The migration of children to Europe will be examined in particular, as a group vulnerable to the risks of unsafe migration, with emphasis on the data and indicators that focus on the vulnerabilities and the risks migrant children face during and after their journeys to Europe. This background paper sets out how migration is integrated into the SDGs, explores the concept of “safe migration”, particularly in key policy documents; considers what data measures and sources already exist; and what data measures, indicators and sources need to be developed in order to monitor the progress of countries towards the facilitation of safe migration as outlined in SDG target 10.7. 2. Migration and the SDGs The UN General Assembly’s adoption of 17 SDGs and 169 accompanying targets in 2015, including important references to human mobility, represents a historic step towards incorporating migration into mainstream global development policy. The SDGs communicate the potential for migration to be an effective and multifaceted engine for development but this cannot be unlocked without constructing deliberate migration governance structures and dedicated tools for measuring progress. Migration au Burkina Faso PROFIL MIGRATOIRE 2016 In 2015, migration was, for the first time, officially included in the global development framework. The 2030 Agenda for Sustainable Development, which sets the development priorities to be achieved by 2030, contains a target specifically dedicated to migration under Sustainable Development Goal (SDG) 10 of “reducing inequalities within and between countries”: Target 10.7 calls for all countries to implement policies that “facilitate orderly, safe, regular and responsible migration, including through the implementation of planned and well-managed migration policies”. No definition of “safe migration” has been commonly agreed upon as yet, and indicators for its measurement are still in the process of development. Moreover, statistics on irregular migration are not always collected, fully understood or shared, in spite of the importance of reliable and timely migration data for effective policymaking.
