De acuerdo a lo pianteado por REUNA en ci provecto. la Corporación comparte los objetvos del
proyecto, pues coinciden con sus objetivos Lnstitucionales, esperando a través de su
participación en ALICE: "aumentar de forma considerable y sustentable la conectividad de
investigacion entre Chile y ci resto de las redes de investigacion de America Latina y con la red
paneuropea GEANT. Esta conectividad se dedicará a la investigación, Ia educación, el
desarrollo y La innovación y scrvirá de soporte para el desarrollo de proyectos colaborativos que
usen tecnologIas de inforrnación y comunicaciones".
De acuerdo a los objetivos planteados en el proyecto aprobado por ci PBCT y el avance del
proyectos ALICE y la participación de Chile en ci provecto, se realiza un resumen de avance
por objetivo.

tener presente que esta redes dehen contar con una alta

máximo un 70%).
Con ci desarrollo de nuevos proyectos, tanto on ci marco de
ALICE como de iniciativas fomentadas por organismos de
colaboración, se prevé un aumento on ci uso de estas
capacidades.
Creación
virtuales

instituciones Si bien dentro del Consorcio REJNA hay un grupo de usuarios
importantes de herrainientas de colaboración que les permite
constantemente trabajar on actividades conjuntas que involucran
actores de diversas partes del mundo, este nümero es muy
reducido, por Ia tanto se debe trabajar mds intensamente en este
objetivo.
Fortalecer la relación de Si bien en ci marco del proyecto se ha incentivado la colaboración
investigadores chilenos con con pares de Latinoamérica y Europa, aün queda bastante

4.1. Gastos Financiados por Instituciones Participantes
a) Gastos en efectivo:
Corresponde a ios gastos pagados por RELTNA para [a Membresla del año 1. estos son parte
de la segunda cuota del año 1 ($ 17.964.070)y tercera cuota completa ($ 24.378.405), con un
total de $ 42.342.475
b) Gastos en Recursos Valorizados:
Si bien el proyecto como tal no contempla aportes valorizados, la participación de la
Corporacion REUNA en ci proyecto ha significado destinar importantes recursos de
personas e infraestructura. Fundamentalmente estos recursos corresponden a:
• RR.HH. de dirección y administración, que participan en la gestión general del
proyecto.
• RR.HH. de ingenieria de Redes y Desarrollo: que estdn trabajan en actividades de
lmplementación de la Red Latinoamerjcana; son parte de los grupos de trahajo de las
distintas temáticas que aborda ci proyecto; participan on actividades de capacitación
del proyecto. Además el grupo de desarrollo de REUNA es el responsable de la
realización del Catálogo Estandarizado de Proyectos que se está implementando.
RR.HH. de Coinumcacjones y Relaciones PThlicas, REUNA tiene la responsahilidad de
coordinar las acciones de Difusión, comunicación y relaciones püblicas del proyecto,
para do ci equipo de comunicaciones do REUNA tiene una dedicación importante para
ci desarroilo y mantención de actividades como : Preparación e implementación del Plan
do Relaciones Püblicas, Diseño, desarrollo y mantención del WEB; preparación de
material de comunicacjones permanentes (Boletines e informativos); apoyo a ]as
actividades de difusión, entre otras.
Infraestructura: REUNA destrna importantes recuisos de colaboración como
videoconferencias IP y VRVS, alherg-ue y operación del web del proyccto. Además do
ello está el uso de infraestructura base del personal que participa en ci proyecto.
El aporte a la fecha es de $ 36.954.120.

• Cuota 1: pagada Integramente, por un total de 28.950719.
Cuota 2: se paga en dos partes, Ia primera parte, en abril del 2005, por un valor de
12.000 Euros equivalentes a $ 9.236326, at inomento de la transaccion; y una segunda
parte, en mayo del 2005, de aproximadamente 1.600 Euros por un monto equivalente a
1.212.955. Se tuvo que fraccionar los pagos para no retrasar la contraparte a DANTE.

Work Package 0 - Project Management
Annual Report]
The Annual Project Report 2004 which consists of a so-called Technical Report describing
the activities and results of the project, as well as the Financial Report and the updated project
bud g et for 2005 were prepared and submitted to the EC for review.
SustaLnabihitv Report:
The susrainabihitv report for the ALICE project was submitted to the EC on 5 Ma y 2005.
Protect Meeting:
[he next ALICE project Meeting will take place in Antigua. Guatemala. on 28 and 20 July
2005. DA NTE and CLARA are currently working on the agenda which will he made
available shortl y . The project meeting will last one and a half days and will be followed by a
meeting of CLARA.
Work Package I - Procurement
.\ draft contract for the provision of connectivity of the NRENs in Costa Rica, El Salvador.
Guatemala and Nicaragua has been posted to the EC for approval.
Contract ne gotiations have been entered for the connection of the Ecuadorian NRE'J.CEDIA.

CLARA has produced a desired network topology for the Latin American network. The final

Work Package 4 - Implementation
B y the end of 2005. the NRENs of Argentina. Brazil, Chile, Mexico, Peru. Venezuela and
Uru g ua y are connected to RedCLARA. It is anticipated that Panama and Guatemala will
connect shortl y , followed by Costa Rica, El Salvador and Nicaragua.
Work Package 5 — Operations
Implementation and Operations: Engineers from RNP (CLARA-NEG), CUD! [CLARANOC). CLARA-Icc and DANTE have been meetin g via video-conference on a hi-weekly
basis all throu g hout April, May and June 2005. The group has submitted reports on these
meetings to the members of the CLARA-Tee list. CLARA-Dir has been regularl y briefed of
the progress of the technical work.
CL.\RA-NEG and NOC have updated several technical documents which can be downloaded
from the CLARA website at www.redclara.net
Work Package 6— Subscriber Management
Renewal ol Phase 13 membership a greements and Membership Con firmation Forms (MCF)
have been posted to the NRENs in Arizentina. Brazil, Chile, Mexico, Panama and Venezuela
or their eVonnection to RedCLARA in the second year of operation. MCFs have also been
si g ned by the NRENs of Uru g uay. Peru. Ecuador. Guatemala and Colombia.
Work Package 7 - Technical Support
]'he second CLARA-TEC meeting took place in Veracruz, Mexico from 25-27 April 2005. In
addition to updates on RedCLARA and GEANT, the meeting provided sessions on IPv6 and
security . Many thanks again to Miguel Baptista. FCCN, for the training on IPv6. One of the
most important outcomes ot the Veracruz meeting was the formation of the CLARA-Tee
workin g groups in the areas of lPvO. Securit y . Video-confcrencing, Multicast. VoIP,
Advanced Routin g and Measurements. A report on this meeting was submitted to the EC.

OppOrtUn1tN to participate in a private meetin g with Commissioner Redin g . Commissioner
Redin g is reponsible for the Information Society and Media in the European Commission.
The CLARA Board of Directors had prepared a speech which was presented to the
(onlmLssioner. The Commissioner showed a hi gh level of interest in the ALICE project and
the integration that the project achieved among Latin American NRENs. She promised to
discuss the project and its future with her colleague Commissioner Fenrero-Waldner
responsible for EtiropeAid.

During Februar y 2005. DANTE finalised the preparation of the second Annual Report for the
ALICE project which will cover the period from March to December 2004. The Annual

Jose. Guatemala City and San Salvador.
On 7 January 2005. DANTE received 12 proposals for connectivity to Bolivia. Colombia,
Cuba, Ecuador, Honduras and Paragua y . The proposals were analysed by CLARA and
DANTE l'roin 19 to 21 January 2005. CLARA was represented by Florencio Utreras
CLARA), Fernando Muro (CUDI), Enrique Pclaez (CEDIA) and Eriko Porto (CLARANEG). As a result of the first evaluation, two providers were rejected. The evaluation group
decided to request clarifications on ten proposals. Responses are due 4 February 2005.
Work Package 2 Network Design
