What does the Observatory on Anti-Semitism in Spain do? The Observatory receives reports of anti-Semitic acts in Spain through its website: http://observatorioantisemitismo.fcje.org/ and through Jewish and anti-racist organizations. It also has a group of volunteers who monitor possible cases of Anti-Semitism. The Observatory classifies as anti-Semitic any acts committed against people, organizations and/or property where evidence indicates that it was this type of act. In order for an act to be classified as anti-Semitic, it must have antiSemitic motivation or content; if there is no evidence of either of these two aspects, the act is not considered to be anti-Semitic. ¿Qué hace el Observatorio? Para que un hecho sea clasificado como antisemita, éste debe tener motivación o contenido antisemita; si no se evidencia alguno de estos dos aspectos no se considera un acto antisemita. 2 3 Report on Anti-Semitism in Spain in 2011 Informe sobre el Antisemitismo en España durante el año 2011 Definition of anti-Semitism Definición de Antisemitismo Definition of anti-Semitism Definición de Antisemitismo The Observatory on Anti-Semitism in Spain basically uses the working definition of the OSCE* El Observatorio utiliza fundamentalmente la definición de trabajo de la OSCE* The purpose of this document is to provide a practical guide for identifying incidents, collecting data, and supporting the implementation and enforcement of legislation dealing with Anti-Semitism. Anti-Semitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of Anti-Semitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities. In addition, such manifestations could also target the state of Israel, conceived as a Jewish collectivity. AntiSemitism frequently charges Jews with conspiring to harm humanity, and it is often used to blame Jews for “why things go wrong.” It is expressed in speech, writing, visual forms and action, and employs sinister stereotypes and negative character traits. Contemporary examples of Anti-Semitism in public life, the media, schools, the workplace, and in the religious sphere could, taking into account the overall context, include, but are not limited to: El objetivo de este documento es proporcionar una guía práctica para identificar incidentes, recoger información y apoyar la implementación y el cumplimiento de la legislación sobre antisemitismo. Accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group, or even for acts committed by non-Jews. Denying the fact, scope, mechanisms (e.g. gas chambers) or intentionality of the genocide of the Jewish people at the hands of National Socialist Germany and its supporters and accomplices during World War II (the Holocaust). Accusing the Jews as a people, or Israel as a state, of inventing or exaggerating the Holocaust. Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations. Examples of the ways in which Anti-Semitism manifests itself with regard to the State of Israel taking into account the overall context could include: Denying the Jewish people their right to self-determination, e.g., by claiming that the existence of a State of Israel is a racist endeavor. Applying double standards by requiring of it a behavior not expected or demanded of any other democratic nation. Using the symbols and images associated with classic Anti-Semitism (e.g., claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis. Drawing comparisons of contemporary Israeli policy to that of the Nazis. Holding Jews collectively responsible for actions of the state of Israel. However, criticism of Israel similar to that leveled against any other country cannot be regarded as Anti-Semitic. Anti-Semitic acts are criminal when they are so defined by law (for example, denial of the Holocaust or distribution of anti-Semitic materials in some countries). Criminal acts are anti-Semitic when the targets of attacks, whether they are people or property – such as buildings, schools, places of worship and cemeteries – are selected because they are, or are perceived to be, Jewish or linked to Jews. Anti-Semitic discrimination is the denial to Jews of opportunities or services available to others and is illegal in many countries. Informe 2011 Since 2009, when the Observatory on Anti-Semitism in Spain began to gather information about anti-Semitic incidents in Spain, it is recurrent getting the same questions: Is there Anti-Semitism in Spain? How many cases occur? Unfortunately, the answer is Yes. Anti-Semitism in Spain is not a myth, nor a bad memory from the past. It is a reality present in our society. Lamentablemente, la respuesta es Sí. But while physical violence against Jewish persons or properties are clearly anti-Semitic acts, certain events, actions and even words, that are part of the everyday language, are not clearly identified as anti-Semitic. Muchedumbre o conjunto de judíos. Quite a few Spanish cities still preserve clearly anti-Semitic traditions, festivals, and popular celebrations, usually with religious roots. The “D’Elx Mystery” in Alicante, the “Holy child of La Guardia” festivities in La Guardia - Toledo, “la Catorcena” (The Fourteenth) in Segovia, and terming “killing Jews” to drink Lemonade during the Holy Week in León, are clear examples of this. This was clear during the conflict between Israel and Hamas in 2009, or the “Flotilla” incident in 2010. Spanish Television (TVE) Televisión Española (TVE) In January, the TVE advocate of the beholder censored an episode of the program “Spaniards through the world” dedicated to Jerusalem. These aggressions took place during several matches in whom the Maccabi Tel Aviv (Israeli team) was playing and during matches with other teams with Jewish and/or Israeli players. History has shown that the level of anti-Semitism in a society is a barometer for the measurement of the health of its democracy and the degree of liberty and tolerance it enjoys. While during 2011, there have been notable progresses in the legal field, as well as increased efforts in the fight against Anti-Semitism, the Observatory on Anti-Semitism in Spain must make noticed that a few days before the ratification of the judgment against Blood and Honor (see 3.1. - Legal developments in 2011), the Supreme Court nullified the conviction of those responsible for the library Kalki from Barcelona. The ambiguous wording of article 510 of Penal Code permits such contradictions. El primer paso es el reconocimiento de su existencia. El segundo es, sin duda, la educación, el medio más eficaz para hacerle frente. Y en paralelo poner fin a la difusión del discurso del odio como reclaman las leyes y acuerdos internacionales. Para estos pasos es necesario el firme compromiso de las instituciones. La historia ha demostrado que el nivel de antisemitismo en una sociedad es un termómetro de medida de su salud democrática y del grado de libertad y tolerancia que disfruta. The seminar, organized by the Federation of Jewish Communities in Spain with the support of several institutions, and attended by over 20 national and abroad experts, states as its main objective to reverse the invisibility and denial of Anti-Semitism in Spain and to contribute to the analysis of such problem at different levels and dimensions. This fourth edition of the seminar focused on three aspects: cultural, legal and educational. The first is covered by the analysis and definition of the Spanish reality. The second and third aspects are part of the active struggle against anti-Semitism in Spain. Los días 30 de noviembre y 1º de diciembre se celebró en la Fundación Banca Cívica de Madrid el IV Seminario Internacional sobre Antisemitismo en España. El Seminario, organizado por la Federación de Comunidades Judías de España y con el apoyo de varias instituciones, contó con la participación de más de 20 expertos en la materia, nacionales y del extranjero, y tiene como principal objetivo revertir la invisibilidad y la negación del problema del antisemitimo en España y contribuir a su análisis en sus distintos planos y dimensiones. Esta cuarta edición del seminario se ha centrado en tres aspectos del fenómeno: el cultural, el jurídico y el educativo. El primero pertenece al ámbito del análisis y la definición de la particularidad española. El segundo y tercer aspecto, se inscriben en la lucha activa contra el antisemitismo en España. 2. New Order is the oldest neo-Nazi website that exists in Spain, from where anti-Semitism is encouraged. Along with hatred incitation statements, there are praises of Adolph Hitler and National Socialism, which clarify the aim of the web site: Adolph Hitler was right. Iberian Wolves stand by the Nazi ideology and aesthetics at their gigs. 26 La Red Cívica contra el Antisemitismo ha presentado sendas denuncias en la Fiscalía General del Estado del sitio web www.nuevorden.net por racismo, xenofobia y provocación al odio y del sitio web del grupo musical Iberian Wolves http://iberianwolvesband.blogspot.com/. Nuevo Orden es el portal neonazi más antiguo que existe en España, desde donde se alienta el antisemitismo. Junto a las provocaciones al odio, hay carteles reivindicativos de Adolph Hitler y el nacionalsocialismo que esclarecen aún más si caben la intención de los textos y la orientación del sitio web: Adolph Hitler tenía razón.
