RULES
The regatta will be governed by the ‘rules’ as defined in The Racing Rules of Sailing. (RRS 2013-2016)
The Prescriptions of the Real Federación Española de Vela will not apply.
Addendum Q, which can modify the RRS, will apply to the Medal Race. In case of discrepancy between the
Addendum Q and these Sailing Instructions, the first will prevail.
If there is a conflict between languages the English text will take precedence.

CAMERAS AND ELECTRONIC EQUIPMENT
Boats may be required to carry cameras, sound equipment or positioning equipment as specified by the organizing
authority.

NOTICES TO COMPETITORS
Notices to competitors will be posted on the Official Notice Board. The ONB for Laser Std, Laser Radial M&W, 29er
and 49er will be located at the beach parking area; and the ONB for 470 M&W, 420 and Finn will be located at Club
de Vela Palamós (see appendix D).

CHANGES TO SAILING INSTRUCTIONS
Any change to the Sailing Instructions will be posted before 09:30 on the day it will take effect, except that any
change to the schedule of races will be posted by 18:00 on the day before it will take effect.

SIGNALS MADE ASHORE AND ON WATER
5.1
Signals made ashore will be displayed at the Official Signal Mast. The OSM for Laser Std, Laser Radial M&W, 29er
and 49er will be located at the beach parking area; and the OSM for 470 M&W, 420 and Finn will be located at Club
de Vela Palamós (see appendix C).
For fleet races, flag D with one sound signal means: “The warning signal will be made not less than 45 minutes (30
minutes for 49er and 29er) after this flag is displayed". No boat shall go afloat until this signal has been displayed.
For medal races, a Class flag over a Racing Area flag with one sound means: “The warning signal for this class will
be made not less than 30 minutes after these flags are displayed. Boats shall proceed to that racing area". No boat
shall go afloat until this signal has been displayed.
When flag AP is displayed ashore, “1 minute” is replaced by “not less than 45 minutes (30 minutes for 49er and
29er)". (This changes race signals, AP).
When flag Y is displayed ashore, rule 40 applies at all times while afloat. This changes the Part 4 preamble.
Flag L over a numeral pennant displayed ashore means: "The notice identified with this number has been posted in
the ONB".
When a signal is displayed over a Racing Area or Class flag it applies only to that racing area or class.
If the Race Committee signal vessel displays a Class Flag over a Racing Area flag that means:
"This Class will sail the next races in a new racing area. Boats shall proceed to that racing area immediately".

FORMAT OF RACING
The format is an Opening Series followed by a Medal Race.
All classes will sail fleet races from 18th to 21st December. If 5 or more races in a class have been completed on 21st
December, the ten boats with the best score will sail a medal race on 22nd December. If less than 5 races have been
completed on 21st, this class will continue sailing fleet races on 22nd December. (This changes Notice of Race 5.1)

One extra race per day may be sailed, provided that no class becomes more than one race ahead of schedule.
The scheduled time for the warning signal of the first race in each racing area is 11:00 hours.
After a long postponement, to alert boats that a race or sequence of races will begin soon, an orange flag will be
displayed with one sound for at least four minutes before a warning signal is displayed.
On Monday 22nd December, no warning signal will be made after 16:00 hours

RACING AREAS

Appendix A shows the location of racing areas, its flags, the marks, and the classes assigned to them and the
courses.
Boats not racing shall not cross any racing area in which another class is racing.

THE COURSES
10.1
The diagrams in Appendix B show the courses, including the course signals, the approximate angles between legs,
the order in which marks are to be passed, and the side on which each mark is to be left.
No later than the warning signal, the Race Committee signal vessel will display the course to be sailed and the
approximate compass bearing of the first leg.

Marks and new marks (as provided in SI 13.1) are described in Appendix A.
The starting and finishing marks will be according to Appendix B.
A Race Committee boat signalling a change of a leg is a mark as provided in SI 13.2.
If one of the gate mark is missing, the remaining mark shall be rounded to port.

THE START
12.1
The starting line will be between staffs displaying orange flags on the starting marks. Area Bravo, Area Charlie and
Delta will use a pin-end boat as a starting mark on the left end side of the line.
Boats whose warning signal has not been made shall avoid the starting area.
A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes rule A4.
When there is a later race on same day, the identification of the boats scored OCS or BFD in the previous race will
be displayed from the Race Committee starting boat before the next warning signal.
Race Committee has the right to amalgamate classes to form fleets for starting. These will be indicated displaying
both warning signals at the same time.

CHANGE OF THE NEXT LEG OF THE COURSE
13.1
To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and remove
the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by
an original mark.
Except at a gate, boats shall pass between the Race Committee Boat signalling the change of the next leg and the
nearest mark, leaving the mark to port and the Race Committee boat to starboard. This changes rule 28.1

THE FINISH

The finishing line will be between staffs displaying orange flags on the finishing marks.

PENALTY SYSTEM

For 49er and 29er rule 44.1 and P2.1 are changed so that the two turns penalty is replaced by a one-turn penalty,
including one tack and one gybe.
A boat that has taken a penalty or has retired under rule 44.1 shall complete an acknowledgement form at the race
office within the protest time limit.
Appendix P will apply as changed by instruction 15.1

If no boat has passed Mark 1 within the Mark 1 time limit the race shall be abandoned. Non compliance of the target
time shall not be grounds for redress. This changes rule 62.1 (a)
Boats failing to finish within 20 min (10 min for 49er, 29er, or any Medal race) after the first boat sails the course
and finishes will be scored DNF without a hearing. This changes rules 35, A4 and A5.

PROTESTS AND REQUESTS FOR REDRESS
17.1
Protest forms are available at the respective Race Offices. Protests and requests for redress shall be delivered there
within the appropriate time limit.
For each class, the protest time limit is 60 minutes after the last race of the day has finished. The resulting times will
be posted on the ONB.
Notices will be posted in the respective ONB as soon as possible to inform competitors of hearings in which they are
parties or named as witnesses. All hearings will be held in the Jury room located next to Club Vela Palamós office
(see Appendix C).
Notices of protests by the Race Committee or Jury will be posted to inform boats under rule 61.1(b).
A list of boats that, have been penalized for breaking rule 42 will be posted
In accordance with rule 64.3(b) the authority is the measurer named by the Organising Authority.

Breaches of instructions 2, 5, 12.2, 15.2,19, 20, 23, 25 and appendix D, will not be grounds for a protest by a boat.
This changes rule 60.1(a). Penalties for these breaches will be at the discretion of the jury.
17.8 On the last day of the opening series, a request for redress on a Jury decision will be delivered no later than 30
minutes after the decision has been announced.
17.9 In accordance with rule 70.5, the decisions of the Jury will be final.
17.10 For the purpose of rule N.1.4.b), the time limit will be 30 minutes.

SCORING
18.1
The Low Point System of RRS Appendix A will apply. For the medal race RRS A 4.1 is changed so that the points are
doubled, and RRS A4.2 is changed so that the scores are based on the number of boats assigned to compete in that
race.
To request correction of an alleged error in posted race or series results, a boat shall complete a scoring enquiry form
available at the race office.
Three races are required to constitute the 39th Palamós Christmas Race.
Discards:
(a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.
(b) When from 5 to 10 races have been completed, a boat’s series score will be the total of her race scores
excluding her worst score.
(c) When 11 or more races have been completed, a boat’s series score will be the total of her race scores
excluding her two worst scores.
However, the score from the medal race will never be excluded.
Ties:
Ties will be solved in accordance with RRS Appendix A8. For boats assigned to compete in the medal race, ties in
the regatta score are broken by the medal race score. This changes RRS A8. For boats with the same points score in
the medal race, ties in the regatta score are broken applying RRS A8 to the opening series scores.
Medal Race:
A boat assigned to the medal race shall make a real effort to sail out, sail the course and finish. Infringement of this
instruction will not be grounds for protest between boats. This changes rule 60.1(a). The penalty for this infringement
will be scoring the boat in tenth place of the regatta.
The boats assigned to compete in the medal race will be ranked highest in the regatta except for a boat disqualified
from the medal race under RRS 5 or 69.

SAFETY REGULATIONS
19.1
During registration each competitor will receive an identification card. This card shall be fixed to the boat trolley (dolly)
handle, in such a way that the number can be easily seen at any time during the championship. All boats while not
racing shall remain at the boats parking area. When a competitor decides to leave the venue before the end of the
event, he shall inform immediately the Race Office.
All boats shall only return to their assigned places in the Christmas Race Organization Area (Palamos beach for 49er,
29er and Laser; Palamos harbour for Finn, 470 and 420). Boats that, for any reason, arrive ashore at a point different
from Christmas Race Organization Area and that cannot reach the place by their own means, must immediately
inform at the Race Coordination Centre Tel: +34 972.315.871 (or VHF channel 72).
Boats not leaving the harbour for the race/s of the day shall inform the Race Office.
A boat that retires from a race will inform the Race Committee or Race Office as soon as practicable.
All competitors must carefully follow this instruction. Otherwise, they can be required to pay the search and / or
rescue expenses.
Team leaders, coaches and other support personnel boats shall be stand by on VHF channel 72 during the races.
When the Red Cross emblem is displayed (Red Cross on white background) on the Race Committee signal boat,
coaches and other support boats will collaborate with the Organising Committee in rescue tasks.
Due to safety reasons and in accordance with the Local Maritime Authority, a maritime traffic separation channel will
be established according to the commercial vessels traffic (see Appendix D). It is required pay special attention to the
organisation boats and follows carefully their instructions during all racing days. Race Coordination Centre will be
stand by on channel VHF 72 and phone Nr. +34.972 315871.

20
REPLACEMENT OF CREW OR EQUIPMENT
20.1
Substitution of competitors will not be allowed without prior written approval of the Race Committee.

Substitution of damaged or lost equipment shall be made to the Race Committee at the first reasonable opportunity.

EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the
water, a boat can be instructed by a Race Committee equipment inspector or measurer to proceed immediately to a
designated area for inspection.

SUPPORT BOATS
23.1
Team leaders, coaches and other support personnel shall stay outside areas where boats are racing from the time of
the preparatory signal for the first class to start until all boats have finished or the Race Committee signals a
postponement, general recall or abandonment.
Team leaders, coaches and other support personnel boats shall display the country flag or the country code letters.
Team leaders, coaches and other support personnel boats shall fulfil a form available at the Race Office before go
afloat for the first time.
Infringement of this instruction may lead the International Jury to restrict the access of the team support staff to the
racing area as well as the venue.

RADIO COMMUNICATION
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio
communications not available to all boats. This restriction also applies to mobile telephones.

TRASH DISPOSAL
Boats shall not intentionally put trash in the water. Trash may be placed aboard support and race committee boats.

PRIZES
Prizes will be awarded to the top 3 boats in each event.
The "MANUEL ALBALAT IN MEMORIAM TROPHY" will be awarded to the absolute winner of Olympic Classes.
The “MIQUEL COMPANY TROPHY” will be awarded to the first junior in each Olympic Class. The name of the
absolute junior winner will be engraved on the trophy plaque and will remain displayed in the club offices.
Plaque to the winner of the Copa de España 470 class awarded to the best Spanish crew in the overall results of the
opening series, both men and women.

DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority
will not accept any liability for material damage, personal injury or death sustained in conjunction with or prior to,
during, or after the regatta.

INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1.500.000
Euros or the equivalent in any foreign currency.

APPENDIX D: Local Maritime Authorities Regulation
D.1 Maritime Traffic Special Regulation
Due to safety reasons and in accordance with the Local Maritime Authority a maritime traffic separation mark will be
placed 200 meters west from Palamós harbour green light, as shown in the attached figure.
Mark description: buoy with staff displaying a yellow flag.
A maritime traffic separation channel will be established according to the commercial vessels traffic.
It is required play special attention to the organisation boats and follows carefully their instructions during all racing
days. Race Coordination Centre will be stand by on channel VHF 72 and phone Nr. +34.972 31 58 71.
All participants are specifically required to observe this rule.
