.
MASHED POTATOES WITH BACON
BITS
4 pounds white potatoes, peeled
and quartered
1/2 cup (1 stick) unsalted butter,
room temperature
1 small onion, finely chopped
(about 1 cup)
1 stalk celery, finely chopped
6 slices bacon, fired until crisp,
drained and diced
1-cup milk (more or less)
Salt and pepper to taste
2 tablespoons chopped fresh
parsley
1. Cook potatoes in lightly salted
boiling water until tender, about
20 minutes. Drain; return to pot
and keep hot.
2. Meanwhile, heat 2 tablespoons
of the butter in a skillet. Add the
onions and celery and sauté until
softened, about 5 minutes. Add
onions and celery to potatoes. Add
remaining butter and mash until
the lumps are gone.
3. Add milk gradually, whipping
well until desired consistency.
Add bacon pieces and parsley; stir
well. Taste for seasoning; add salt
and pepper as needed.
4. Serve immediately or reheat
over low heat, stirring well and
adding milk if needed.
