With 7 Scientific Institutes, 3 Corporate Directorates and the DG/DDG Office, the JRC is located in 5 Member States (Belgium, Germany, Italy, the Netherlands and Spain). The Energy Technology Policy Outlook Unit of the Institute for Energy and Transport, comprising of about 50 staff, supports the development, implementation and monitoring of the Energy Union’s policy priorities through techno -economic assessments and modelling and by leading the Commission's Strategic Energy Technologies Information System (SETIS). The Contract Agent will contribute to the JRC activities related to the collection, analysis and reporting of European Union, national and corporate investments in research and innovation (R&I) in the energy sector to underpin the monitoring of implementation of the Energy Union. The work will be closely associated with other Commission services, international organisations and Member States. Position for: FG IV Scientific project Officer The tasks will include: Collection of data on EU and national investments in R&I in the energy sector made in Europe and other developed economies around the world. Development of a methodological framework for the systematic collection, harmonisation, verification, assessment and reporting of these data. Contribution to the collection of data on R&I investments by the corporate sector. Development and quantification of indicators for monitoring progress in R&I and competitiveness of the energy sector. Writing of policy briefs and policy and scientific reports on R&I investments to underpin the implementation of the European Strategic Energy Technology Plan and the State of the Energy Union annual reports. Contributions to the dissemination of scientific research, including publications in peer-reviewed journals. Qualifications: The ideal candidate should have a PhD or completed university studies of at least three years attested by a diploma in Economics, Engineering, or Science and at least five years of professional experience in energy research and innovation. Prior experience with analysis and assessment of technology innovation systems is required. Good knowledge of national R&D budget or corporate investment cycles or statistics would be considered as an asset. Very good command (B2 level) of English and writing skills (supported by a publications list), are essential. Good IT skills and competence in the use of databases and spreadsheets (advanced user) are a must, along with very good analytical and data mining skills.
