CALL FOR AWARDS - 21st OURENSE INTERNATIONAL FILM FESTIVAL
1. OBJECTIVE
The objective of this call is the regulation of the awards of the two competitions that will form the Official
Section of the 21th Ourense International Film Festival, organized by the Citys of Ourense's Department of
Culture. This festival will take place from October 28th to November 5th 2016.
2. ECONOMIC ENDOWMENT
The total budget for the prizes is 22,000 euros, under budget implementation 200.3340.48951 of the current
municipal budget.
3. ELIGIBILITY
The natural or legal persons with the due legal control over the works submitted to the contest will be eligible
for competition.
The person or entity (or their representative) who signs the form authorizing the registration will be
considered by the festival organization as the only representative with whom to treat aspects related to the
participation of the film in the Festival and as the only person or company responsible, notwithstanding other
people or companies participating in the production of the film.
4. COMPETITIONS
4.1. Films produced in 2015 or 2016 with a minimum running time of 60 minutes which have not been
exhibited or released commercially in Spain before the Festival, either in public theatres or television, shall
be accepted. In case of coincidence between the dates of the Ourense Festival and other festival or event in
Spanish territory, the Spanish premiere of the selected film must correspond to the Ourense Festival.
4.2. Latin American Competition. Productions and co-productions involving any Latin American country from
the following list will be admitted: Argentina, Brazil, Chile, Colombia, Costa Rica, Cuba, Ecuador, Spain,
Guatemala, Honduras, Mexico, Nicaragua, El Salvador, Panama, Paraguay, Peru, Puerto Rico, Portugal,
Dominican Republic, Uruguay and Venezuela. The aim of this competition is to collect and highlight the
broad and innovative range of proposals in the field of cinema taking place now in the aforementioned
countries.
4.3. Debut Feature Competition. First feature films from any geographical area will be accepted. The aim of
this competition is to promote new and contemporary film authors, with special emphasis on young
filmmakers working independently.
5. REGISTRATION
5.1. The registration of films is free.
5.2. The registration deadline for films is August 18 th. Once the registration form is duly completed and
signed, it shall be considered an affidavit and thus it shall be concluded that the participant knows and
accepts these rules.
5.3. The regulations and the registration form are available at the www.ouff.org website. If the producers
chooses registration in physical format, they should refer a screener along with the registration form to the
following address:

5.4. In addition to the registration form, the person or production company to register a film shall send a DVD
screener or a link for online screening. Any film not spoken in Spanish or English must be subtitled in one of
these languages, otherwise it will not be watched. If you choose online screening, it is suggested to do so
through www.vimeo.com. In all cases, a password will be necessary, also attaching details as the film title,
the director's name, the running time as well as the film's nationality and whether it is a debut feature.

If you send a link to download the film, this must not have expiration date and the maximum weight of the file
must be less than 3 Gigabytes.
If you send a DVD (PAL or NTSC, any zone), it must be properly labelled with the film title, the director's
name, length, nationality and whether it is a debut feature.
5.5. Shipping costs of the videos for selection and participation are in charge of their owners.
5.6. DVDs sent to the Festival to apply for selection will not be returned.
5.7. The films that do not comply with the characteristics set out in points 4.2 and 4.3 will not be watched.
6. OBLIGATIONS FOR THE REGISTRANTS
Registration at the 21st Ourense International Film Festival will imply:
6.1. The full acceptance of these rules by all participants and their producers and distributors.
6.2. The authorization to release materials of the registered films (frames, posters, cards, script fragments,
press texts, etc.). Participants will authorize the release of up to three minutes of footage of such films in any
media.
6.3. The acceptance that, in case the film gets any of the prizes awarded in the competition, a written
reference shall be included compulsorily and inexcusably mentioning the received award at the beginning of
each and every one of the films' copies to be distributed for its theatrical release and/or audiovisual events,
as well as in all printed information and promotional material (press-books, posters, etc.). This reference will
consist of a text with the type of prize awarded, invariably accompanied by Ourense Film Festival's corporate
image (logo and name), which will be provided by the organization together with its usage rules. This
reference to the Festival's award will appear likewise in all digital media or any type of versions in which this
film will be exhibited and commercialized. Production companies must send to the Festival a copy of the film
including the mention of the awards for its files.
7. OBLIGATIONS FOR SELECTED FILMS
Participants whose films are selected for the competitive section will be required to comply with the following
provisions:
7.1. The production and distribution companies of the selected films will provide all necessary materials for
the preparation of the Festival's catalogue.
7.2. The production and distribution companies of the selected films will provide all necessary materials for
proper subtitling of the films (lists of dialogues and translation to Castilian Spanish if available).
7.3. The production and distribution companies of the selected films will provide copies of them, which must
arrive to the offices of the Municipal Auditorium at least 30 days before the screening date. The films that do
not meet this requirement may be withdrawn from the competition.
35mm prints will be sent in clearly numbered reels and must remain in Ourense until November 22 nd, 2016.
7.4. The screening copies of the films spoken in languages other than English or Spanish must be subtitled
in one of these languages.
7.5. The production and distribution companies of the selected films will bear the transport costs for sending
the copies to Ourense, including any customs applicable taxes, to be paid by the person or entity that
registered the film.
The shipping label must specify the following: "For cultural purposes only / No commercial value".
7.6. The production and distribution companies of the selected films will not withdraw the film from
competition nor will release it commercially in Spain before its screening in Ourense.
8. SCREENINGS
8.1. The screenings in the Feature Film Competition will be in 35mm and DCP. Exceptionally digital files may
be allowed after consultation and authorization by the Festival.
8.2. Once the screening format is selected for the Festival, this can not be changed.
8.3. The production and distribution companies will give the rights for the public exhibition of the films during
the festival week. The films in the competitions will have two public screenings, and optionally at the
discretion of the Festival organizers a private screening for the press.
8.4. The awarded films will be screened one more time on a date to be selected by the festival, always after
the reading of the award list and previous to Monday November 7th.
8.5. In the case of films in DCP format, the production and distribution companies of the selected films will
provide open DCPs open. In the case of films whose original language is not Spanish but are subtitled in this
language, films in DCP format with the number of KDMs necessary for the screenings outlined in section 8.3
will be accepted.
The festival will not cover the cost of generating such KDMs.
9. OBLIGATIONS OF THE CITY OF OURENSE
9.1. Once the competition is finished, the City of Ourense will pay the costs for returning the 35mm prints and
DCPs to the source address or a similar distance.
9.2. For 35mm prints and DCPs, the City of Ourense will cover the risks of fire, loss, theft, damage or
destruction during the period between their arrival at the premises and their date of return. The responsibility
of the City will be limited and, in any case, shall not exceed the cost of a new standard 35mm print,
according to the rates in force in Spanish laboratories.
9.3. The deadline for making any claim on a returned 35mm print will be 30 days from the date of shipment
from Ourense. During that period, the print must not have been exhibited in public.
10. JURY
10.1. The awards of the official competition will be awarded by a jury, whose members will be appointed by
the festival organization among professionals from the film world, the media and the cultural field.
10.2. The jury may not declare void any prize or grant it ex aequo.
10.3. The jury may also award as many special mentions (with no financial prize) as they deem appropriate.
10.4. Exceptionally, the jury could award two prizes for the same film only once.
10.5. The Audience Award will be given to the film that obtains the highest weighted score based on the
votes cast by viewers after the screenings.
10.6. The decisions of the jury and the audience will be final.
11. OFFICIAL AWARDS
11.1. The jury designated by the festival will give the following awards:
Calpurnia Award for Best Film – Latin American Competition: 8,000 euros
"Carlos Velo" Award for Best Director – Latin American Competition: 3,000 euros
Calpurnia Award for Best Film – Debut Feature Competition: 8,000 euros
Audience Award for Best Film in the two competitions: 3,000 euros
Best Actor Award: Trophy
Best Actress Award: Trophy
11.2. The cash prize corresponding to the two Calpurnia awards and the Audience Award will be always
given to the winning film's distribution company in Spain. If the winning films in these three categories do not
have distributors in Spain, the prize would correspond to the natural or legal person registering the film at the
Festival, according to the registration form and after demonstrating that they have all the rights.
The Carlos Velo Award will be given to the director of the winning film.
11.3. In all cases, the withholding of taxes and other expenses that may be incurred in the delivery of prize
money will be deducted from this, thus the final amount will vary depending on the conditions set by each
country and how the payment is done.
12. FINAL RESOLUTION
Any doubts that may arise regarding the interpretation of these rules, as well as any conflicts which may
arise from their application, and as for the organization or operation, shall be resolved by the Department of
Culture of the city of Ourense.

CONVOCATORIA DE LOS PREMIOS DE LA 21ª EDICIÓN DEL FESTIVAL DE CINE INTERNACIONAL DE OURENSE
1. OBJETO
Es objeto de esta convocatoria la regulación de los premios de las dos competencias que formarán
la sección oficial de la 21ª edición del Festival de Cine Internacional de Ourense, organizado por la
Concejalía de Cultura, y que tendrá lugar del 28 de Octubre al 5 de Noviembre de octubre de
2016.
2. DOTACIÓN ECONÓMICA
La dotación total para los premios será de 22.000 euros, con cargo a la aplicación presupuestaria
200.3340.48951 del presupuesto municipal vigente.
3. PARTICIPANTES
Podrán concursar las personas físicas o jurídicas que posean el debido control legal sobre las
obras que presenten a concurso.
La persona o entidad (o su representante) que firme el formulario autorizando la inscripción será
considerado por la organización del festival como el único interlocutor para tratar aspectos relacio nados con la participación de la película en el Festival y como único responsable frente a otras
personas o empresas que participaran en la producción de la película.
4. LAS COMPETENCIAS
4.1. Se admitirán aquellas obras cinematográficas producidas en 2015 o 2016 que tengan una duración mínima de 60 minutos y no hayan sido exhibidas ni editadas comercialmente en España antes de las fechas del OUFF, ya sea en salas públicas o televisión. En caso de coincidencia entre
las fechas del Festival de Ourense y otro festival o evento en territorio español la premiere española de la película seleccionada deberá corresponder al Festival de Ourense.

4.2. Competencia Iberoamericana. Se admitirán las producciones o coproducciones en las que
participe algún país iberoamericano de la siguiente relación: Argentina, Brasil, Chile, Colombia,
Costa Rica, Cuba, Ecuador, España, Guatemala, Honduras, México, Nicaragua, El Salvador, Pa namá, Paraguay, Perú, Puerto Rico, Portugal, República Dominicana, Uruguay y Venezuela. El objetivo de esta competencia será recoger y destacar el amplio y novedoso espectro de propuestas
que en el campo cinematográfico ahora mismo se realizan en los países arriba señalados.
4.3. Competencia Operas Primas. Se admitirán primeros largometrajes sin límite de área geográfica. El objetivo de esta competencia será reivindicar a los nuevos valores del cine actual poniendo
especial énfasis en cineastas jóvenes que trabajan desde la independencia.
5. INSCRIPCIÓN
5.1. La inscripción de películas al Festival es gratuita.
5.2. El plazo de inscripción para las películas es hasta el 18 de agosto inclusive. Una vez firmada
la ficha de inscripción debidamente cumplimentada tendrá el carácter de declaración jurada y en
ella constará que conoce y acepta las presentes bases.
5.3. Las bases y la ficha de inscripción estarán disponibles en la página www.ouff.org.
En caso de que el productor opte por una inscripción en formato físico debería remitir la copia de
visionado junto con la ficha de inscripción a la siguiente dirección:

5.4. Además de la ficha de inscripción la persona o compañía productora que inscriba un film deberá enviar una copia dvd o link de la película. Toda película no hablada en castellano o inglés de berá estar subtitulada en alguno de estos dos idiomas. En caso contrario no será visionada.
En caso de optar por la visualización online, se recomienda hacerlo a través de www.vimeo.com.
En todos los casos, será necesaria una contraseña, añadiendo como detalles anexos el título del
film, el nombre del director y duración así como la nacionalidad del film y señalar claramente si se
trata de una ópera prima.
También podrá hacerse a través de las plataformas www.uptofest.com, www.festhome.com y
www.clickforfestivals.com.
De subir un link para descarga, este no debe tener límite de vencimiento y el peso máximo del archivo debe ser menor a 3 Gigabytes.
En caso de enviar un DVD (PAL o NTSC, cualquier zona), debe estar correctamente rotulado con
el título del film, el nombre del director, duración, nacionalidad y señalar claramente si se trata de
una ópera prima.
5.5. Los gastos de envío de los videos para selección y participación están a cargo de sus propietarios.

5.6. Los DVDs que se envían al Festival para postular a ser seleccionados no serán devueltos.
5.7. No se visionarán los filmes que no se ajusten a las características expuestas en los puntos 4.2
y 4.3.
6. OBLIGACIONES DE LOS INSCRITOS
La inscripción en el 21º Festival de Cine Internacional de Ourense implicará:
6.1. La total aceptación de las presentes bases por parte de todos los participantes y sus correspondientes productores y distribuidores.
6.2. La autorización para divulgar materiales de las películas inscritas (fotogramas, carteles, fichas,
fragmentos de guión, textos de prensa, etc.). Los participantes autorizan la difusión de hasta tres
minutos de imágenes de dichas películas en cualquier medio de comunicación.
6.3. La aceptación de que, en caso de obtener alguno de los premios otorgados en el concurso, se
incluirá una referencia escrita de forma obligatoria e inexcusable a la concesión de dicho premio al
comienzo de todas y cada una de las copias da película que se distribuyan para su exhibición en
salas comerciales y/o en certámenes audiovisuales, así como en todo el material informativo y promocional impreso (press-books, carteles,etc.). Dicha referencia consistirá en un texto con el tipo
de premio otorgado, acompañado invariablemente de la imagen corporativa (logotipo y nombre)
del Festival de Cine de Ourense, los cuales les serán facilitados, junto a sus normas de uso, por la
organización del mismo. Esta referencia al premio del Festival deberá aparecer así mismo en las
versiones en soporte digital o de cualquier tipo que se exhiban y comercialicen de estas películas.
Las empresas productoras deberán remitir a la organización del Festival una copia de la película
en la que se incluya la mención del premio para su archivo.
7. OBLIGACIONES DE LOS SELECCIONADOS
Los participantes cuyas películas sean seleccionadas para la sección competitiva estarán obligados a cumplir las siguientes disposiciones:
7.1. Las productoras y distribuidoras de las películas seleccionadas facilitarán a la organización del
Festival todo el material necesario para la elaboración del catálogo del mismo.
7.2. Las productoras y distribuidoras de las películas seleccionadas facilitarán a la organización del
Festival todo el material necesario para la correcta subtitulación de las películas (listas de diálogos
y traducción al castellano si estuviese disponible).
7.3. Las productoras y distribuidoras de las películas seleccionadas facilitarán copias de las mismas, que deberán llegar a las dependencias del Auditorio Municipal un mínimo de 30 días antes
de su fecha de proyección. Las películas que no cumplan este requisito podrían ser retiradas de la
competición.

Las copias de 35mm se enviarán en bobinas claramente numeradas y deberán permanecer en
Ourense hasta el 22 de noviembre de 2016.
7.4. Las copias de proyección de las películas habladas en idioma que no sea inglés o castellano
deberán tener subtítulos en uno de estos dos idiomas.
7.5. Las productoras y distribuidoras de las películas seleccionadas asumirán los costes de trans porte del envío de las copias hasta Ourense, incluidos los correspondientes impuestos de aduana
si los hubiese, que serán pagados por la persona o entidad que inscriba la película.
En la etiqueta del envío deberá especificarse el siguiente texto: "Para usos culturales solamente /
Sin valor comercial".
7.6. Las productoras y distribuidoras de las películas seleccionadas no retirarán la película de la
programación ni la presentarán comercialmente en España antes de su proyección en Ourense.
8. EXHIBICIÓN
8.1. Las proyecciones en la Competición de Largometrajes se harán en 35mm y DCP. De modo
excepcional se podrán admitir archivos digitales previa consulta y autorización del Festival.
8.2. Una vez informado el formato de proyección a la Organización del Festival, este no se podrá
cambiar.
8.3. Las productoras y distribuidoras cederán los derechos para la exhibición pública de sus películas durante la semana del festival. Los filmes de las competencias tendrán dos proyecciones
de público, y potestativamente a criterio de la Organización del Festival una sesión privada para la
prensa.
8.4. Las películas premiadas podrán tener una proyección más en hora y fecha a señalar por el
festival, siempre posterior a la lectura del palmarés y anterior al Lunes 7 de Noviembre.
8.5. En el caso de películas en formato DCP la productora o distribuidora de cada film proporcionará a la organización del festival DCP's abiertos. En caso de filmes cuya lengua original no sea el
castellano pero vengan ya subtitulados en este idioma, se admitirán películas en formato DCP con
el número de KDM's necesarios para las proyecciones señaladas en el punto 8.3.
El festival no se hará cargo del costo de generar dichos KDM's.
9. OBLIGACIONES DEL AYUNTAMIENTO DE OURENSE
9.1. Una vez finalizado o concurso, el Ayuntamiento de Ourense pagará los costes de devolución
de las copias en 35mm y DCP a la dirección de origen o distancia similar.

9.2. El Ayuntamiento de Ourense, para las copias en 35mm y DCP, cubre los riesgos de incendio,
pérdida, robo, daño o destrucción de estas durante el período comprendido entre su llegada a las
dependencias del Ayuntamiento y la fecha de su devolución. La responsabilidad del Ayuntamiento
será limitada y, en cualquier caso, no superará el coste de una nueva copia estándar, según las tarifas vigentes en los laboratorios españoles, en los casos de 35mm.
9.3. El plazo máximo para efectuar cualquier tipo de reclamación sobre una copia en 35mm devuelta será de 30 días a partir de la fecha del envío desde Ourense. Durante ese plazo, la copia no
debe haber sido exhibida en público.
10. JURADO
10.1. Los premios de la sección oficial competitiva serán otorgados por su correspondiente jurado,
designado por la organización del festival entre profesionales del mundo cinematográfico, audiovisual, prensa y cultura.
10.2. El jurado no podrá declarar desierto ningún premio ni concederlo ex aequo.
10.3. El jurado podrá conceder las menciones especiales (sin dotación económica) que considere
oportunas.
10.4. El jurado podría otorgar excepcionalmente una única vez dos premios a la misma película.
10.5. El premio del público se concederá a la película que obtenga la mayor puntuación ponderada
en función de los votos emitidos por los espectadores tras las proyecciones.
10.6. Las decisiones del jurado y del público serán inapelables.
11. PREMIOS OFICIALES
11.1. Los jurados designados por el festival entregará los siguientes premios:
 Calpurnia a la Mejor Película de la competición Iberoamericana: 8.000 euros
 Premio “Carlos Velo” al Mejor Director de la competición Iberoamericana : 3.000 euros
 Calpurnia a la Mejor Película de la competición Opera Prima: 8.000 euros
 Premio del Público a la Mejor Película de las dos competiciones: 3.000 euros
 Premio a la mejor interpretación masculina: Trofeo
 Premio a la mejor interpretación femenina: Trofeo
11.2. La dotación económica de los dos premios Calpurnia y el Premio del público corresponderán
siempre a la distribuidora en España de la película premiada. Si las películas premiadas en estas
tres categorías no tuviesen distribución en España, el premio correspondería a la persona física o

jurídica que inscribe la película en el Festival, según figura en la ficha de inscripción y tras demos trar que tiene todos los derechos.
El premio Carlos Velo corresponderá al director de la película premiada.
11.3. En todos los casos las retenciones fiscales y otros gastos en que se pueda incurrir en la en trega de premios en metálico serán deducido de estos, con que el montante final variará dependiendo de las condiciones establecidas por cada país y de la forma en que se realice el pago.
12. RESOLUCIÓN FINAL
Las dudas que puedan surgir sobre la interpretación de estas bases, así como los conflictos que
pudiesen producirse derivados de su aplicación, y en cuanto a la organización o funcionamiento,
serán resueltas por la Concejalía delegada de Cultura.
