a Decimosexta Reunión del Consejo Ejecutivo se celebró
en la Ciudad de Panamá, los días 2 y 3 de diciembre de
2002. La Autoridad Nacional del Ambiente (ANAM) fue
el anfitrión del encuentro, en el que estuvieron presentes los
representantes de los siguientes países miembro: Argentina,
Brasil, Canadá, Costa Rica, Cuba, EE.UU., Panamá y Venezuela. México estuvo presente como observador.
Luego de una cálida bienvenida a cargo del Ing. Anguizola, Administrador General de ANAM, y de las palabras del Presidente
del CE, Dr. Antonio Mac Dowell, quien también presentó al Dr.
Gustavo Necco, nuevo Director Ejecutivo del IAI, se dio comienzo a la reunión que duró dos días. En la reunión se adoptó una serie de resoluciones y acciones. Entre las más importantes:
El CE aprobó el Informe de los Auditores correspondiente al Estado de
Situación y Resultados
por el ejercicio finalizado
al 30 de junio de 2002 y lo
elevará a la CoP en su próxima reunión.
Se decidió también la
disolución de varios grupos de trabajo del CE y la
redefinición de la composición de los grupos restantes con el objeto de
agilizar el trabajo del CE,
la CoP, la Dirección Ejecutiva y los propios grupos de trabajo. Con ese mismo fin, el
CE solicitó al Comité Permanente de Reglas y Procedimientos
que discutiera y preparara una propuesta para disminuir la cantidad de reuniones del CE y la CoP y que modificara los documentos del IAI según corresponda.
El CE solicitó al Presidente del CE que enviara una nota de
agradecimiento al Dr. John Stewart en reconocimiento a los
servicios prestados como Director Interino del IAI en el periodo abril a septiembre de 2002. Asimismo, se recomendó al Director Ejecutivo que enviara una comunicación a los países
miembro del IAI que formen parte del CE solicitándoles que
nominen formalmente a sus representantes y suplentes.
EE.UU. confirmó que será el anfitrión de la Decimoséptima
Reunión del CE y la Décima Reunión de la CoP, a realizarse en
Boulder, Colorado, los días 2-3 y 5-6 de junio de 2003, respectivamente (dedicando el día 4 de junio a un Forum Científico).
El CE aceptó el ofrecimiento de Costa Rica para ser anfitrión de su Decimoctava Reunión en noviembre o diciembre
de 2003, a menos que surgiera un ofrecimiento de un país
miembro que no haya sido anteriormente anfitrión de ninguna
reunión del CE del IAI. ■

he Sixteenth Meeting of the Executive Council was held
in the city of Panama, on 2 -3 December and was hosted by the National Authority of Environment (ANAM).
Representatives from the following member countries were
present at the meeting: Argentina, Brazil, Canada, Costa
Rica, Cuba, Panama, USA, and Venezuela. Mexico was also
present as observer.
After a warm welcome from Eng. Anguizola, General
Manager of ANAM, and the speech made by the EC Chair,
Dr. Antonio Mac Dowell, who also introduced Dr. Gustavo
Necco, the new IAI Director, the two-day meeting began. A
set of resolutions and actions was adopted at the meeting,
the most important of which are:
The EC approved the
Auditor’s Report of the
Financial Statements
as of June 30, 2002,
and will forward it to
the CoP at its next
meeting.
It was decided to
dissolve several EC
Working Groups and
to redefine the composition of the rest in
order to facilitate the
work of the EC, the
CoP, the Directorate,
and
the
working
groups themselves. With the same objective, the EC
requested the Standing Committee for Rules and
Procedures to discuss and prepare a proposal to reduce
the number of EC and CoP meetings and to modify the IAI
documents as appropriate.
The EC requested the EC Chair to send a letter to Dr.
John Stewart in recognition of his services as IAI Interim
Director during the period April to September 2002. The
Director was also recommended to send a letter to the
IAI member countries of the EC requesting them to formally nominate their respective representatives and
alternates.
The USA confirmed they would host the Seventeenth EC
Meeting and the Tenth CoP Meeting in Boulder, Colorado,
on June 2-3 and 5-6, 2003, respectively. (June 4 will be
devoted to a Science Forum).
The EC accepted the offer of Costa Rica to host its
Eighteenth Meeting in November in December 2003, unless
there is an offer of a member country that has not hosted an
IAI EC meeting before. ■
