La venta on line de aparatos eléctricos y electrónicos deberá
tener las mismas obligaciones que la venta física en cuanto a
la gestión de los residuos. Esta es una de las conclusiones de la
tercera edición de la reunión anual, EcoEncuentro 2013, que
organiza Recyclia, plataforma medioambiental líder en recogida
y gestión de residuos de aparatos eléctricos y electrónicos
(RAEE) en nuestro país, y que ha reunido a representantes de la
administración pública, productores y Sistemas Integrados de
Gestión (SIG).
In terms of waste management, online sales of electrical
and electronic equipment should be governed by the same
obligations as those imposed on physical sales. This was
one of the conclusions reached at EcoEncuentro 2013, the
third annual meeting organised by Recyclia, Spain’s leading
environmental platform for the collection and management
of waste electrical and electronic equipment (WEEE). The event
brought together representatives of public administration,
producers and Integrated Management Systems (IMS).
Este nuevo marco normativo, que modificará el Real Decreto 208/2005 que
regula actualmente la gestión de RAEE
en España, debe estar listo antes del 14
de febrero de 2014.
La jornada, que se celebró el 26 de noviembre, tuvo como objetivo reunir a
todos los actores del sector para debatir y analizar las principales implicaciones y oportunidades que
ofrece este nuevo marco legal para el reciclaje de residuos electrónicos en nuestro país.
Para ello, EcoEncuentro 2013 contó con la participación de representantes de la administración pública, la distribución, las empresas
fabricantes, empresas gestoras de residuos y Sistemas Integrados
de Gestión (SIG).
Durante la jornada se repasaron las grandes líneas en las que están
trabajando todos los actores del sector de cara a esta transposición,
cuyo objetivo es diseñar un modelo de gestión que mejore y consolide el actual, lo cual podría hacer crecer la capacidad que tiene de
ser un gran generador de empleo.

EcoEncuentro 2013, the third edition
of the annual meeting organised by
Environmental platform Recyclia, focused
on the transposition into Spanish law
of the new Directive 2012/19/EU on the
recycling of waste electrical and electronic
equipment (WEEE).
The new legislation will modify Royal
Decree 208/2005, which currently governs
this activity in Spain, and must be in place
by February 14th 2014.
The one-day event took place on November 26th with the aim
of bringing together all actors in the sector to debate and
analyse the main implications and opportunities afforded by
the new legal framework for the recycling of electronic waste
in Spain.
In this respect, EcoEncuentro 2013 featured the participation
of representatives of the public administration, producers,
waste management companies and Integrated Management
Systems (IMS).
During the meeting, the main lines along which all actors
in the sector are working with respect to this transposition
were reviewed. The aim of the new legislation is to create a
management
model that
consolidates
and improves
on the current
model, which
could increase its
great job creating
potential.
In this respect, it
was emphasised
that one of the
basic pillars of the
new regulatory
framework
is precise

En este sentido, se destacó que uno de los factores fundamentales
en el nuevo marco regulatorio es la contabilización exacta de los
residuos generados. Conocer el origen y destino final de los residuos permitiría poner fin a prácticas fraudulentas, como su manipulación por agentes no autorizados y las exportaciones ilegales a
países terceros, con sistemas de gestión deficientes, lo que en ambos caso representa un gran problema por la pérdida de materias
importantes para Europa. Por otra parte, esta contabilidad también
permitiría garantizar que en 2019 se recoja todo el residuo generado, tal como marca la nueva normativa europea.
También se abogó por la creación de una plataforma electrónica
única de datos de residuos y un sistema unificado que agrupe a
todos los gestores registrados, complementando al Registro Nacional de Productores actual. Con ello, se contribuiría a estrechar
el control sobre todos los actores de la cadena del reciclaje electrónico así como a unificar y garantizar una correcta gestión dotando,
por ejemplo, de capacidad financiera al sector para ser capaz de
afrontar cualquier situación imprevista.
Por último, se destacó el papel de los distribuidores en el circuito del reciclaje y se acentuó la importancia de acercar al usuario
final los puntos de recogida necesarios para que puedan cumplir con sus obligaciones y derechos como consumidores. En este
sentido, se destacó la labor de Recyclia a través de sus fundaciones medioambientales, que fueron mostradas como ejemplo correcto de estrategia de acercamiento del sistema a los ciudadanos.

A single electronic data platform for waste
was also advocated, as was a unified system to
bring together all registered waste managers,
which would complement the current National
Producers Register. This would help to tighten
control over all actors operating in the electronic
recycling chain, thereby uniting the sector and
guaranteeing correct management through the
provision, for example, of the necessary financial
capacity to tackle any unforeseen situation that
might arise.
Finally, the role of distributers in the recycling chain
was underlined and emphasis was placed on the
importance of bringing the necessary collection
points nearer to the end user. The work of Recyclia
was highlighted, particularly the exemplary manner
in which, through its environmental foundations,
the organisation has successfully implemented a
strategy to bring the system closer to citizens.

A mediados de julio Recyclia firmaba un acuerdo de colaboración con la asociación europea PV Cycle, mediante el cual la plataforma española
se responsabilizará de la gestión de los paneles fotovoltaicos de nuestro país al final de su vida útil.
Recyclia acometerá una importante labor para crear la infraestructura necesaria que permita la gestión adecuada de estos residuos. Para ello,
la plataforma aprovechará la experiencia y las sinergias que puedan existir con otros SIG operativos actualmente, lo que se traducirá en una
notable optimización de costes para fabricantes y comercializadores de este tipo de sistemas. Según la plataforma, las últimas innovaciones
tecnológicas permiten recuperar hasta el 95% de ciertos materiales semiconductores y el vidrio, así como los materiales ferrosos o no, utilizados en estos módulos.

In mid-July of this year, Recyclia signed a cooperation agreement with European association PV Cycle.
Under the terms of the agreement, Recyclia will be responsible for the management of end-of-life photovoltaic panels in Spain.

Recyclia will undertake the considerable task of creating the necessary infrastructure to enable the appropriate management of this waste. For this purpose, the platform will avail of experience and synergies that might exist with other currently operating IMS, which will mean significant cost optimisation
for manufacturers and vendors of these types of systems.
According to Recyclia, the latest technological innovations will enable the recovery of up to 95% of
certain semi-conductor and glass materials, as well as the ferrous and non-ferrous materials contained
in these modules.
