ANUNCIO DE CONVOCATORIA PARA EL OTORGAMIENTO DEL INCENTIVO
DEL PROGRAMA DE DESARROLLO DE VUELOS (FDV) PARA LA PUESTA EN
MARCHA DE UNA NUEVA RUTA ENTRE EL AEROPUERTO DE GRAN CANARIA
(LPA) Y UN AEROPUERTO DE ROMA
(AJ 102/14CA)
- Objeto de Convocatoria: puesta en marcha de una nueva ruta entre el aeropuerto
de Gran Canaria (LPA) y uno de los siguientes aeropuertos de Roma: Fiumicino (FCO)
o Ciampino (CIA).
- Presupuesto de Convocatoria: El incentivo a otorgar para la apertura de la nueva
ruta será de CIENTO VEINTIÚN MIL DOSCIENTOS DIECISIETE EUROS
(121.217 €), sin incluir la tributación indirecta que fuera de aplicación.
- Plazo Máximo de Presentación de Solicitud del Incentivo: 31/07/2014
- CONDICIONES DEL INCENTIVO:
1.- Descripción de la nueva ruta:
- Aeropuerto de Origen: Roma Fiumicino (FCO) o Roma Ciampino (CIA).
- Aeropuerto de Destino: Gran Canaria (LPA).
2.- Condiciones de operación y comercialización de la nueva ruta:
2.1. Fase de puesta en marcha: La aerolínea beneficiaria se comprometerá a explotar
la nueva ruta respetando las siguientes obligaciones operativas:
- Duración: dos (2) años a contar a partir de la fecha del primer vuelo.
- Tipo de ruta: Anual (de forma ininterrumpida durante todas las semanas del año).
- Fecha de inicio de la ruta: la semana comprendida entre el domingo 26 de
octubre y el sábado 1 de noviembre de 2014 (primera semana de la
temporada de invierno 2014/2015). Se permite a la aerolínea comenzar a
operar la ruta antes o después de la fecha establecida. La proximidad de la fecha de
comienzo elegida por la aerolínea a la propuesta en este anuncio será uno de los
criterios de valoración de las ofertas establecidos en el mismo.
- Frecuencias semanales mínimas: 1 rotación (2 movimientos de avión).
- Capacidad total a operar (en términos anuales): mínimo 9.360 asientos de
llegada al aeropuerto de destino.
- Tipo de operación: Los vuelos se deberán realizar con trayectos directos en ambos
sentidos sin escalas comerciales o técnicas.
- Comercialización de la ruta: la nueva ruta deberá estar disponible en la página web
de la aerolínea y en, al menos, un sistema global de distribución (GDS) para su
comercialización con tarifas públicas no negociadas.
2.2.- Fase de consolidación de la ruta: Tras la fase de puesta en marcha, la aerolínea
deberá seguir operando la ruta durante un período de un (1) año conforme a su Plan
de Negocio.
- CRITERIOS DE VALORACIÓN Y PONDERACIÓN.
El otorgamiento del incentivo del presente anuncio de convocatoria se realizará con
arreglo a las normas establecidas en las Bases que rigen el otorgamiento de
incentivos del programa de desarrollo de vuelos para la puesta en marcha
de nuevas rutas aéreas directas con los aeropuertos de las Islas Canarias y
atendiendo a los criterios objetivos y baremos siguientes:

- Procedimiento de valoración
- Plan de negocio: 35 puntos. Se evaluará el contenido, la coherencia y el nivel de
detalle del plan de negocio.
- Capacidad total: 35 puntos. Se valorará la capacidad total anual (asientos en los
vuelos hacia el aeropuerto de destino) que la aerolínea proponga en su oferta. Los
puntos se otorgarán de la siguiente forma:

Solicitud con mayor número de asientos = 35 puntos
Resto de Solicitudes:
P= (NP/NPM) x 35
(Donde “P” es la puntuación, NP representa el número de plazas de la oferta presentada, y NPM, el
número de plazas de la mejor oferta).
- Fecha de inicio de operaciones de la ruta: 15 puntos. Las aerolíneas que
ofrezcan comenzar con la operación de la nueva ruta durante o antes de la semana
indicada en este anuncio recibirán el máximo de puntuación de 15 puntos, en tanto
que las restantes ofertas verán su puntuación reducida gradualmente hasta la décima
semana, a partir de la cual se atribuirán cero puntos. La fórmula aplicable a estos
efectos sería la siguiente:
P = (10-i)x1,5
(Donde “P” es la puntuación, 10 representa la décima semana límite e “i” representa el número de
semanas de diferencia entre la semana establecida por la aerolínea en su oferta y la establecida en el
presente anuncio).

- Aeropuerto de origen de la ruta: 15 puntos. Se otorgará 15 puntos a las
ofertas que establezcan como aeropuerto de origen el de Fiumicino (FCO),
mientras que las ofertas cuya ruta tenga como aeropuerto de origen el de
Ciampino (CIA) obtendrán 5 puntos.

PROGRAMME (FDV) FOR THE START-UP OF A NEW ROUTE BETWEEN GRAN
CANARIA AIRPORT (LPA) AND A ROME AIRPORT
(AJ 102/14CA)
- Aim of the Official Announcement: start-up of a new route between Gran Canaria
airport (LPA) and one of the following Rome airports: Fiumicino (FCO) or Ciampino
(CIA).
- Budget for the Official Announcement: An incentive of €121,217 will be granted to
open the new route, and this amount does not include any indirect applicable taxes.
- Deadline to Submit the Incentive Request Application: 31/07/2014
- INCENTIVE CONDITIONS:
1.- Description of the new route:
- Departure Airport: Rome Fiumicino (FCO) or Rome Ciampino (CIA).
- Destination Airport: Gran Canaria (LPA).
2.- Operation and commercialisation conditions for the new route:
2.1. Start-up phase: The recipient airline will agree to operate the new route, abiding
by the following operating obligations:
- Duration: two (2) years as of the date of the first flight.
- Type of route: Annual (continuously, every week of the year).
- Route start date: the week between Sunday, 26 October and Saturday, 1
November 2014 (the first week of the 2014/2015 winter season). The
airline may begin operating the route before or after the established date. The
proximity of the route start date chosen by the airline with the date proposed in this
announcement will be one of the criteria used to assess the bids submitted as a
result of this announcement.
- Minimum weekly frequency: 1 rotation (2 aircraft movements).
- Total operating capacity (annually): minimum 9,360 seats arriving at the
destination airport.
- Type of operation: The flights must be carried out as direct routes in both
directions, without commercial or technical layovers.

- Flight commercialisation: the new route must be available in the airline's website
and also at least in one global distribution system (GDS) for commercialisation with
non-negotiated public fares.
2.2.- Route consolidation phase: Following the start-up phase, the airline must
continue operating the route for a period of one (1) year, in accordance with its
Business Plan.
- ASSESSMENT AND WEIGHTING CRITERIA.
The incentive of this official announcement will be granted as per the norms
established in the Terms that regulate how the incentives are granted for the
Flight Development Programme in order to establish new direct air routes
with airports in the Canary Islands and as per the following objective criteria
and scales:

- Assessment procedure
- Business plan: 35 points. The contents, coherence and level of detail of the
business plan will be assessed.
- Total capacity: 35 points. The total annual capacity (seats in the flights to the
destination airport) that the airline proposes in its bid. These points will be granted in
the following manner:

Application with the most seats = 35 points
Other applications:
P= (NP/NPM) x 35
(Where “P” is the points, NP is the number of seats in the submitted bid, and NPM is the number of
seats in the best bid).
- Start date of route operations: 15 points. The airlines that offer to begin
operating the new route during or before the week specified in this announcement
will receive the maximum score of 15 points. The score of the other bids will be
gradually reduced up to the tenth week, and as of this point they will receive a score
of zero points. The applicable formula in these instances will be as follows:

(Where “P” is the points, 10 represents the ten week maximum, and “i” represents the difference in the
number of weeks between the week specified by the airline in its bid and the one indicated in this
announcement).

- Departure airport for the route: 15 points. The bids that specify Fiumicino
(FCO) as the departure airport will receive 15 points. Bids in which Ciampino (CIA)
is specified as the departure airport will receive 5 points.
