REMARKS FOR THE INTERVENTION OF THE PROCEDURES MANUAL FOR
THE IMPORTATION OF REAGENTS, MEDICINE AND EQUIPMENT
The United States-México Border Health Commission noticed the need to join with
different federal agencies to prepare a Procedures Manual for the Importation of
Reagents, Medicine and Equipment for the programs implemented in the
Commission such as EWIDS, BIDS and HEALTHY BORDER, therefore the
Department of Health and Human Services (DHHS), through the Centers for
Disease Control and Prevention of the U.S., established a strategy to strengthen
the Health Sector and its common borders with Canada and México, in the
preparation and response to bioterrorism, to outbreaks of infectious diseases and
other emergencies in public health.
In a globalized world, an infectious-contagious disease can spread rapidly, reason
why immediate surveillance and notification through a reliable information system
is imperative for public health and national security.
To be able to perform epidemiological surveillance work and be prepared for a
possible bioterrorism attack or an emergency in public health, laboratories need
reagents donated by the Centers for Disease Control and Prevention of the U.S.,
which have an expiration date and require that they be transported in certain
temperature conditions, therefore requiring that the crossing into Mexican territory
be quick. The cost of each package of reagents is approximately $700.00.
Since the customs process can be lengthy and costly for the budget of the United
States-México Border Health Commission, the laboratorians of EWIDS and BIDS
stop performing their surveillance work and on occasions find themselves in the
need to cross reagents to be able to comply with the assigned task. In case of a
possible bioterrorism attack or an emergency in public health, the expedited
crossing of equipment, medicine and materials would be required, which makes it
necessary to find with customs a procedure that allows for an agile response to
any kind of threat. It is urgent to overcome the current problematic, reason why
this Commission is creating a Procedures Manual for the Importation of Reagents,
Medicine and Equipment, hoping to expedite the customs process, making this
important work in areas and agencies involved in these projects more efficient.

La Comisión de Salud Fronteriza México-Estados Unidos, vio la necesidad de
conjuntar con diversas dependencias federales para contar un Manual de
Procedimientos para la Importación de Reactivos, Medicinas y Equipos para los
programas que se implementan en la Comisión como el EWIDS, BIDS y
FRONTERA SALUDABLE, por lo que el Departamento de Salud y Servicios
Humanos (DHHS), a través del Centro para el Control y Prevención de
Enfermedades de EUA, estableció una estrategia para fortalecer al Sector Salud y
sus fronteras comunes con Canadá y México, en la preparación y respuesta al
bioterrorismo, a los brotes de enfermedades infecciosas y otras emergencias en
salud pública.
En un mundo globalizado, se puede propagar rápidamente una enfermedad
infecto-contagiosa, por lo que la vigilancia y la notificación inmediata, a través de
un sistema confiable de información, es imperativa para la salud pública y la
seguridad nacional.
Para poder realizar las labores de vigilancia epidemiológica y estar preparados
ante un posible ataque bioterrorista o una urgencia de salud pública, dichos
laboratorios necesitan reactivos donados por el Centro para el Control y
Prevención de Enfermedades de EUA, mismos que tienen fecha de caducidad y
requieren ser transportados en ciertas condiciones de temperatura, por lo que el
internamiento a territorio mexicano debe ser de manera rápida. El costo de cada
paquete de reactivos es aproximadamente de 700 dólares.
En virtud de que los trámites aduanales pueden ser tardados y costosos para el
presupuesto de la Comisión de Salud Fronteriza México-Estados Unidos, los
laboratoristas de EWIDS y BIDS, dejan de realizar su labor de vigilancia y en
ocasiones se han visto en la necesidad de introducir dichos reactivos para poder
cumplir con las tareas encomendadas. Ante un eventual ataque bioterrorista o
una emergencia de salud pública, se requeriría el cruce expedito de equipo,
medicina y materiales, lo cual hace necesario encontrar con aduanas un
procedimiento que permita dar una respuesta ágil ante cualquier amenaza, lo que
hace urgente superar la problemática actual, razón por la cual esta Comisión se
dio a la tarea de la creación de un Manual de Procedimientos para la Importación
de Reactivos, Medicinas y Equipos, con el ánimo de agilizar los trámites en
aduanas, haciendo más eficiente tan importante labor en áreas y dependencias
involucradas en los proyectos referidos.
