UNASUR/CJJEG/DECISION N° 1/2014
IN VIEW OF
The treaty establishing the Union of South American Nations (UNASUR)
which provides in Article 10 the specific attributions of the Secretary General
of the Union;
CONSIDERING
THAT the General Secretariat is the body that, under the leadership of the
Secretary General, delivers on mandates conferred upon it by the UNASUR
bodies and exercises its representation through direct delegation of them.
THAT the Secretary General shall be appointed by the Council of Heads of
State and Government for a two-year term, renewable once.
THAT by the Note S-DMCIR-14-054333, sent to the Presidency Pro Tempore
on August 11, 2014 and circulated to Member Countries, the Governments of
the Republic of Colombia and of the Eastern Republic of Uruguay jointly
nominated Doctor Ernesto Samper Pizano, former President of the
Republic of Colombia, for the office of UNASUR Secretary General;
In view of the proposal of the Council of Ministers of Foreign Affairs, the
UNASUR Council of Heads of State and Governments
DECIDES
1 – To appoint Doctor Ernesto Samper Pizano as Secretary General of the
Union of South American Nations, for a two-year term, to start as of this
date.

VISTO
El Tratado Constitutivo de la Unión de Naciones Suramericanas (UNASUR),
que en el Artículo 10, establece las atribuciones específicas del Secretario
General de la Unión;
CONSIDERANDO
QUE la Secretaría General es el órgano que, bajo la conducción del
Secretario General, ejecuta los mandatos que le confieren los órganos de
UNASUR y ejerce su representación por delegación expresa de los mismos.
QUE el Secretario General será designado por el Consejo de Jefas y Jefes de
Estado y de Gobierno por un periodo de dos años, renovable por una sola
vez.
QUE por la Nota S-DMCIR-14-054333, enviada a la Presidencia Pro Tempore
el día 11 de agosto de 2014 y circulada a los Países Miembros, los Gobiernos
de la República de Colombia y de la República Oriental de Uruguay presentan
conjuntamente la candidatura del doctor Ernesto Samper Pizano al cargo
de Secretario General de UNASUR;
El Consejo de Jefas y Jefes de Estado y de Gobierno de UNASUR
DECIDE
1 – Designar el doctor Ernesto Samper Pizano como Secretario General de
la Unión de Naciones Suramericanas, por un periodo de dos años, a iniciarse
en la presente fecha.
