Election Time is Here
residents. Each year, the City will continue its
current practice of setting its expenditure limit after
citizen input through the budget and public hearing
process. Because the City is required to have a
balanced budget, expenditures will be restricted by
available revenues.
Early Voting Sites: Start voting as early as August
3rd. There are 21 early polling sites available
around the county. Avondale City Hall is one
located at 11465 W. Civic Center, Dr. Avondale
85323.
Voting on August 30th: The City of Tolleson,

Arizona, will hold a Primary Election to be held on
Tuesday, August 30, 2016, and if necessary, a
General Election on Tuesday,
November 8, 2016 to nominate
candidates for Mayor-At-Large
and three Council Member
seats, and to propose adoption
of a local alternative
expenditure limitation – home
rule option – for the City of
Tolleson.

A. WHAT IS Question #1: Alternative Expenditure
Limitation – Home Rule Option?
In 1980, Arizona voters approved a tax reform
package that placed an expenditure limitation on
cities and towns. This legislation allows local voters
to approve an exception to the state imposed
expenditure limitation in their city or town, known
as Home Rule. (Arizona State Constitution-Article IX,
Section 20, subsection 9)
WHAT HAPPENS IF HOME RULE IS NOT
CONTINUED?
If Home Rule is not approved, the City of
Tolleson will operate under the state-imposed
expenditure limit. Under this limit, the City
of Tolleson may not be able to expend all the
revenues it collects to provide services such as
Police, Fire, Wastewater and Water to City
residents. In other words, the City will be
required to cut spending even though it has
the money to pay for the expenses. The
current estimated state-imposed limitation for
FY2016-2017 is $4,596,478. The current
FY2015-16 budget is $49,828,124. The
$4,596,478 is only an estimate and subject to
changes in population figures and the % change in
GDP deflators.

Tolleson Community Grant Program
The City of Tolleson Community Grant Program provides direct monetary grants to help nonprofit
organizations and/or individuals with projects and activities that provide health and human services
which improve the quality of life for Tolleson residents. Nonprofit 501(C)3 agencies are also eligible to
apply.
Applications are now available online. Applications are due October 28, 2016 at 4:00 p.m. Late
applications will not be accepted.
A sub-committee of the City Council will review applications and make funding recommendations to the
City Council. Recommendations of funding will be voted on during the month of December. Those
awarded will be notified by January 2016.

Calling All Youth Artist For: “Me & My Pet’ Poster Contest
The City of Tolleson is pleased to announce its Community Health & Pet Health Expo scheduled for
October 22.
Kids, join the fun and showcase your talent as an artist. You could be the winner of a 26” bike. Poster of
a picture depicting what “Me & My Pet” means to you. Drawings may be in color or black and white.
Poster size is 11x17. Turn your finished poster into City of Tolleson Recreation Department. The
winners will be announced at the Expo on October 22.

La votación el 30 de agosto: El 30 de agosto del
2016 se presentar en la boleta los candidatos de
Alcalde y tres puestos del Consejo, y la pregunta de
la alternativa limitación de gastos locales - opción de
autonomía - para la Ciudad de Tolleson.
Pregunta #1 de Alternativa de Limitación de Gastos
Locales:
¿QUÉ ES? En 1980, los votantes de Arizona aprobaron
un paquete de reforma fiscal que coloca una limitación
de gastos en ciudades y pueblos. Esta legislación les
permite a los votantes locales aprobar una excepción a la
limitación de gastos de impuestos por el estado en su
ciudad, conocida como “Opción de Autonomía”.
(Arizona Constitución-Estado Artículo IX, Sección 20,
inciso 9)
Si la Opción de Autonomía continúa ¿qué significa
para los residentes de la Cuidad? Con la Opción de
Autonomía la Ciudad podrá gastar los ingresos que
recibe para proporcionar servicios a los residentes.
¿Qué pasa si lo Opción de Autonomía NO pasa? Si la
Opción de Autonomía no es aprobada, la Ciudad de
Tolleson operará bajo el límite de gastos impuesto por el
estado. Bajo este límite, la Ciudad de Tolleson no podrá
gastar todos los ingresos que recibe para proporcionar
servicios tales como servicios de policía, bomberos, agua
para el drenaje y agua para los residentes de la ciudad.
En otras palabras, se le requerirá a la Ciudad recortar sus
gastos (y servicios) a pesar de que tenga el dinero para
pagar todos sus gastos.
