Laboratorios de aprendizaje para el desarrollo sostenible Learning laboratories for sustainable development Des laboratoires d’apprentissage pour le développement durable 564 sitios en 109 países (2010) 564 sites in 109 countries (2010) 564 sites dans 109 pays (2010) Las reservas de biosfera constituyen sitios de excelencia donde se ponen a prueba los enfoques innovadores de desarrollo sostenible que conjugan el conocimiento científico y modalidades de gobernabilidad con miras a: Biosphere reserves are sites of excellence for testing innovative approaches to sustainable development where scientific knowledge and governance modalities are combined to: Les réserves de biosphère sont des sites d’excellence pour tester les approches innovatrices du développement durable où se combinent connaissances scientifiques et modes de gouvernance visant à : ■ ■ ■ 2010 Red Mundial de Reservas de Biosfera World Network of Biosphere Reserves De especial importancia es la participación de las comunidades locales y de las contrapartes interesadas en la planificación y la gestión de la zona en su totalidad. Las reservas de biosfera procuran integrar tres funciones principales: ■ ■ ■ Conservación de la biodiversidad y la diversidad cultural; Desarrollo económico socio-cultural y ambientalmente sostenible; Apoyo logístico a la investigación, el monitoreo, la educación ambiental y la formación. Cada reserva de biosfera se divide en tres zonas principales: ■ ■ ■ Réseau mondial de réserves de biosphère Reducir la pérdida de la biodiversidad; Mejorar los medios de vida; Favorecer las condiciones sociales, económicas y culturales para la sostenibilidad del medio ambiente. Area núcleo para la conservación, monitoreo e investigación no destructiva; Zona tampón o de amortiguación circundante o contigua a la zona núcleo para actividades compatibles con prácticas ecológicas adecuadas; Area de transición para actividades conjuntas de los actores con miras al manejo sostenible de los recursos de la zona. Las reservas de biosfera constituyen sitios de aprendizaje y demostración en el marco del Decenio de las Naciones las Unidas de la Educación para el Desarrollo Sostenible. Representan una valiosa contribución al alcance de los Objetivos de Desarrollo del Milenio, especialmente el ODM7 sobre sostenibilidad del medio ambiente. En la Red Mundial de Reservas de Biosfera, se comparte e intercambia información, experiencias e ideas a nivel sub-regional, regional e internacional. ■ ■ ■ Reduce biodiversity loss; Improve livelihoods; Enhance social, economic and cultural conditions for environmental sustainability. Of special importance are the involvement of local communities and the participation of all the interested stakeholders in the planning and the management of the entire area. Biosphere reserves seek to integrate the three main functions: ■ ■ ■ Conservation of biodiversity and cultural diversity; Economic development that is socio-culturally and environmentally sustainable; Logistic support for research, monitoring, environmental education and training. Each biosphere reserve is divided in three main zones: ■ ■ ■ Core area: for conservation, monitoring and nondestructive research; Buffer zone surrounding or adjoining core area(s): for activities compatible with sound ecological practices; Transition area: for activities where stakeholders work together to sustainably manage the area’s resources. Biosphere reserves serve as learning and demonstration sites within the framework United Nations Decade of Education on Sustainable Development. They offer valuable contribution to the achievement of Millennium Development Goals (MDGs), in particular the MDG7 on environmental sustainability. Within the World Network of Biosphere Reserves, information, experiences and ideas are shared and exchanged at sub-regional, regional and international level. ■ ■ ■ réduire la perte de biodiversité . améliorer les moyens de subsistance des populations ; favoriser les conditions sociales, économiques et culturelles essentielles à la viabilité du développement durable. Chaque réserve de biosphère est divisée en trois zones principales : ■ ■ ■ une aire centrale pour la protection, la surveillance et la recherche ; une zone tampon entourant ou contigüe à l’aire centrale où seules des activités compatibles avec les objectifs de conservation peuvent avoir lieu ; une zone de transition pour des activités collaboratives avec des partenaires dans la gestion durable de ses resources. Les réserves de biosphère peuvent aussi servir de sites d’apprentissage et de démonstration dans le cadre de la Décennie des Nations Unies pour l’éducation en vue du développement durable. Leur contribution est essentielle pour atteindre les Objectifs du millénaire pour le développement (OMD), en particulier l’OMD 7 sur le développement durable. Au sein du Réseau mondial de réserves de biosphère, l’information, les expériences et les idées sont partagées et échangées au niveau local, régional et mondial. The MAB Programme is suited to respond to the results of the 1992 United Nations Conference on Environment and Development (UNCED) and especially the objectives of the Convention on Biological Diversity. Biosphere reserves are areas of terrestrial and coastal marine ecosystems which are internationally recognized under the MAB Programme. Biosphere Reserves are much more than just protected areas as they are designed to promote and demonstrate a balanced relationship between people and nature. They are nominated by national governments and remain under the sovereign jurisdiction of the States where they are situated. Biosphere reserves form a World Network for promoting cooperative research and monitoring as well as exchanges of information. A key element of this Network is the development of strong regional sub- networks. The definition, criteria and designation procedure of biosphere reserves are set out in the Statutory Framework adopted by the UNESCO General Conference in 1995. The Seville Strategy for Biosphere Reserves identifies objectives for biosphere reserves at the site, national and international levels. Many sites have been designated for over ten years and hence are subject to the Periodic Review foreseen under Article 9 of the Statutory Framework. This Review aims to encourage the authorities concerned to revise the status and functioning of their biosphere reserves in the light of the Statutory Framework. This review can lead to improved integration of conservation, development and scientific research concerns in existing biosphere reserves, extension of existing biosphere reserves, and the establishment of transboundary biosphere reserves for enhanced international cooperation to sustainably manage shared ecosystems. 1 RESEAU MONDIAL DE RESERVES DE BIOSPHERE–SEPTEMBRE 2010 Le programme sur l’Homme et la biosphère (MAB) a été lancé en 1971 afin de promouvoir la recherche interdisciplinaire, la formation et la communication dans le domaine de la conservation des écosystèmes et de l’utilisation rationnelle des ressources naturelles. Le Programme MAB peut ainsi répondre aux préoccupations de la Conférence des Nations Unies sur l’Environnement et le développement durable (CNUED) et, en particulier, aux objectifs de la Convention sur la Diversité biologique. Les réserves de biosphère sont des aires portant sur des écosystèmes terrestres et côtiers/marins reconnues au niveau international dans le cadre du Programme MAB. Les réserves de biosphère sont beaucoup plus que de simples aires protégées puisque leur objectif est de promouvoir et de démontrer une relation équilibrée entre les populations et leur environnement. Elles sont proposées par les gouvernements nationaux et demeurent sous la juridiction souveraine des Etats où elles sont situées. Les réserves de biosphère forment un Réseau mondial qui permet de promouvoir la recherche en coopération, la surveillance continue et l’échange d’informations. Un élément clé de ce Réseau est la constitution de sous-réseaux régionaux très actifs. La définition, les critères et la procédure de désignation des réserves de biosphère sont établis par le Cadre statutaire adopté par la Conférence générale de l’UNESCO en 1995. La Stratégie de Séville pour les réserves de biosphère définit des objectifs pour les réserves de biosphère à différents niveaux, celui des sites, et aux niveaux national et international. De nombreux sites ont été désignés depuis plus de dix ans et doivent donc faire l’objet de l’examen périodique prévu à l’article 9 du Cadre statutaire. Cet examen vise à encourager les autorités concernées à revoir l’état et le fonctionnement de leurs réserves de biosphère à la lumière des critères du Cadre statutaire. 2 RED MUNDIAL DE RESERVAS DE BIOSFERA – SEPTIEMBRE 2010 El Programa de la UNESCO sobre el Hombre y la Biosfera (MAB) fue lanzado en 1971 con el fin de promover la investigación interdisciplinaria, la formación y la comunicación en el campo de la conservación de los ecosistemas y de la utilización racional de los recursos naturales. El Programa MAB responde así a las preocupaciones de la Conferencia de las Naciones Unidas sobre el Medio Ambiente y el Desarrollo y, en particular, a los objetivos de la Convención sobre la Diversidad Biológica. Las Reservas de Biosfera son zonas de ecosistemas terrestres o costeros/marinos, o una combinación de los mismos, reconocidas en el pIano internacional como táles en el marco del Programa sobre el Hombre y la Biosfera (MAB) de la UNESCO. Las Reservas de Biosfera son mucho más que simples zonas protegidas dado que son designadas para promover y demostrar una relación equilibrada entre las poblaciones y la naturaleza. Las Reservas de Biosfera son propuestas por los gobiernos nacionales y quedan bajo la soberanía de los estados donde están ubicadas. La definición, los criterios y el procedimiento de designación de las Reservas de Biosfera están establecidos en el Marco Estatutario adoptado en 1995 por la Conferencia General de la UNESCO. La Estrategia de Sevilla para las Reservas de Biosfera identifica los objetivos de las Reservas de Biosfera a niveles de reserva individual, nacional e internacional. Muchas de las Reservas de Biosfera han sido designadas desde hace más de diez años y, en consecuencia, son objeto de una Revisión Periódica prevista bajo el Artículo 9 del Marco Estatutario. El propósito de esta Revisión Periódica es el de incitar a las autoridades pertinentes a revisar sus Reservas de Biosfera según los criterios establecidos por el Marco Estatutario.
