PRESCRIPTIONS TO THE RACING RULES OF
SAILING
2013 – 2016.
These Prescriptions to the Racing Rules of Sailing are part of the
RFEV Regulations published in the RFEV Guide and should be
read together with them.
RRS 64.3(b)
The RFEV prescribes that the ‘authority responsible’ for interpreting
the rules of a handicap or rating system is the RFEV, which may
delegate on the appropriate committee.
RRS 64.3 (d)
The RFEV prescribes that when a boat protests another boat
alleging a breach of a class rule:
1. The protest committee may ask, prior to checking procedures,
a deposit covering the cost arising from measurement
checking. In such a case, the protest will not be accepted
without the deposit. (This changes RRS 61.2)
2. If the protest is invalid or dismissed, the deposit will be
refunded to the protestor, after covering the measurement
costs.
3. If the protestee is penalized, the deposit will be refunded to
the protestor and the protestee shall cover the expenses
arising from the protest.
4. If the protest committee decides under RRS 64.3(a), the costs
shall be equally covered by the protestor and the protestee.
RRS 67
The RFEV prescribes that a protest committee will base its
decisions only on the Racing Rules of Sailing. Either the protest
committee of an event or the national authority appeals committee
will make a decision on any claim for damage or injury. Any such a
shall be subject to the jurisdiction of the courts.
PRESCRIPCIONES AL REGLAMENTO DE
REGATAS A VELA 2013 – 2016.
Las prescripciones a las Reglas del Reglamento de Regatas a Vela
forman parte de las reglamentaciones establecidas en el Guía de
la RFEV y deberán leerse conjuntamente con estas.
RRV 64.3(b)
La Autoridad Nacional (RFEV) prescribe que la
“Autoridad
Responsable” para una regata que se compite con un sistema de
compensación o de rating será la RFEV, quien podrá delegar en el
Comité competente para ello.
RRV 64.3 (d)
La RFEV prescribe que cuando un barco protesta contra otro
alegando una infracción a una regla de clase:
1. El Comité de Protestas podrá pedir el depósito de una
cantidad que cubra los gastos derivados de una
comprobación de medición. Si no se efectúa el depósito, la
protesta no será admitida a trámite (esto modifica la regla
61.2 del RRV.)
2. En caso de que la protesta sea invalida ó desestimada se
liquidarán los gastos al protestante, tomando como entrega a
cuenta el depósito.
3. En caso de que el protestado resulte penalizado, se devolverá
el depósito al protestante y el protestado abonará los gastos
derivados de la protesta.
4. En el caso previsto en la Regla 64.3 (a) los costes de la
medición serán abonados por mitades entre el barco
Protestante y el barco Protestado.
RRV 67
El comité de protestas deberá tomar una decisión basándose
únicamente en el reglamento de regatas. Ni el comité de protestas
del evento ni el comité de apelaciones de la RFEV podrán tomar
decisión alguna sobre la reclamación de ninguna cuantía por
causa de daños, lesiones o perjuicios. Esta reclamación será
resuelta por el tribunal civil correspondiente.
RRS 70.5 (a)
The RFEV prescribes that, the written approval of the RFEV shall
be requested and obtained, and posted on the official notice board
during the event. Moreover, jury constitution is under RFEV
competences.
RRS 86.3
The RFEV prescribes that its written approval is requested.
RRS 88.2
The RFEV prescribes that, unless authorised in writing, the REFV
prescriptions shall not be changed or deleted by the notice of race
or the sailing instructions.
RRS 89.1 (e)
The RFEV prescribes that its approval is required.
RRS 89.2 (b)
The RFEV prescribes that:
1. In all national events included in the official calendar of
events of the RFEV, there shall be a protest committee of, at
least, three members from two different regional federations.
The majority of its members, and in any case the chairman,
shall be National Judges of the RFEV. Besides, the race
officer for these events shall be a National Race Officer of
the RFEV.
2. To officiate as a member of the protest committee, a race
officer, an umpire, measurer or equipment inspector at an
event included in the official calendar of events of the RFEV,
the official has to be appointed by the Race Officials
Committee of the RFEV.
3. In case of illness or emergency of a member of the protest
committee, and if no qualified replacements are available,
the protest committee will remain properly constituted with
prior authorization of the Race Officials Committee of the
RFEV.
RRV 70.5 (a)
La RFEV prescribe que, se precisa solicitar y obtener la oportuna
aprobación por escrito de la RFEV, que será expuesta en el TOA
durante la competición. Además, la constitución del jurado estará
dentro de las competencias de la RFEV.
RRV 86.3
La RFEV prescribe que se necesita su autorización expresa.
RRV 88.2
La RFEV prescribe que, salvo autorización expresa, el anuncio de
regata ó las instrucciones de regata no podrán modificar o dejar
sin efecto las Prescripciones de la RFEV.
RRV 89.1 (e)
La RFEV prescribe que es necesaria su aprobación.
RRV 89.2 (b)
La RFEV prescribe que:
1. En todas las regatas nacionales incluidas en su calendario
oficial habrá un Comité de Protestas, compuesto como mínimo
por tres personas de, al menos, dos Federaciones
Autonómicas, la mayoría de cuyos miembros y, en todo caso
su Presidente, deben tener el título de Juez de Regatas de la
RFEV. Así mismo, el presidente del Comité de Regatas para
estos eventos deberá tener el título de Oficial de Regatas de
la RFEV.
2. Para actuar como integrante del Comité de Protestas,
Presidente del Comité de Regatas, Árbitro, Medidor o
Inspector de medición en una regata incluida en el calendario
oficial de la RFEV, se debe ser nombrado oficialmente por el
Comité Técnico de Jueces de la RFEV.
3. En caso de enfermedad o emergencia de algún integrante del
Comité de Protestas y, de que no se disponga de
remplazantes
cualificados,
el
Comité
de
Protestas
permanecerá propiamente constituido previa autorización del
Comité Técnico de Jueces.
RRS 91 (b)
The RFEV prescribes that its approval is required. Such approval
shall be in writing and shall be posted on the official notice board
during the event.
APPENDIX R
The RFEV prescribes the following to RRS 70 and 71 and Appendix
R, the following procedures for Appeals and Requests:
1. Appeals and Requests related to regional events will be
addressed to the Regional Federation where the event is held.
If that Regional Federation has not got a constituted appeals
committee, these appeals and requests will be considered as
national appeals and requests.
2. Appeals and requests arising from events included in the
official calendar of events of the RFEV shall be addressed by
post to the RFEV:

An appeal or request shall include the appellant`s address,
telephone number and e-mail address.
3. All deadlines included in Appendix R will be counted in
natural days.
APPENDIX G
The RFEV prescribes to RRS 77 and Appendix G that, when
competing at an event included in the official calendar of events of
the RFEV, all boats of RFEV recognized classes shall comply with
the requirements stated in appendix G, including national letters
and sail numbers, except when the boats are provided by the
organizing authority to all competitors.
RRV 91 (b)
La RFEV prescribe que es necesaria su aprobación. La aprobación
se notificará por escrito y deberá estar expuesta en el TOA durante
la regata.
APÉNDICE R
La RFEV prescribe a las reglas 70 y 71 y al Apéndice R las
siguientes normas para el procedimiento de apelación y solicitudes
de revisión:
1. Las apelaciones y solicitudes de ámbito autonómico se
dirigirán directamente a la Federación Autonómica sede del
evento. En caso que no hubiera constituido un comité de
apelaciones autonómico se tratarán como si fueran de ámbito
estatal.
2. Las apelaciones y solicitudes derivadas de competiciones
oficiales de ámbito estatal, deberán dirigirse directamente a
la Real Federación Española de Vela, a la siguiente dirección:

Se deberá, obligatoriamente hacer constar el domicilio del
apelante, su número de teléfono y su dirección de correo

2. Todos los plazos mencionados en el Apéndice R se
computarán por días naturales.
APÉNDICE G
La Real Federación Española de Vela prescribe a la regla 77 y al
apéndice G que todos los barcos de Clases reconocidas por la
RFEV deberán, en todas la regatas del calendario de la
RFEV, cumplir con el apéndice G, incluyendo las letras de
nacionalidad y los números de vela, excepto cuando los barcos se
suministren por la autoridad organizadora del evento a todos los
participantes.
When the permit stated in RFEV regulation 1.4 (INTERNATIONAL
EVENTS, EUROPEAN AND WORLD CHAMPIONSHIPS - RFEV’s
CLASSIFICATION AND SELECTION) is required for competing in
events abroad, a boat shall comply with Appendix G and the
RFEV’s prescription to that Appendix in order to get such permit.
The exception stated in RRS G1.1 (c) does not apply in In all
national events included in the official calendar of events of the
RFEV.
PRESCRIPTIONS
TO
ADVERTISING CODE
ISAF
REGULATION
20,
RFEV Competition Rules
7.2 In accordance with ISAF regulation 20.8.1, the RFEV allows
its competitors to display advertising with prior request and
approval, except that Windsurfing, Kiteboarding and Dinghy
Classes, do not need any approval.
7.4
For offshore boats, the procedure to get the advertising
authorization will be stated in the RFEV regulations.
7.6 In accordance with ISAF regulation 20.8.2, the RFEV
prescribes that a boat racing under a handicap or rating
system shall pay an advertising fee as stated in the RFEV
RTC (RFEV Offshore Technical Regulations)
ISAF Regulation 20.5
National Classes can display advertising however, national classes
racing under a handicap or rating system and one-design classes
over 6 meters (hull length) shall pay an advertising fee as stated in
the RFEV Competition Rules.
Cuando sea necesario obtener el permiso para competir en regatas
en el extranjero establecido en la regla 1.4 (REGATAS
INTERNACIONALES, CAMPEONATOS DE EUROPA Y DEL MUNDO
DE CLASE) del REGLAMENTO DE CLASIFICACIÓN Y SELECCIÓN
de la RFEV, para obtener dicho permiso un barco deberá cumplir
con lo establecido en el Apéndice G y las prescripciones de la RFEV
a dicho Apéndice.
La limitación establecida en el RRV G1.1 (c) queda sin efecto en las
del calendario de la RFEV.
PRESCRIPCIONES A LA REGLAMENTACIÓN 20 DE LA
ISAF CÓDIGO DE PUBLICIDAD
Reglamento de Competición RFEV
7.2 De acuerdo con la reglamentación 20.8.1 de la ISAF, la RFEV
autoriza la exhibición de publicidad previa solicitud y su
autorización, excepto en el caso de la Vela Ligera, el
Windsurfing y el Kite Boarding, que no precisan de
autorización.
7.4
Para Cruceros, el procedimiento para obtener la autorización
de publicidad se contemplará en las normas Federativas.
7.6 Conforme a la Reglamentación 20.8.2, la RFEV prescribe que
los barcos que naveguen bajo sistemas de rating deberán
pagar una cuota de publicidad tal como se expresa en el RTC.
Reglamentación 20.5 de la ISAF
Las Clases Nacionales podrán exhibir publicidad, excepto que las
Clases Nacionales que naveguen bajo un sistema de Hándicap o
las Clases Monotipo de más de 6 metros de eslora que deberán
pagar una cuota de publicidad, tal y como se establece en el
Reglamento Técnico de Cruceros de la RFEV.
