CONVENIO MARCO DE COOPERACIÓN ACADÉMICA

De una parte el SUPERIOR GOBIERNO DE LA PROVINCIA DE SANTA FE, con
domicilio en Av. Illia 1153, de la ciudad de Santa Fe, República Argentina,
representado en este acto por la Sra. Ministra de Educación, Dra. Claudia
Elisabeht Balagué, y por la otra, la UNIVERSIDAD DE TAMPERE , entidad
domiciliada en Kalevantie 4, FI-33014 Tampere, Finlandia representada, en
este acto por Prof. Pertti Haapala, Vicerrector, convienen en celebrar el
presente contrato. De acuerdo a las siguientes cláusulas exprésan su voluntad
de establecer programas de cooperación académica y técnica y subscribir el
siguiente Convenio:
DECLARACIONES:
Ambas partes en este acuerdo, son instituciones de educación cuyos
programas y servicios académicos multidisciplinarios e integrales forman la
base para la cooperación académica y cultural;
Este acuerdo tiene como objetivo fortalecer los intercambios y la cooperación
entre las partes, en los campos nombrados en el presente. Asimismo, las
partes estiman que el intercambio de sus respectivos conocimientos y recursos
en las áreas que se acuerden son complementarias y de beneficio mutuo.
La cooperación académica entre las- dos partes puede incluir los sigt.Uentes
compromisos:
a) El intercambio de personal académico para la investigación.b) La promoción de la investigación conjunta y actividades educativas.c) El intercambio de información y publicación pertinente en ámbitos de interéS
para ambas instituciones.Y \`.,+

d) Realización de eventos académicos y de investigación conjunta relacionados
4; con la educación en sus diferentes ámbitos. - .

e) Apoyo académico a los proyectos generales y específicos Vinculados a la
educación. LAS PARTES CONVIENEN LAS SIGUIENTES CLAUSULAS:
PRIMERA: Mediante la suscripción del presente instrumento, las partes
acuerdan brindar asistencia y apoyo recíproco ' en temas académicos y
culturales a través de diversas actividades de. acuerdo con los programas
anuales establecidos con anterioridad.
SEGUNDA: Las partes convienen estudiar y ejecutar proyectos de investigación
conjunta, a fin de obtener recursos humanos y materiales complementarios
efectivos, así como también información pertinente. TERCERA: Las partes expresan el propósito d desarrollar acciones de
cooperación en áreas de mutuo interés como seminarios, • actividades de
cooperación técnica, transferencias tecnológicas, entre otras.
CUARTA: Las partes acuerdan que cada actividad específica será regulada
mediante un convenio específico, donde se definirá, en términos ' exactos,
objetivos, mecanismos, fechas, plazos, responsables, normas sobil e propiedad
intelectual e industrial y recursos mediante actividades adicionales. Todo ello,
luego de su aprobación y firma de los representantes legales de ambas
instituciones, formará parte integrante del presente Convenio como anexo.
QUINTA: La Universidad de Tampere opera a través de Finlandia University Inc
(FINUNI) en relación a los servicios de educación y formación transnacionales.
FINUNI es una empresa de propiedad conjunta por la Universidad del Este de
Finlandia, la Universidad de Tampere y la Universidad de Turku. FINUNI
comercializa servicios de educación a los mercados' internacionales facilitados
por estas universidades. Cualquier negociación de contratos con respecto a
cualquier posible cooperación, así como la puesta en práctica de esta
cooperación (definida en un contrato escrito por separado) se Ilevarán a cabo
por FINUNI.
SEXTA: Las partes estipulan que, con el objeto de desarrollar los pr. ogramas de
intercambio de investigadores como así también de investigación y cooperación
técnica, buscarán en conjunto o en forma independiente, los recursos
económicos necesarios por medio de organismos nacionales e internacionales.
Dichos recursos estarán condicionados a la disponibilidad presupuestaria de
aMbas partes o de los obtenidos por Medio de financiamiento externo.
SEPTIMA: El presente Convenio tendrá validez con la firma de las partes y
regirá 4 arios con renováción automática y sucesiva por el mismo periodo,
salvo que una de las partes notifique a la ^otra el deseo de modificar o darle
término por medio de un aviso escrito con tres (3) meseS de antelación mínima,
enviada a la dirección que se especifica al comienzo del presente donvenio.
OCTAVA: Para la coordinación de todas las actividades derivadas de este
Convenio, el Ministerio de Educación de la Provincia de Santa.Fe, desigha a la

NOVENA: Los derechos de propiedad intelectual que se produzcan en virtud
del presente Convenio Marco •de Cooperación, serán regulados en los
Convenios Específicos correspondientes, sin perjuicio para que las partes
puedan acceder y utilizar la información y resultados obtenidos a partir de la
entrada en vigencia del presente.
DECIMA: Las partes serialan explícitamente que la firma del presente Convenio
Marco no excluye o restringe otros contratoS o convenios que se hayan
celebrado o que pudiesen acordarse entre los y/o con terceros, manteniendo
ambas instituciones la autonomía, requerida en cualquier circunstancia
relacionada con la firma de convenios o contratos.
UNDECIMA: Cualquier diferencia, conflicto de interés o problemas que
resulten de la aplicación o interpretación del presente Convenio Marco o
Convenio Específico serán resueltos en una primera instancia por los
coordinadores de las partes, y en segunda instancia, por las respectivas
personas que estos últimos designen.
DUODECIMA : Los representantes de ambas instituciones firman dos (2)
copias validas en espariol y dos (2) copias validas en ingles de este documento,
y las timbran con sus respectivos sellos, donde ambas versionTes tienen el
mismo valor legal.
Leído el presente Convenio y enteradas por completo las partes del contenido
de todas y cada una de las clausulas, es firmado, a los °6 días del mes

19ERSITY OF TAMPERE, with address in Kalevantie 4, FI-33014 Tampere, of
Finland represented in this act by Mr. Vice Rector, Prof. Pertti Haapala, for other
part, agree to conclude the present contract. In relation to the following clauses,
both parties express their willingness to establish programs of academic and
technical cooperation and to sign the following Agreement:
STATEMENTS:
THE Ministry of Santa Fe and the University óf Tampere are institutions of
education, whose multidisciplinary and comprehensive academic programs and
services form the basis for the academic and cultural cooperation;
This agreement aims to strengthen exchanges and cooperation between both
parties in the fields listed below. Both parties believe that the sharing of their
respective 'expertise and resources in the areas to be agreed upon are
complementary and of mutual benefit.
The academic cooperation between both parties may • include the following
commitments:
a)
Exchange of academic staff for research.
Promotion of joint research and educational activities.
b)
Exchange of information and pertinent publications in fields of interest
c)
to both institutions.
Implementation of joint academic events and research related to

education in íts vaxious areas.
Academic support _to general and specific projects linked to education.
e)
THE PARTIES AGREE TO THE FOLLOWING CLAUSES
FIRST: By signing this instrument, the parties agree to provide 'mutual
assistance and support in academic and cultural issues through various
activities according to annual programs established in advance.

THIRD: To develop actions and forms of cooperation in areas of mutual interest
such as seminars, activities of technical cooperation, technological transfer,
among others.
FOURTH: Both parties agree that each specific activity to be developed will be
regulated by a specific agreement, in which its exact terms, objectives,
mechanisms, dates, period, people in charge, procedure ori intellectual and
industrial property and resources through complementary acts will be defmed.
All this, after the approval and signature of the legal representatives of both
institutions, will be part of the present Agreement as annex.
FIFTH: The University of Tampere operates via Finland University Inc (FINUNI)
in relation to transnational education and training services. FINUNI is a
company co-owned by the University of Eastern Finland, the University of
Tampere, and the University of Turku. FINUNI markets and sells international
education services provided by these universities to the international markets.
Any contract negotiations regarding any possible co-operation as well as the
implementation of such co-operation (as defmed in any separate written
agreement) shall be carried out by FINUNI.
SIXTH: The parties stipulate that, in order to develop the programs of
researcher exchange as well as of research and technical cooperation, they will
seek jointly or independently the necessary econornic resources from national
and internationál organisrns. The above mentioned resources will be determined
by the budgetary availability of both parties from the resources obtained by
external financing.
SEVENTH: The agreement will be valid with the signature of bOth parties and
will have a duration of four years, renewal for the similar periods, unless pne
party notifies the other the wish to terminate it by a written notice given at least
three months prior to the terxnination date to the address specified at the
beginning of the agreement.
EIGHTH: To coordinate all the necessary-áctions of this agreement, the Ministry
of education designates the PhD Silvia T. Morelli Gasó, ID 18.215.553 and the
University of Tampere designates the Dr. Risto Honkonen, Dean' of the School
of Education, personal identity code 010659-183L.
NINETH: Copyrights resulting from ethe cooperation under the "present
Agreement will be regulated in the corresponding specific agreement, without
prejudice to allow the parties to have access to the information and resúlts
obtained since the validity of the present agreement.
TENTH: The parties agree that the present agreement does not exclude dr limit
ther contracts or agreements that have been rnade or might be made between

them and/or with third parties, keeping both institutions the autonomy
required to sign agreements or contracts in any circumstances.
ELEVENTH: Any differences, conflicts of interests or problems resulted from the
application or interpretation of the present Agreernent or Specific Agreement will
be solved on a first level by the Coordinators of the parties, and on a second
level by the respective person appointed by them.
TWELFTH: The repreáentatives of both institutions will sign two (2) valid copies
in Spanish and two (2) valid copies in English of this document and stamp them
with their respective seals, both versions having the same legal value.
Both parties having read this agreement and being fully aware of the content of
each and all of its clauses, the agreement is signed on (day month year) by:
