IX CHESS OPEN "Villa de Bilbao"
1. NORMATIVA GENERAL
1. GENERAL REGULATIONS
El torneo se evaluará para ELO FIDE. Se jugará por
Sistema Suizo a 10 rondas. La puntuación será sistema
Bilbao (3 puntos por victoria, 1 por empate, 0 por
derrota). El ritmo de juego será de 90 minutos de
tiempo total más treinta segundos de incremento por
jugada efectuada, por jugador y para toda la partida.
This tournament will count towards FIDE ELO ratings. It
will be held in 10 rounds, played in the Swiss system.
The "Bilbao" scoring system (3 points for a win, 1 for a
draw and 0 for a loss) will be used. The rate of play will
be a total of 90 minutes with 30 extra seconds per
move and player for the whole game.
El torneo se jugará en el Teatro Campos Elíseos de
Bilbao, Bertendona 3 bis, (www.teatrocampos.com).
This tournament will take place in Campos Elíseos

Todo/a jugador/a que no esté presente en el tablero
transcurridos 60 minutos de la hora prevista para el
inicio, perderá su partida.

Any player who arrives at the chessboard 60 minutes
after the start of the round shall lose the game.

Las partidas de desarrollarán entre el 13 y el 23 de
Julio, excepto el día 18 que será de descanso
The tournament will take place between the 13th and
the 23rd July, except for the 18th (rest day).
Todas las partidas comenzarán a las 16:00 horas,
excepto el día de la clausura que será a las 15:00

3. DESEMPATES (3-1-0 como afecta)
Los empates a puntos en la clasificación final se
resolverán aplicando los siguientes sistemas de
desempate descritos en la Reglamentación de la FIDE y
que se resumen a continuación:
3. TIE BREAKS (3-1-0 system)
Ties in the final standings will be resolved according to
the following FIDE tie-break systems:
1.
Brazilian. The sum of points earned by the
player's opponents, discarding the lowest.

Brasileño. Suma de las puntuaciones finales
obtenidas por los oponentes, exceptuando la más
baja.
2.
Median. The sum of points earned by the
player's opponents, discarding the highest and
lowest.
2.
Mediano. Suma de las puntuaciones finales
obtenidas por los oponentes, exceptuando la más
baja y la más alta.
3.
Bucholz. The sum of the scores of each of the
opponents of a player.
3.
Bucholz total. Suma de las puntuaciones finales
obtenidas por los oponentes.
4.
Sum of progresive scores. The sum of the score
round after round. If the tie continues, rounds
will be disregarded, starting from the first one.

Progresivo. Suma de todos los puntos obtenidos
ronda a ronda. Si se mantuviera el empate, se irán
quitando rondas empezando por la primera y así
sucesivamente hasta la última.
Una vez finalizada la última ronda, se sorteará el orden
de aplicación de estos sistemas de desempate.
Once the last round ends, the order of these tiebreak system will be drawn.
If the player are still tied after applying all these
tie-break systems, the final order will be drawn.
De persistir el empate una vez aplicados todos los
sistemas de desempate, se realizará un sorteo entre los
jugadores empatados para decidir su clasificación.
4. TABLAS
No se podrá acordar tablas entre ambos jugadores de
una partida antes de la jugada 30, salvo autorización del
árbitro principal.
De acuerdo con el Reglamento de Torneos FIDE (C.0.6),
artículo 10 e), el árbitro principal podrá sancionar a los
jugadores que preacuerden resultados.
En este caso, la sanción será establecer como resultado
de la partida 0-0 y dar cuenta a la FEDA por si el hecho
es objeto de expediente disciplinario.
4. DRAWS
Players are not allowed to agree draw before the 30th
move, unless the chief arbiter authorises it.
According to the FIDE Tournaments Regulation (C.0.6,
article 10 e), the chief arbiter may punish players who
agree on the results.
In this event, the game will be declared lost by both
players (0-0) and the FEDA (Spanish Federation) will be
informed to study the need for any disciplinary actions.

Se podrá solicitar un máximo de tres "byes" por jugador.
No se podrán pedir Byes en las rondas 9ª y 10ª.
There will be a maximum of 3 “byes” per player. There
will be no “byes” in rounds 9 and 10.
Una incomparecencia no justificada supondrá la
eliminación del torneo.
An unexcused absence will lead to the player’s
withdrawal from the tournament.

Al terminar cada ronda se publicarán los resultados así
como la ronda siguiente en la web de info64.
After each round, the standings and next round’s
pairings will be published at info64.org.
Los emparejamientos se confeccionarán con el programa
VEGA y no podrán ser objeto de reclamación salvo
introducción errónea de resultados que deberá
notificarse al árbitro principal en el plazo de una hora
después de terminada la ronda.
Pairings will be performed with VEGA chess tournament
administration program and no objection to them will be
accepted, except when incorrect results have been used
to produce it, in that case the chief arbiter must be
informed at most 1 hour after the end of the round.
