TO THE ANNEX, OF THE GENERAL AGREEME:l'rT FOR ECONOMIC, TECHNICAL,
AND RELATED ASSISTANCE
BETWEEN
THE GOVERNMENT OF THE UNITED STATES OF AMERICA
AND
THE GOVERNMENT OF THE REPUBLIC OF COLOMBIA,
SIGNED ON AUGUST 30, 2004
I.
GENERAL
The Government of the United States of America, and the Government of' the Republic of Colombia,
(each individually, a "Party," and collectively, the "Parties") jointly agree to modify and amend the
Annex, signed on August 30, 2004, of the Letter of Agreement between the U.S. governm"nt and the
Government of the Republic of Colombia, signed on July 23, 1962, (the "Agreement") in the following
respect:
Existing Projects:
DEA - Sensitive Investigative Unit (SIU): To add funds in the amount of $3,925,000 USD to
assist and enhance the capability of the Colombian National Police (CNP) and the Colombian
Prosecutor's Investigative Office (CTI) to conduct drug trafficking, chemical trafficking, money
laundering, and asset forfeiture investigations.
DEA- Andean Initiative Program (AlP): To add funds in the amount of $1,930,800 USD to assist
and enhance the capability of the Colombian National Police, the Colombian Prosecutor's
Investigative Office, and the Colombian Military Judicial Police to conduct drug trafficking,
chemical trafficking, rroney laundering, and asset forfeiture investigations.
The fult project description and project performance goals are described in Section II and III below. This
amendment to the Annex dated August 30, 2004, does not alter the performance measurements applicable
to projects enumerated under that annex or the LOA signed on July 23, 1962. All other obligations,
terms, and conditions cm1tained in the letter of agreement dated July 23, 1962, shall remain applicable
and in full force and effect. Provision of U.S. government funding beyond the current fiscal year is
conditioned upon satisfactory progress toward project goals and the availability of funds authorized and
appropriated on a year-to-year basis by the U S. Congress and approved by the U.S. Department of State.
II. PROJECT DESCRIPTION
DEA - Sensitive Investigative Unit (SIU): This DEA SIU project is designed to augment the
Government of the Republic of Colombia's capability to conduct drug trafficking, chemical
trafficking, money laundering, and asset forfeiture investigations. Specifically, this project will
support the implementation of DEA's SIU program in Colombia. Toward that goal, the United
States Government and the Government of the Republic of Colombia will take actions and
commit resources on an annual basis as authorized by their respective legislative processes to
support this effort. Under this project, the U.S. government will provide assistance such as
training, technical assistance, logistical, operational, and administrative support.
DEA - Andean Initiative Program (AlP): This DEA AlP project is designed to augment the
Government of the Republic of Colombia's capability to conduct drug trafficking, chemical
trafficking, money laundering, and asset forfeiture investigations. Toward that goal, the United
States Government and the Government of Colombia will take actions and commit resources on
an annual basis as authorized by their respective legislative processes to support this effort.
Under this project, the U.S. government will provide assistance such as training, technical
assistance, logistical, O!Jerational, and administrative support.

PROJJ;,~T
PERFORMANCE GOALS AND ACHIEVEMENT VERIFICATION
The long term goal of the DEA SIU and AlP projects is to assist the Colombian government's
institutional developm..:nt through training, strategy development, and minimal infrastructure
improvements to bring about the reduction of the sale and distribution of illicit narcotics, the
production, processing, transport and trafficking of illicit drugs within Colombia, and/or their
export to foreign markets. The goal of this year's funding is to augment the Government of the
Republic of Colombia's capability to conduct drug trafficking, chemical trafficking, money
laundering, and asset forfeiture investigations. Progress towards achievement of the project goal
will be measured in terms of: Colombian police and investigative units target major Colombian
narcotics trafficking, chemical trafficking, and money laundering organizations; Colombian
police and investigative units conduct international-level investigations which disrupt all aspects
of Colombian narcotic trafficking; Colombian police and investigative units support DEA
domestic offices in sensitive investigations targeting major narcotic trafficking groups in the
U.S. and Colombia, and assist DEA in obtaining evidence against major Colombian traffickers;
Colombian police and investigative units arrest and support the prosecution of narcotics law
violators; Colombian police and investigative units seize assets gained by narcotics trafficking;
and Colombian police and investigative units seize and destroy narcotics contraband.
Cooperating personnel of the two governments will accomplish verification of project
achievement through operational liaison and observation, by official Colombian government
records of arrests and convictions of narcotics law violators, seizures and destruction of
contraband and seizure of assets.
IV PROGRAM EVALUATION
Representatives of the Government of the United States and the Government of Colombia will
meet and discuss the results of these programs annually as part of their ongoing dialogue related
to the International Drug Enforcement Conference (IDEC). Written reports of such meetings
will be prepared separately by each party. Officials from both governments will also meet on a
daily basis in Colombia to discuss progress. Progress will be evaluated in accordance with the
measurements of success described above. Information to be considered in conducting these
evaluations will include qualitative and quantitative indicators. These evaluations are in addition
to the ongoing monitoring of the programs and the activities conducted by relevant personnel of
both governments.

I.
GENERAL
El Gobierno de los Estados Unidos de America y el Gobierno de Ia Republica de Colombia (cada uno
denominado "Ia Parte" o colectivamente "las Partes) conjuntamente acuerdan modificar y enmendar el
Anexo suscrito el 30 de agosto de 2004, a! Acuerdo realizado entre el Gobierno de los Estados Unidos
de America y el Gobierno de Ia Republica de Colombia, firmado el 23 de julio de 1062, respecto a lo
siguiente:
Proyectos en curso:
DEA- Unidad de Investigaciones Sensibles (SIU): Para adicionar fondos por un monto de USD
$3,925,000 para ayudar y mejorar Ia capacidad de Ia Policia Nacional de Colombia (PNC) y del
Cuerpo Tecnico de lnvestigaci6n de Ia Fiscalia General de Ia Naci6n (CTI) para llevar a cabo
investigaciones sobre tnifico de drogas, tnifico de productos quimicos, lavado de activos y extici6n de
dominio.
DEA - Programa de Iniciativa Andina (AlP): Para adicionar fondos por un monto deUSD
$1.930.800 USD para ayudar y mejorar Ia capacidad de Ia Policia Nacional de Colombia, del Cuerpo
Tecnico de Investigaci6n de Ia Fiscalia General de Ia Naci6n (CTI) y de Ia Policia Judicial Militar de
Colombia para llevar a cabo investigaciones sobre tnifico de drogas, tnifico de productos quimicos,
lavado de activos y extici6n de dominio.
La descripci6n total del proyecto y Ia ejecuci6n de sus metas se describen en las Secciones 11 y III.
Esta enmienda al Anexo de fecha 30 de agosto de 2004 no altera las medidas de desempefio aplicables
a los proyectos enumerados bajo ese Anexo o de Ia Carta de Acuerdo firmada el 23 de julio de 1962.
Las ~emas obligaciones, terminos y condiciones contenidas en tal Acuerdo permaneceran aplicables,
vigentes y en efecto. La provision de fondos del Gobierno de los Estados Unidos mas alia del afio
fiscal en curso esta condicionada al progreso satisfactorio de las metas del proyecto y a Ia
disponibilidad de fondos autorizados y asignados sobre una base anual por el Congreso de los Estados
Unidos y aprobada por el Departamento de Estado.

II.
DESCRIPCION DEL PROYECTO
DEA - Unidad de Investigaciones Sensibles (SIU): El proyecto DEA SIU esta disefiado para
aumentar Ia capacidad del Gobierno de Ia Republica de Colombia en Ia conducci6n de investigaciones
sobre trafico de drogas, trafico de productos quimicos, lavado de activos y extici6n de dominio.
Concretamente, este proyecto apoyara Ia ejecuci6n del programa SIU de Ia DEA en Colombia. Con
ese objeti"o, el Gobierno de los Estados Unidos y el Gobierno de Ia Republica de Colombia iniciaran
acciones y asignar recursos para apoyar este esfuerzo en forma anual como se autorice por sus
respectivos procesos legislativos. En virtud de este proyectv, el Gobierno de los Estados Unidos
proporcionara asistencia en temas tales como capacitaci6n, asistencia tecnica, logfstica, operativa y
apoyo administrativo.

III.
OBJETIVOS DE EJECUCION DEL PROYECT" Y VERIFICACION DE LOGROS
El objetivo a largo plazo de los proyec+os Unidad cle Investigaciones Sensibles (SIU) y Programa
de lniciativa Andina (AlP) es contribuir at desarrollo institucional del gobierno colombiano a traves
de actividades de capacitaci6n, desarrollo de estrategias y mejoras minimas de infraestructura
tendientes a lograr Ia reducci6n de Ia venta y distribuci6n de narc6ticos ilicitos, Ia producci6n, el
procesamiento, el transporte y el tnifico de drogas ilicitas en Colombia, y I o su exportaci6n a los
mercados extranjeros. El objetivo de financiaci6n para este afio es aumentar Ia capacidad del Gobierno
de Ia Republica para llevar a cabo llevar a cabo investigaciones sobre tnifico de drogas, tnifico de
productos quimicos, lavado de activos y extici6n de dominio. El progreso hacia Ia consecuci6n de Ia
meta del proyecto se mide en terminos de un aumento del direccionamiento de Ia policia colombiana y
las unidades de investigaci6n hacia el tnifico de narc6ticos, el tnifico de productos quimicos, y las
organizaciones de lavado de dinero; Ia policia colombiana y las unidades de investigaci6n podnin
conducir investigaciones a nivel internacional que interrumpa los aspectos del tnifico de
estupefacientes de Colombia; Ia policia colombiana y las unidades de investigaci6n apoyanin a Ia
Oficinas de Ia DEA en las investigaciones internas sensibles que tengan como objetivo los principales
grupos de traficantes de estupefacientes en los EE.UU. y Colombia; tambien ayudanin a Ia DEA en Ia
obtenci6n de pruebas en contra de los principales narcotraficantes colombianos; Ia policia colombiana
y las unidades de investigaci6n detendnin y prestanin su apoyo para Ia acusaci6n de los violadores de
las normas sobre estupefacientes; Ia policia colombiana y las unidades de investigaci6n incautanin los
bienes producto del tnifico de drogas; Ia policia colombiana y las unidades de investigaci6n
decomisanin y destruinin las drogas objeto de contrabando. En cooperaci6n con personal de los dos
gobiernos se realizani Ia verificaci6n de los logros de los proyectos mediante coordinaciones
operativas y observaciones, Ia observaci6n, registros oficiales del gobierno colombiano sobre
detenciones y condenas a los violadores de Ia leyes sobre de estupefacientes, incautaciones y
destrucci6n de narc6ticos y decomiso de bienes.
IV.
Evaluacion del Programa
Representantes del Gobierno de los Estados Unidos y del Gobierno de Colombia se reumran y
discutinin los resultados de estos programas cada afio como parte de los dialogos en curso de Ia
Conferencia Internacional para el Control de Drogas (IDEC). Los informes escritos de tales reuniones
se preparanin por separado por cada parte. Los funcionarios de ambos gobiernos se reuninin tambien a
diario en Colombia para discutir el progreso. Los progresos se evaluaran de acuerdo con las
mediciones de exito descritas anteriormente. La informacion a tener en cuenta para Ia realizaci6n de
estas evaluaciones incluye indicadores cualitativos y cuantitativos. Estas evaluaciones son adicionales
a Ia vigilancia continua de los programas y a las actividades llevadas a cabo por el personal pertinente
de ambos gobiernos.
