The University of Texas at San Antonio (hereinafter referred to as UTSA), an institution
of higher education in the State of Texas and Consejo Superior De Investigaciones
Cientificas (hereinafter referred to as CSIC), a governmental entity under the authority of
the Spanish Ministry of Education, enter into an agreement of cooperation to establish a
program of exchange and collaboration in areas of interest and benefit to both
institutions.
1.
The purposes of the cooperation between UTSA and CSIC are as follows:

to promote interest in the teaching and research activities of the respective
institutions, and
.
to deepen the understanding of the economic, cultural and social issues
environment of the respective institutions.
II.
To achieve these goals, UTSA and CSIC will, insofar as the means of each allow:
•
•

•
•
promote institutional exchanges by inviting faculty and staff of the partner
institutions to participate in a variety of teaching and/or research activities and
professional development;
receive undergraduate and graduate students of the partner institution for periods
of study and/or research;
organize symposia, conferences, short courses and meetings on research issues;
carry out joint research and continuing education programs; and
exchange information pertaining to developments in teaching, student
development, and research at each institution.

Each institution shall designate a coordinator to oversee and facilitate the implementation
of this Agreement. The coordinators, working with other appropriate administrators at
the respective universities, shall have the following responsibilities:

to promote academic collaboration at both faculty, graduate and undergraduate
student levels for research and study;
to act as principal contracts for individual and group activities and to plan and
coordinate all activities within their institutions as well as with the partner
institution;
to distribute to each institution information about the faculty, facilities, research,
publications, library materials ana educational resources of the other institution;
and
to meet periodically to review and evaluate past activities and to work out new
ideas for future cooperative agreements.
N.
This general Agreement of Cooperation shall be identified as the parent document of any
program agreement executed between the parties. Further agreements concerning any
program shall provide details concerning the specific commitments made by each party
and shall not become effective until they have been reduced to writing and executed by
the duly authorized representatives of the parties. The scope of the activities under this
agreement shall be determined by the funds regularly available at both institutions for the
types of collaboration undertaken and by financial assistance as may be obtained by
either institution from external sources.
V.
Except as may be stipulated in any specific program agreement, each institution shall be
responsible for expenses incurred by its employees under this agreement. The host
institution will assist professional staff engaged in teaching or research to fmd local
living facilities.
VI.
Upon approval by each institution. this agreement shall remain in effect for a period of
ten (l0) years unless terminated earlier by either institution. Such termination by one
institution shall be effected by giving the other institution at least ninety (90) days
advance written notice of its intention to terminate. If such notice is given, this
agreement shall terminate: (a) at the end of such ninety (90) days; or (b) when all students
enrolled in a course of study under the agreement at the time such notice is given have
completed their respective courses of study under the agreement, whichever event occurs
last Termination shall be without penalty. If this agreement is terminated, neither

UTSA nor CSIC shall be liable to the other for any monetary or other losses which may
result.
VIT.
This Agreement or program agreements resulting from this Agreement may be translated
into Spanish and executed by the institutions; however, if the terms and conditions in the
English version of an agreement conflict with those in the Spanish version of the
agreement, the English version shall control.

La Universidad de Texas en San Antonio
La Universidad de Texas en San Antonio (en 10 sucesivo denominada UTSA) y Consejo Superior De
Investigaciones Cientificas (en 10 sucesivo denominada CSIC). una entidad del gobierno bajo la
autoridad del Ministefio Espaiiol de Educacion, celebran un convenio de cooperacion para establecer un
prograrna de intercarnbio y colaboracion en areas de interes y beneficio para arnbas instituciones.
I.
Los objetivos de cooperacion
•

entre UTSA y CSIC son 10s siguientes:
promover el interes en las actividades de ensefianza e investigacion de las respectivas
instituciones; y
profundizar el entendimiento de 10s asuntos economicos, culturales y sociales ambiente de
desarrollo de las respectivas instituciones
II.
Para lograr estos objetivos, UTSA y CSIC llevaran a cabo, hasta donde les sea posible:
•

la promocion de intercambios institucionales por medio de la invitacion de miembros del cuerpo
docente y del personal, de las instituciones asociadas, a la participaci6n en una serie de
actividades de ensefianza y/o investigacion y desarrollo profesiona1;
recibir estudiantes de nivel medio y superior de las instituciones participantes por periodos de
estudio y/o investigacion;
Ia organizaci6n de symposia, conferencias, cursos cortos y juntas referentes a asuntos de
investigacion;
reaIizar prograrnas conjuntos de investigacion y educacion continua; y
el intercambio de informacion referente al desarrollo de la ensefianza, desarrollo de estudiantes e
investigacion en cada una de las instituciones.
III.
Cada instituci6n debera designar un coordinador para que supervise y facilite la implementacion de este
Convenio. Los coordinadores, en conjunto con Ios administradores correspondientes en las respectivas
universidades, tendran lag siguientes responsabilidades:

promover la colaboraci6n academica en 10s niveles de cuerpo docente, postgrado 0 profesional
para investigacion y estudios;

fungir como contacto principal para actividades individuales 0 de grupo y planear y coordinar
todas las actividades en sus instituciones asi como con 1a instituci6n asociada;
distribuir en cada instituci6n informaci6n sobre cuerpo docente, recinto, investigaci6n,
publicaciones, rnateriales de biblioteca y recursos educacionales de la otra institucion; y
peri6dicamente llevar a cabo una junta para revisar y evaluar actividades realizadas y para llevar
a cabo la planeacion de nuevas ideas para futuros convenios de cooperacion,

Este Convenio de Cooperacion general debera ser considerado como el documento matriz de cualquier
convenio 0 acuerdo de prograrnas que se lleve a cabo entre las partes. Convenios posteriores referentes a
cualquier programa deberan estipular detalladamente Ias obligaciones a las que quedaran sujetas cada
una de las partes y surtira sus efectos legales una vez que se lleve a cabo por escrito, sea ejecutado por
los representantes de Ias partes debidamente autorizados, y sea aprobado por escrito por el Vice
Canciller Ejecutivo para Asuntos Academicos del sistema de La Universidad de Texas y par eI
R~ctor,C8IC. EI alcance de las actividades contenidas en el presente convenio debera ser determinado
, por 10s fondos regulannente disponibles en ambas instituciones para el tipo de colaboracion emprendida
y por asistencia financiera segun se pueda obtener por cualquiera de las instituciones a traves de recursos
extemos.
V.
Con excepcion de 10 estipulado en algun convenio de programa en especifico, cada instituci6n sera
responsabJe por 10s gastos incurridos por sus empleados en e1 cumplimiento del presente convenio.
VI.
Una vez que sea aprobado por cada una de las instituciones, este convenio permanecera vigente por un
periodo de (10) afios con la salvedad de que se de por terminado con anticipacion par cualquiera de las
instituciones. Dicb.a tenninaci6n por una sola de las instituciones se llevara a cabo dando aviso por
escrito, por 10 menos can noventa (90) mas de anticipacion, de su intencion por terminar el convenio. Si
se da dicho aviso de terrninaci6n, el presente convenio terminara: (a) una vez transcurridos los noventa
(90) dias; 0 (b) una vez que todos aquellos estudiantes inscritos en algun curso 0 estudios de
conformidad can el presente convenio al momenta en que dicho aviso se diera hayan completado sus
respectivos cursos a estudios de confonnidad con este convenio, 10 que ocurriere al ultimo. No habra
sanci6n por llevar a cabo la terminacion. Si este convenio se da por terminado, no se considerara
responsable ni a UTSA ni CSIC por Ias perdidas monetarias a de cualquier otra indole que resultaren 0
en que incurriere alguna de las partes.
VII.
Este Contrato 0 contratos de programas que resultaren de este Contrato podran traducirse al idioma
espafiol y ser firmados por las instituciones; sin embargo, si los terminos y condiciones de Ia version en
ingles de un contrato estuvieren en conflicto con aquellos de Ia version en espafiol del contrato, la
versi6n en ingles prevalecera,
