Over the years, LAMORO has worked to help the territory grow by implementing and managing European, national and regional funds, paying special attention to sustainable and inclusive growth. LAMORO supports the synergy between local development policies and European legislation in the realization of transnational projects. This way, the territorial organizations can benefit from the added value that comes from sharing good practices and innovative methods with other Countries. In order to support local authorities LAMORO implements a development strategy based on the interaction of public and private partnerships. According to the Quadruple Helix approach, LAMORO involves stakeholders through networking and the identification of concrete answers to the rising needs in different sectors (green economy, energy efficiency, social needs, cultural and environmental heritage, equal opportunities, employment …) The main activities of Lamoro are referring to: Innovation and competitiveness - support the society within the innovation framework changing, including financial and human resources; - endorsement of local competitiveness in terms of research and innovation, information and communication technologies, entrepreneurship, competition, education and training. The product fits with the new “tourism culture” that participates in the local economy, providing space for tourists’ personal initiative in direct contact with the local population. Eurorural Tourism offers an active, participatory and solidarity-based holiday in rural areas of Europe, promoting the cultural heritage and identity of these places. Such an approach touches on numerous aspects of health services, from staff training and referral networks to advocacy measures for institutional change at the policy level. Green Efficiency in South Piedmont – Years 2015 ELENA (European Local Energy Assistance) is part of the European Investment Bank’s broader effort to support the EU’s climate and energy policy objectives. This joint EIBEuropean commission initiative helps local and regional authorities to prepare energy efficiency or renewable energy projects. ELENA funds can be used for structuring programmes, business plans and additionally needed energy audits, preparing tendering procedures and contracts and paying for project implementation units. The aim is to generate bankable investment projects that can attract outside finance, for example from local banks or other financial institutions, such as the EIB. These projects can also be implemented by energy service companies (ESCOs), which are service providers that guarantee future savings made on energy bills and can fund projects upfront that are refinanced through the savings achieved. The project “GESP – Green Efficiency in South Piedmont” has been implemented through the creation, at the regional level, of a network of 10 main cities in order to promote measures to improve efficiency of the public buildings. The cities involved are: Alba, Alessandria, Asti, Bra, Carmagnola, Casale Monferrato, Fossano, Novi Ligure, Saluzzo and Savigliano. LAMORO is carrying out the coordination of this network of municipalities, collecting data mapping the needs in terms of energy efficiency and turning them into concrete development opportunities. EU PROJECTS YEARS 2007/2013 PICRIT – Years 2012/2014 The PICRIT project, co-funded by the ALCOTRA 2007-2013 Programme, aims at finding effective measures to cope with natural hazards to which cross-border areas of Italy and France are constantly exposed, enhancing the effectiveness of well-established systems of civil protection and management of national emergencies. The territory, due to the conformation of the area characterized by approximately 73% of hilly and mountainous areas, is exposed to a range of natural hazards (landslides, flooding, avalanches, earthquakes and forest fires). PICRIT intends to build systems and procedures for the coordination of cross-border initiatives in the field of risk prevention, civil protection and emergency management, paying particular attention to the safety of the European Critical Infrastructure (ECI) of the study area. Within this context, the specific project “Routes of Living Heritage” aims to foster the discovery of the most beautiful villages in the areas covered by the project (i.e the Alps of Haute-Provence on the French side and the border areas of the Province of Cuneo, the Stura Valley and Roero region), creating a network and developing a coordinated program of local promotion and cultural heritage conservation. Beyond immediate results, Musiche dal Vivo will help creating a wide, open and alive cultural and artistic community within the transborders territory, facilitating the optimum conditions for meeting and production among the musicians. The overall objective of the THETRIS project is the preservation and the sustainable exploitation of cultural heritage based on churches in the regions of eleven project partners, through the implementation of specific management strategies. The specific objectives of the project are the increasing of the competitiveness of the different regions by the capitalization of cultural heritage, the development of long-term strategies for the preservation and the sustainable exploitation of churches, and the reinforcement of awareness for the preservation of tangible and intangible cultural heritage. During the implementation of the project, ideas, suggestions and recommendations to manage heritage sites and heritage have been characterized and shared, with the aim to generate income for local communities and create stronger regional identities. Eleven regional church routes and a transnational church route, have been identified in order to raise awareness on the importance of preserving cultural heritage and to manage cultural sites by making them accessible to different target groups. The project will also contribute to a quicker, more efficient and harmonised implementation of Waste Framework Directive (WFD) re-use requirements, strengthening eco-efficient and sustainable production and consumption processes. By raising awareness of the advantages of and enhancing intra-territorial cooperation, COMUNIS wants to overcome individualistic attempts of problem solution on the level of single municipalities. To this end, COMUNIS is developing guidelines for devising and applying inter-municipal CLDstrategies adapted to the challenges, conditions and potentials of the pilot regions in particular and mountain regions in general. The project will result in a transnational knowledge management and establish sustainable structures for managing CLD in selected COMUNIS pilot regions. In order to support municipalities and regions to go through this process and to position themselves as a sustainable commercial location, COMUNIS provides guidelines on CLD. The guidelines are structured along the above-mentioned steps of the development process. They will present various approaches and possible activities, supported by practical examples. In Alpine regions, adjacent municipalities strongly compete for economic development. Although this is not an Alps-specific problem, the Alpine topography creates framework conditions different than those prevailing in the lowland. Steep landscape and mountains, increased probability of natural hazards, etc., limit the land available for development. This requires a considerate joint approach to commercial and industrial land development. In times of decreasing municipal budgets, outmigration of young and educated people (brain drain), and repercussions of overall economic development not stopping at municipal borders, inter-municipal cooperation for commercial development suggests itself as problem solution.
