THSOA – Latin American Chapter

It has been approved. Now it’s time to join and to start working.
During the last U.S. HYDRO 2015, held in Washington DC from March 16th to 19th, the
creation of the Latin American Chapter was officially announced, becoming the third active
chapter in the Hydrographic Society of America, after the Houston and the recently renamed
Southeast chapters.
During the same event, a presentation with a brief description of Hydrography in the LatinAmerican region was also given, explaining the reasoning behind the creation of the chapter.
This is the first society of this kind. The intention is to integrate more than 500 different
organizations or institutions that are currently working in hydrography within the 30 countries
of this region. We are inviting all of them to join this venture and formally be part of the
chapter and the Hydrographic Society of America itself.
Toward the end of the conference, we conducted the first working session. We started by
establishing the directing board according to the bylaws. (Two HYPACK members are
included on this board.) Then, we dedicated ourselves to define a working plan for the
upcoming years. The following is a summary of the more relevant topics:

• An option to sign up for the Latin American Chapter will be incorporated into the
Membership Application that appears on the web page.
• There will be several documents available that explain the creation of the chapter, the
reasoning behind it, and the benefits of becoming a member.
THSOA web page in Spanish
• As it is considered the most important means of communication for the Society and its
chapters, it is of great importance to have a web page in Spanish as soon as possible.
Work will be conducted by the Mexican Hydrographic Office to translate all the text
into Spanish and incorporate new content as it is approved by the chapter.
• Incorporating GIS tools to identify the distribution of our members and for use as a
members Catalog or Directory. The Catalog will facilitate the visibility of the people
dedicated to Hydrography among our countries. It could also be used as a tool for
hydrography crowd-sourcing. For this purpose, as soon as a member completes his/
her registration, it will be requested to answer additional questions. Those may help
us identify their hydrographic capabilities as an individual or as part of a hydrographic
organization.
Internal Organization:
• Following IHO guidelines, three permanent coordinators were established:
• Capacity Building (Chris Hancock)
• Standards (Rafael Ponce)
• Links with Other Hydrographic Organizations (Angel Terry)
• The name in parenthesis shows the coordinator in each case, so if you have any
interest in those particular areas, you can contact them. They won’t be the only ones
working on that particular matter, but they will keep records and will work on
organizing and prioritizing our activities in those fields.
Certification Process in Spanish.
• We will put a Spanish version of the Hydrographic Certification process in place that
follows the one already being used by the Society. The aim will be to have an
accepted Certification process that can be used in all of our countries to help identify
those individuals that have enough knowledge to conduct quality hydrographic
surveys.
Hydro International magazine in Spanish:
• We will conduct the steps required to have Hydro International available in Spanish.
There is an offer from their editors, but they require us to identify the interested
audience for such a publication and to ensure that we will have articles with the
required quality to be published there in the near future.
To create a network of Universities within the region that are willing to take the
steps necessary to establish a program in Hydrography in the near future.
• After identifying the possible members of this network, we will try to focus capacity
building initiatives towards those Universities. Through this, we will try to educate
instructors in the region and to facilitate resources required by them to teach
Hydrography.
Regional and Society Conferences within the Region
• We will be working towards three main events of regional importance, similar to the
one conducted last week in Washington. We will be expanding the capabilities of such
events, gaining experience until we will finally be included in the rotation of the
Conferences with the USA and Canada. To achieve this goal we have the following
plans:
• To conduct a First Regional Event in April 2016, as part of the III Mexican
Hydrographic Convention to be held in Playa del Carmen, Mexico. The organizers
in Mexico (some of which are member of this chapter) will generously allow us to:
(1) promote the event, (2) have our fist general session, (3) include presentations
from our members, (4) allow company members to request for a booth at the Expo
that will be part of the Convention, and in general terms, to be part of all the
activities. So, starting now, we want to invite you all to get ready to participate and
so set aside time to be part of this important event.
• 2018 First Independent Regional Event (not part of other event).
• 2020 First Hydrographic Society of America Event in Latin America.
• Locations and other details for those events are already being proposed. We hope to
make a more comprehensive presentation soon to help anyone interested to prepare
for such important events.
Those are not all the initiatives included in our first working plan, but they are probably
enough to get you motivated to join us. If you are interested in more information regarding

CAPÍTULO LATINOAMÉRICA – THSOA
Ha sido aprobado. Ahora es tiempo de unirse y de comenzar a trabajar.
Durante la pasada conferencia de la Sociedad Hidrográfica de América (THSOA), celebrada
en Washington DC entre el 16 y 19 de marzo de 2015, se efectuó el anuncio oficial de la
creación del Capítulo Latinoamérica, siendo el tercero después de los Capítulos de Houston
y del recientemente renombrado del Sureste.
Durante el mismo evento, se dio a conocer una breve descripción de la Hidrografía en la
región latinoamericana y las razones detrás de la creación del Capítulo, el cual se constituye
en el primer ejercicio de este tipo y que pretende agrupar a las más de 500 organizaciones
que están identificadas y que de una u otra forma están dedicadas a la Hidrografía en los 30
países que conforman esta región y que desde ya están invitadas a formalmente unirse al
capítulo y la Sociedad Hidrográfica de América.
Hacia el final del Evento, se realizó la primera reunión de trabajo del Comité comenzando
por nombrar su mesa directiva en la cual han sido nombrados dos miembros de HYPACK, y
luego siguiendo a la definición de lo que se consideraron las actividades más importantes
para comenzar el funcionamiento del capítulo y entre las cuales vale la pena mencionar muy
brevemente las siguientes:

Para ello aparecerá en la página web del THSOA y en particular en el formulario de
inscripción, la opción de membresía al Capítulo Latinoamérica.
• Se pondrán a disposición varios documentos disponibles que explican las razones
por las cuales se considera importante hacer parte de la Sociedad y los beneficios
que se esperaría recibir de su participación.
Página web en Español
• Al considerarse el medio de comunicación más importante de la Sociedad, se
considera de gran importancia el disponer de una página web en español, la cual
requiere además de la traducción de los textos ya existentes, la incorporación de
nueva información particular del Capítulo.
• Incorporación de herramientas GIS para identificar la distribución de nuestros
miembros, servir como catálogo de servicios profesionales y posiblemente como
herramienta de “crowdsourcing” en Hidrografía. Para lo anterior una vez, registrado
se le solicitara información adicional que permita identificar sus capacidades
hidrográficas como individuo o como parte de una organización.
Organización Interna:
• Siguiendo la organización de la OHI, se establecieron 3 coordinaciones permanentes
en las siguientes áreas:
• Creación de Capacidades (Chris Hankock)
• Estándares (Rafael Ponce)
• Vínculos con otras Organizaciones (Angel Terry)
• Si tienen alguna inquietud relacionada con esos temas, por favor no duden en
contactar a los mencionados en paréntesis en cada caso, ellos trataran de concentrar
y hacer disponible la información que tengamos sobre cada una de esas áreas.
Proceso de Certificación en Español.
• Pondremos a disposición de nuestros miembros el actual proceso de certificación
disponible en la Sociedad Hidrográfica y buscaremos posicionarlo como un referente
en todos los países de la región.
Hydro International en Español
• Haremos las gestiones necesarias para que los Editores de la Revista de Hidrografía
esté disponible en idioma Español y para motivar a nuestros miembros para que
generen artículos que sean publicables allí.
Creación de una Red de Universidades dentro de la Región que están interesadas
en desarrollar programas en Hidrografía que buscara facilitarles a la brevedad
ganar las capacidades necesarias para ofrecer programas en Hidrografía que tanto
necesita la región.
Plan de Eventos o Conferencias Regionales>
• Se prevé la realización de tres eventos de importancia regional, similar al efectuado
la Semana anterior en Washington, los cuales irán aumentando en participación, y
facilitándonos el adquirir experiencia en la organización de este tipo de Eventos hasta
finalmente incorporarnos a la rotación de estos eventos establecida en conjunto con
Canadá y Estados Unidos, para ello se prevé:
• Primer Evento Regional, a realizarse como parte de la III Convención Hidrográfica de
México a celebrarse en Abril 2016 en Playa del Carmen, México. Desde ya los
invitamos a participar, los organizadores en México, (algunos hacen parte del
presente Capitulo) han sido muy generosos en darnos un espacio para realizar la

Asamblea del Capitulo y en disponer de espacios de participación para nuestros
miembros que deseen hacer presentaciones, o participar en los stand que se
dispondrán durante la Exposición hidrografía que tendrá lugar como parte de la
Convención.
• 2018 Primer Evento Regional Independiente.
• 2020 Primer Evento de la Sociedad hidrográfica en Latinoamérica.
• Se discutió el lugar de realización para cada Evento, así como especificidades de su
posible organización, por lo cual esperamos en breve poder suministrar más
información detallada. Por lo pronto una invitación muy cordial para que separen
desde ya espacios en sus Agendas y para que con todo el tiempo puedan ir
visualizando la mejor forma en la que puedan participar.
Los anteriores no son todos los puntos determinados en nuestro plan de trabajo, ni incluye
todos los detalles discutidos en cada uno de ellos, por lo que si desea obtener más

Como pueden ver tenemos un importante número de iniciativas que buscan consolidar la
creación del Capitulo y hacerlo lo más benéfico posible para sus miembros y para el
desarrollo de la Hidrografía en la Región, por lo que permítame una vez más invitarlo a
unirse a nuestro Capitulo y más aun a ayudarnos a fortalecer la Hidrografía en
Latinoamérica. Nuestro valor como grupo depende de su contribucion.
