ous voici au seuil, non seulement d’une nouvelle année, mais aussi d’un
nouveau millénaire, même si certains experts peuvent à juste titre être en
désaccord sur quelques détails techniques. Aussi, bien que je ne sois entré en
fonctions qu’en février dernier, je tiens à vous remercier tous de l’important
travail accompli au cours des douze derniers mois. Je reconnais que les choses
n’ont pas toujours été faciles, mais je sais aussi qu’en dépit de tous les changements intervenus, aucun emploi n’a été supprimé. Le nouveau bâtiment
Montbrillant est d’ailleurs une preuve tangible de la continuité de notre présence sur la scène internationale.
Bien que l’année 1999 n’ait été marquée par aucune conférence, nous n’en
avons pas moins été tous fort occupés. TELECOM 99 a été un grand succès
et le Conseil nous a chargés d’exécuter de nombreuses tâches, dans les limites
d’un budget très serré. L’UIT doit relever le défi et démontrer à la communauté internationale combien elle est utile dans un environnement en pleine
mutation. Malgré la concurrence d’organisations régionales ou internationales
(Banque mondiale, OMC et CNUCED, entre autres), l’Union internationale
des télécommunications a un rôle de premier plan à jouer dans l’intérêt de
l’humanité tout entière. Nous devons en être conscients et faire œuvre de
pionnier lorsque nous planifions nos activités futures.
L’an 2000 sera pour l’UIT une année chargée, mais aussi passionnante et
décisive: la CMR-2000, précédée de l’AR, qui se tiendra en mai à Istanbul, aura
à résoudre plusieurs problèmes délicats, et les résultats de ses débats témoigneront de notre crédibilité. L’issue des travaux de l’AMNT, qui aura lieu à
Montréal en septembre, aura une incidence cruciale sur la façon dont l’industrie considère l’UIT. Ces conférences se dérouleront entre deux manifestations TELECOM: Americas TELECOM, au mois d’avril, et Asia TELECOM,
au mois de décembre. Toutefois, la réussite de toutes ces entreprises passe par
la poursuite de notre effort de réforme, en concertation avec tous les fonctionnaires, qui seront, eux aussi, appelés à jouer un rôle dans cette évolution.
Nous devons tous être à l’écoute les uns des autres, non seulement avec l’esprit, mais aussi avec le cœur, et prêter attention à ce qui se passe, tant à l’intérieur de l’UIT que dans le vaste monde.
J’espère que vous vous joindrez à moi pour adresser à l’UIT, notre organisation, nos vœux les plus sincères pour l’avenir, un avenir auquel nous devons tous œuvrer de concert. Heureuse nouvelle année et heureux nouveau

Message by the Secretary-General
T
he eve of the New Year will also be the eve of the
Millennium, even though some experts might rightly
disagree on a technicality or two. So, although I took up
office only in February of this year, let me take this opportunity to thank you all for the hard work you have
done over the last twelve months. I know that it hasn’t
been easy, but I also know that despite all the changes no
jobs have been lost and in the new Montbrillant building
we have tangible evidence of our ongoing presence as a
global forum.
Although 1999 has been a year without conferences it
has been a very busy one for us all. We have had a successful TELECOM-99, and Council-99 has given instructions for many tasks to be implemented within a very strict
budget. ITU must take up the challenge and show the
world that we, as an organization, are more than relevant
in this changing environment. Despite the competition
of regional and international organizations like the World
Bank, WTO and UNCTAD, the International Telecommunication Union has a vital role to play for the benefit
of all humankind. We, the Secretariat, must recognize this
and play a pro-active role in preparing the way forward.

Mensaje del Secretario General
l día de año nuevo será también el primer día de un
nuevo milenio, a pesar de que algunos expertos
opongan a esta idea un par de fundadas razones técnicas.
Permítanme, pues, que aproveche la oportunidad para
agradecerles a todos el duro trabajo realizado en estos
últimos doce meses, aun cuando personalmente sólo me
haya incorporado en febrero de este año. Sé que no ha
sido fácil, pero también sé que a pesar de todos los cambios
no se ha perdido ningún puesto de trabajo, y el nuevo
edificio de Montbrillant es una muestra tangible de que
seguimos siendo un foro mundial.
1999 ha sido un año de mucho trabajo para todos
nosotros, aun sin conferencias. Telecom 99 ha sido un
éxito rotundo, y el Consejo nos ha encargado muchas tareas
que deberán realizarse en el marco de un presupuesto muy
estricto. Hemos de aceptar el desafío y mostrar al mundo
que nuestra organización es más que relevante en este
entorno en evolución. La Unión Internacional de
Telecomunicaciones, que se mide con organizaciones
regionales e internacionales como el Banco Mundial, la
OMC y el PNUD, tiene una función vital que desempeñar
en beneficio de toda la humanidad. Nosotros, quienes
constituimos la Secretaría, debemos ser conscientes de ello
y seguir avanzando y abriendo camino.

The year 2000 will be a difficult one, but it will also be
an exciting one and one in which ITU must make an impact: the WRC-2000, preceded by the RA, in Istanbul in
May will need to tackle a number of difficult issues, and
how we do this will be a testimony to our credibility. The
WTSA in Montreal in September will also tackle issues of
vital importance to how the industry sees ITU. And
TELECOM Americas and TELECOM Asia, in April and
December, will be the bookends around these very important “Y2K” activities. But to be successful in all these
undertakings the reform process must continue, and this
process needs the concerted effort of all staff for it is
also the staff of ITU who will be called upon to contribute to this evolution. We all need to listen, not only with
our heads, but also with our hearts, and we need to be
attuned to “what’s happening”, not only inside the house,
but outside, in the world.
So please join me in wishing our organization, our ITU,
all the very best for the future, a future that includes the
concerted contribution of us all. Happy New Year! Happy
New Millennium!
El año 2000 traerá dificultades, pero también alicientes,
y es un año en el que la UIT debe dejar huella: en mayo, la
CMR-2000, que irá precedida de la AR, tendrá que abordar
en Estambul muchos asuntos difíciles, y la forma en que
actuemos allí será testimonio de nuestra credibilidad. En
septiembre, la Asamblea Mundial de Normalización de
las Telecomunicaciones tratará también en Montreal
asuntos de vital importancia, que influirán en la visión
que el mundo de las telecomunicaciones tiene de la UIT.
En abril y diciembre, antes y después de estas
importantísimas actividades del año 2000, se celebrará
Americas TELECOM y Asia TELECOM. Si queremos tener
éxito en todos estos acontecimientos, el proceso de reforma debe continuar, pero se necesitan los esfuerzos
aunados de todo el personal, pues también el personal de
la UIT será llamado a contribuir a esta evolución. Debemos
estar todos a la escucha, no sólo con nuestros oídos, sino
también con el corazón, y estar al tanto de lo que ocurre,
no sólo en la casa, sino también fuera, en el mundo.
Por eso les pido que se unan a mí para desearle a nuestra
organización, a nuestra UIT, el mejor futuro, un futuro
que se hará realidad con la contribución de todos nosotros.

Pour faire suite au précédent article sur l’organisation de la prochaine Assemblée des Radiocommunications et de la Conférence
Mondiale des Radiocommunications (RA/CMR-2000) prévues à
Istanbul du 1er mai au 2 juin prochain, voici quelques nouvelles fraîches de la situation sur place.
Au premier plan, on peut voir l’état
d’avancement des travaux (fondations) de
l’extension du centre des conférences.

Les travaux d’extension du bâtiment des conférences ont bien commencé et se poursuivront normalement conformément au calendrier
fixant la date de mise en fonction
au 20 avril 2000. Au cas où vous seriez intéressés et comme cela a été
confirmé par l’architecte consultant
chargé du suivi des travaux sur le site,
cette construction sera réalisée selon les normes anti-sismiques en vigueur. Ainsi, le centre des conférences et son extension doivent
permettre d’abriter la totalité des
bureaux nécessaires au secrétariat de
l’UIT et la majorité des salles de réunion prévues pendant ces cinq semaines. D’autres salles de réunions
seront disponibles dans un bâtiment
à proximité immédiate du centre des
conférences; environ vingt mètres
séparent ces deux bâtiments.
En ce qui concerne les conditions
d’hébergement, les négociations
touchent à leur fin et, à l’heure où
vous lirez ces lignes, seront vraisemblablement terminées. Il faut à ce
sujet remercier les collègues du département des conférences qui travaillent très dur afin d’obtenir les
meilleures conditions.

Après l’éclipse du 11 août, le
9.9.99, et avant l’an 2000 avec son
fameux «bug», n’oubliez pas le
12 octobre, date calculée par
l’ONU pour la naissance du six
milliardième Terrien. Les prophètes de malheur ne savent plus à
quelle date se vouer. Et pourtant,
même si notre croissance démographique n’a jamais été aussi vertigineuse, on n’en est plus au catastrophisme des années 70, lorsque l’on
parlait de la Bombe P – pour population.
«Faire peur n’est pas la meilleure
manière d’amener les gens à un comportement raisonné dans des domaines sensibles comme la sexualité et
la famille», estime Christine
Magistretti-Naville, de la Fondation
internationale pour la population et
le développement, à Lausanne. «Atteindre six milliards n’est pas une
question de chiffres, c’est une question d’êtres humains», rappelle Nafis

lease permit me to introduce myself. My name is
Houlin Zhao, Director of ITU’s Telecommunication Standardization Bureau (TSB). I was elected to this
post by the last ITU Plenipotentiary Conference in October 1998 and took office on 1 February 1999. Your
article concerning the relevance of ITU, published by
Financial Times on 13 October 1999, was reproduced in
the Union’s in-house newsletter, ActualUIT, issued on
9 November 1999. I would like to share with you my
opinion on this subject.
In your article, you raised the question: “What is the
point of belonging to an organization that takes two
years to take a decision (on standards)?” I have reproduced below an extract from my answer to a similar
question asked during TELECOM 99.
“Q: In the past, ITU has faced criticism for
being too slow in its standard-setting activities. Do you think such criticisms have been
fair? If so, what has been done and what is
being done to improve the situation?
A: No, I do not believe such criticisms are justified for
ITU’s Telecommunication Standardization Sector
(ITU-T). In recent years, ITU-T has changed its working methods more than once, each time adopting a
quicker process for the production of Recommendations. For example, before 1988 the development period for a Recommendation was four years. This period has been reduced progressively to two years
between 1989 and 1993, one and a half years between
1993 and 1996, and nine months from 1997 to date.
There have been a few cases where ITU-T has approved
Recommendations in five months! This has prompted
the comment from some organizations that we were
moving too fast! However, no matter how hard ITU-T
has tried, it has always been branded with some kind
of “classic” image from those who have known it in
the past. Let me stress once again that such criticism is
not fair to us. I would like to make ITU better known
to the public so that our “classic” image can be changed
once and for all.
On the other hand, today there is still a strong market
demand that the time required for developing and approving Recommendations, especially those of a nonregulatory nature, can be shortened further. To meet this
request, ITU-T has no other alternative but to improve its
working methods further in order to be more pragmatic,
relevant but flexible. ITU-T must endeavour to find means
to increase the market share for its standards.
ITU-T must accelerate its procedure for adopting Recommendations in order to keep pace with rapid technological progress and market demand. To this end,
ITU-T is discussing a new procedure to approve Recommendations. I am confident that the new procedures
which will be submitted to the next World Telecommunication Standardization Assembly, to be held in
Montreal (Canada) in September/October 2000, for
approval will provide us with a good chance to further
speed up the process of development.”
As a matter of fact, ITU-T had a two-year-long approval process between 1989 and 1992. But the process now takes nine months only. I am very proud
to announce that nobody working in this field
worldwide today can challenge this speed. However, we are aware of the market development. As I
pointed out in my answer above, ITU-T will change its
working methods again to reach a new goal by yearend 2000. That goal is to approve its standards within
a 6-month period. I have already heard some comments
from the Internet Engineering Task Force (IETF) experts that ITU-T is moving “very fast”, perhaps “too
fast” as they put it. Bearing in mind that ITU-T does
not only concentrate on speed in carrying out its list of
priorities, but also pays attention to the quality of its
products, your statement: “Indeed, the ITU looks increasingly irrelevant in a world which moves at Internet
speed...” seems not true for me, because it is the Internet
people who have admired our speed.
Furthermore, I am very pleased to inform you that
ITU-T has been working on Internet Protocol (IP)related network issues for a long time. The cooperation between ITU-T and IETF was strengthened recently through two major actions:

• On 14 July 1999, I signed a Memorandum
of Understanding of the Protocol Supporting Organization (PSO) with IETF/ISOC
(Internet Society), Internet Corporation for
Assigned Names and Numbers (ICANN) and
two other organizations.
• On 7 November 1999, I co-chaired the first
joint meeting between ITU-T Study Group
Chairs and IETF Area Directors in Washington, DC. The event was attended by 30 participants from the two sides.
These facts confirm my statement that ITU is
still very active in all telecommunication standardization domains, including IP and third generation (3G) mobile systems – although ITU
cannot do everything in those fields.
Having expressed my opinion, I would now
agree with you that the “classic image” of ITU
work, “too slow, too bureaucratic”, has had
negative influences on the Union. No matter
how many new Members ITU has enrolled recently, it has always received the same comments.
These comments not only come from the media which reflect, to a certain extent, the general
public opinions, they come also from those who
used to work with ITU or those who have some
knowledge about ITU.
Foreseeing how seriously this image could damage ITU, I put the task of making the Union
better known high on my agenda immediately
after I took office in February 1999. I have taken
some measures to “sell ourselves better”. For
example, I have changed the responsibility of
one TSB Department from pure publication to
“Promotion, Editing and Publication”.

It will take some time to get the public to accept
the correct image. But it is absolutely important
for us to do this job. I would be very much

ITU’s 3rd Annual Preretirement Seminar
The seminar, held from 18 to 21 October, provided
staff approaching retirement with pertinent information concerning permits, resident rights and obligations,
AVS, taxation, pensions, health and life insurance, and
much more. It also served as a forum for sharing
feelings and concerns about retiring.
For the first time, the seminar was closed with a
ceremony during which the Secretary-General presented
each 1999 retiree with a diploma and a gift to thank
them for their good and loyal service. The ceremony
led to an aperitif in a relaxed and friendly atmosphere.
Good luck to all of our colleagues leaving ITU, and a
big thank you to those who helped organize the seminar!

la estufa que con leños de pino calentaba el hogar al mismo tiempo
que lo llenaba de un agradable aroma. Encendió su pipa y en la penumbra, iluminado por intermitencia con
los rayos y relámpagos, se sentó a
contemplar el horizonte marino.
Puso sus tobillos hinchados sobre
un puf, mientras recuperaba una respiración menos agitada. Se rascaba
impaciente su espesa barba blanca
con deseos de subir a la buhardilla a
prender su computadora tan pronto como la tormenta se alejara. Todo
estaba previsto. Ese lunes 3 de ene-
ro cumplía sesenta años y el mundo
entero se acordaría de él por mucho
tiempo. Todo estaba planeado desde que dejó de trabajar y vino a recluirse en el pueblo de su infancia
donde su padre farmacéutico y su
madre enfermera lo habían mimado y guiado hacia los estudios universitarios, pues querían tener un
doctor en la familia.
Diez años atrás no quiso buscar
otro empleo, regresó a vivir con su
madre y decidió gastar buena parte
de su cesantía en material informático

programación y procesadores. Antes de que llegara la moda de la
Internet, él ya estaba conectado al
mundo entero desde su costa

grupo de amigos. Al verlo tocar los

TCP/IP, FTP, HTTP, SMTP, Telnet,
Finger, IRC, Ping, NTP, POP, SSL,
SKIP, ISKMP, de los servidores de
ficheros, de todo tipo de circuito
electrónico y sobre todo, de los virus y trucos de piratas informáticos.
A la muerte de su madre, mejoró sus
ingresos de jubilado prematuro alquilando su casa durante la estación
turística. El único rincón secreto y
prohibido a todo el mundo era la
buhardilla donde mantenía su tesoro tecnológico.

y, sobre todo, el océano Atlántico
que esa noche golpeaba con fuerza
la costa en ese frío invierno. La casa
vacía lucía con letras de hierro el
nombre Kerber que el abuelo Pierre
le había dado en bretón como juego
de palabras: casa de piedra o casa de
Pedro. Jacques dejó su bicicleta mojada en el garaje donde un viejo
Renault Dauphine de colección dormía en silencio cobijado por una
lona marrón. Se sacudió la gotas de
lluvia de su gabardina amarilla, la
colgó en un perchero del vestíbulo,
cambió sus botas embarradas por
unas cómodas chinelas de lana y
empujó la puerta de entrada que
dándole la bienvenida chirrió pidiendo aceite.
Hacía diez años esperaba con
ansia esta fecha fatídica desde que
perdió su puesto de analista de sistemas en una gran empresa parisina
tras haber sido comprada por una
multinacional estadounidense que al
reestructurarla suprimió muchos
empleos. Él nunca aceptó que considerándose un trabajador ejemplar
lo hubieran despedido después de
tantos años de leales servicios. Era
un experto veterano de los grandes
sistemas, sobrevivientes de los años
gloriosos de la informática centralizada y poderosa. Sus estudios de
ingeniero de minas terminados al
comienzo de los años sesenta no le

sionados de su abuelo pescador acerca de las batallas navales que libraron en esa misma costa, galeras romanas de Julio César contra veleros
de Vannes en el primer siglo antes
de Jesucristo, ingleses contra franceses en 1759 o alemanes contra la
flota anglocanadiense al final de la
segunda guerra mundial. El reloj de
péndulo dio la una y media de la
mañana cuando la tormenta empezó a alejarse de la costa. Le Breton
se levantó de un brinco y subió rápidamente a su escondite. Con la
respiración corta y faltándole el aire,
abrió con su mano zurda los dos
candados que bloqueaban la puerta
y vio en la penumbra su mascota que
corría en una rueda metálica dentro
de la jaula. Prendió la luz y los ojos
rojos de su rata blanca lo miraron
fijamente. Encendió su potente
computadora que casi instantáneamente se dispuso a recibir órdenes.
Las luces del módem se prendían y
apagaban al conectarse automáticamente a la Internet y recibir los
últimos mensajes del ciberespacio.
Jacques abrió el programa de correo
electrónico y comenzó a leer las
misivas de la lista de discusión sobre los problemas informáticos del
fin de milenio, mientras se aplicaba
un masaje en el brazo izquierdo que
últimamente le dolía con frecuencia,
probablemente a fuerza de manipular el ratón de su computadora.
Durante el fin de semana y desde el 25 de diciembre no había habido mucha actividad, pero ese lunes a esa hora, ya el día laboral
estaba bien avanzado en los meridianos de Nueva Zelandia, Nueva
Caledonia, Australia, Japón y China. Comenzaban a manifestarse los
primeros síntomas de mal funcionamiento. Varias personas informaron que los relojes de sus máquinas indicaban como fecha el 3 de
enero de 1900 aunque las habían
probado y certificado a prueba de
ese error. Por más de que les cambiaban la fecha, al cabo de algunos
minutos volvían a encontrarse un
siglo antes. Se supo, por ejemplo,
que los aviones y trenes del Japón
y de Australia se habían detenido
en todas las estaciones y aeropuertos antes de medianoche con la intención de partir de nuevo a la una
y veinte de la madrugada y así calmar la ansiedad de los pasajeros. Sin

’un côté, il y a la Russie qui clame haut et fort
qu’elle est prête, que ses missiles ne s’échapperont
pas, que ses centrales n’exploseront pas. A l’appui, plusieurs tests qui ont montré que le plus grand pays du
monde ne connaîtrait «aucun problème global» sur ses
centrales nucléaires, son réseau téléphonique et son système bancaire. Dans d’autres secteurs, comme ceux du
gaz ou de l’électricité, tout ce qui est potentiellement dangereux sera arrêté ou basculé en manuel. Le secteur de
l’aviation peut faire de même. De nombreuses banques
et grandes entreprises ont aussi fait le nécessaire en s’appuyant sur leurs cadres, généralement très compétents,
et peuvent aussi compter sur des systèmes manuels.
e l’autre côté, il y a les Etats-Unis qui restent sceptiques. Préférant prévenir que guérir, ils ont conseillé à tout leur personnel diplomatique en poste à
Moscou, Saint-Pétersbourg, Ekaterinbourg ou Vladivostok (ainsi que ceux installés au Belarus, en Ukraine
et en Moldavie) de rentrer au pays pendant les fêtes de
fin d’année, qui s’étalent en Russie du 31 décembre au
10 janvier. Moscou trouve ces précautions excessives.
«Nous avons débloqué un budget important. Je suis
absolument certain que pas un seul diplomate américain ne mourra de froid», a commenté Anatoli
Tchoubaïs, directeur exécutif du monopole d’électricité russe.

enève – Les exploitants en télécommunication du monde entier se sont déclarés persuadés
aujourd’hui que les appels téléphoniques internationaux passeront
sans encombre au moment du changement de millénaire.
Au cours d’une réunion qui
s’est tenue au siège
d’Inmarsat à Londres, les exploitants ont annoncé la fin d’un
programme mondial d’essai, coordonné par le Groupe
d’étude sur l’an 2000 de
l’Union internationale des
t é l é c o m mu n i c a tions
(UIT), dont la période
d’essai s’est achevée
aujourd’hui. Depuis mars
1998, de nombreux exploitants intervenant dans le
domaine de la téléphonie
dans le monde ont travaillé pour simuler le passage à l’an
2000 et à d’autres dates critiques. Les
sociétés de télécommunication en
Amérique du Nord, en Afrique, dans
la région Asie-Pacifique, en Europe,
au Moyen-Orient, sur le sous-continent indien, en Amérique centrale
et en Amérique du Sud ont interconnecté des commutateurs voix-données de transit internationaux, conformément aux normes définies au
cours des essais pour l’an 2000 et
agréées par le Groupe d’étude sur
l’an 2000 de l’UIT.
Au niveau mondial, plus de
140 essais portant sur de nombreuses combinaisons de commutateurs
voix-données internationaux ont été
menés à bien entre exploitants. Tous
les essais ont été réalisés avec succès sans qu’aucune erreur liée au passage à l’an 2000 ne survienne, en
suivant les lignes directrices définies
par le Groupe d’étude sur l’an 2000
de l’UIT. Ce programme est venu
compléter les milliers d’essais approfondis exécutés par les sociétés de
télécommunication sur leurs réseaux
d’interconnexion nationaux et locaux.
Ces résultats confirment les prévisions du secteur selon lesquelles
les problèmes liés au passage à l’an
2000 n’auront probablement aucune
incidence sur les appels internationaux à la date du changement de siècle ou pendant les années bissextiles. Les domaines qui poseront
éventuellement des problèmes ont
été mis en lumière dans un certain
nombre de rapports qui ont bénéficié d’une bonne diffusion. Cependant, dans l’ensemble, les essais réalisés dans le secteur indiquent qu’il
est peu probable que des difficultés
surviennent dans la plupart des cas,
encore qu’un certain nombre de
pays n’ont pas partagé leurs plans de
préparation pour le passage à l’an
2000 ou éprouvent des difficultés
pour évaluer s’ils sont prêts, ce qui
est le cas notamment des pays en
développement.
Les exploitants ont fait preuve
d’une coopération sans précédent en
participant volontairement à ce programme d’essais autofinancé. Ce travail a essentiellement permis à la fois
aux exploitants ayant joué un rôle
actif, aux non-participants et à leurs
clients, de vérifier, au niveau mondial, si l’équipement et les services
de télécommunication internationaux étaient prêts. Ce travail assure
directement le suivi de leurs produits, de leurs services et des opérations pendant la transition du Nouvel An, qui est traditionnellement
une période intensive d’appels téléphoniques.

M As for other TELECOMs, one
of the major uses of the ITU stand was
as an information kiosk. Some of the
most frequently asked questions were:
Where is the bathroom? Where can I
get an Exhibition catalogue? Where is
the Alcatel stand? That at least suggests
that one thing the TELECOM events
lack is an overall information centre
about the event itself.
At first I thought
the location of the
stand was typical
TELECOM gratitude to ITU. The
stand was not part
of the regular exhibition space and
seemed to be just
hanging in the Hall
and almost into the
street. The stand
was too small for
the level of traffic
received, leading to
an often-felt claustrophobic feeling. On the other hand,
the level of visits to the stand was reassuring and I think ITU can take pride
in that the stand seemed to be a comfortable meeting point for many participants. However, this was abused with
many people hanging out at the stand
and turning it into their mini-office.
There was one part of the stand that
was completely taken over by some people – clearly not from ITU – demonstrating some kind of a key. It looked
more like “Mr Minit” at Placette rather
than anything to do with ITU.
Finally, it was nice to be around ITU
people that one does not normally see
throughout the course of the year (or
four years for that matter), especially for
a hermit like myself. For the most part,
we were all pretty nice to each other (I
thought).

M I agree with Mike’s remarks, especially when he refers to the part of
the stand that was as noisy as a fish
market. I was not happy to see non-ITU
people demonstrating their products
using our computers and plasma screen.
I want to mention here, without any fear,
one person I saw wearing a non ITU
for the bathroom and telephones). I
tried to help them and mainly gave them
the brochures on how to become an
ITU Member. I observed that there was
a lot of interest in ITU-T Recommendations in general, and on ADSL,
multimedia, IP and IMT-2000 issues in
particular. The experience has been a
positive one, and I
felt like a “global interface” to the visitors. I must highlight the good
feeling established
among all the colleagues. Smiling
was not a mission,
but a real expression of sharing this
world event.

badge! I was not informed that we were
going to sublet our space. Moreover, I
think that the mega-screen should have
shown more about ITU activities in the
three sectors, not only speeches that
nobody was able to listen to (considering the noisy environment).
On the first day, I found that brochures on why and how to become an
ITU Member were not on the “front
desk” but hidden inside the stand. We
received many people requesting a lot
of things on many issues. I suggest that
next time we should have something like
a video-telephone or a video-link to ITU
premises in order to facilitate contacts
between experts and visitors.
On a more personal note, this was
the first time for me to be on a stand as
exhibitor – so you can imagine what that
meant to me as an ITU staff member. I
was happy to see people come onto the
stand and ask many questions (not just

on membership
issues were completed at the
ITU Stand during
TELECOM 99. This figure covers têteà-tête discussions with potential Sector
Members. Above all, a large number of
brochures were handed out as described
by Paolo Rosa. Follow-up work has
started and will hopefully bring good
fruits soon.

M It is always a pleasure to help
“man” the ITU stand under the very
capable guidance of Francine Lambert,
the captain of the Ship! This time, the
amenities included a very large storage
space for all the ITU publications and a
fully equipped kitchen behind deck to
rest our tired legs or refresh ourselves
(a must when one has been on duty for
the entire period).
From the Sales and Marketing Division’s point of view, the stand was very
conveniently located at the entry to the
main Halls and in front of the Publish-
ers’ Row. Both services being at the fore
all the time, we had plenty of opportunity to meet up with our clients and do
business; the Sales Service even reached
a record high!
There was a myriad of brightly-coloured brochures available to seduce visitors. The Reprography and Photocomposition Services worked wonders
to take all orders in time. With each
TELECOM event, ITU becomes more
visible and the staff more professional.
It even coped with the onslaught of
frustrated visitors trying to find their
way in the big maze. But the biggest
pleasure of all is surely the team spirit
which reigns on such occasions, with
everyone helping to contribute to its
success.

M I could feel my nerves, my aspiration, resonate with the rhythm, the
beat, of the future: the phantasmagoric
interplay between innovative technology
and entrepreneurial acumen. It warmed
my heart to see that these were made
possible by our beloved ITU, as was ingeniously enshrined in the catch-phrase
“Without ITU, No TELECOM 99”. I
was especially touched by the huge turnout at the Forum session on telecommunications in the service of humanitarian assistance – although two other
“hot-item” sessions were being held in
parallel – testifying that “our hearts will
go on...”.

In mid-November 1989 I
moved
to
ICAO, Montreal, as Chief, Personnel Branch, where I have worked
until I joined ITU.
My overall experience with the
human resources management of
international organizations goes
back to 1976. The ITU is the fifth
international organization I have
worked for in the field of personnel. I have lived with my family in
seven countries and speak Dutch,
English, French, German and have
some knowledge of Spanish and
Indonesian. I believe that I can put
my wide and varied experience in
international human resources management to the benefit of the ITU
and I am looking forward to my association with the ITU during the
coming years.

of Head, International Affairs of the
Civil Service Department in the Ministry of the Interior of the Netherlands. In this post I acted as head of
delegation in the above-mentioned
committees and working groups and
was the designated coordinator for
all international personnel matters,
including those related to the UN
system between the ministries.
Thereafter I joined the European
Centre for Medium Range Weather
Forecasts in Reading, U.K. as Head,
Personnel and General Services.
From 1983 to 1985 I was Chief,
Personnel Section at WIPO, Geneva. Afterwards I worked at the
Secretariat of the International

ITU in my new position as Chief,
Personnel and Social Protection Department as of 1 November this year.
My vision of the Personnel function is to provide high quality services to the Executive Head, line managers and staff of the Organization.
In my view the Personnel Department should be client-oriented, react expeditiously, provide authoritative advice to line managers and staff,
maintain good staff management
relations and provide a platform for
training and development.
I am a Dutch national and obtained a Masters degree in Economics with specializations in public and
business administration from the
University of Amsterdam in 1970.
My first job was with the Port
Administration of Amsterdam as an
Economist and Head of Marketing

developing, organizing and implementing a training programme for
middle managers from several ports
in Indonesia and worked on a
project in the Port of Tanjung Priok,
