ACCESO ABIERTO Y GOBIERNO ELECTRÓNICO
El acceso abierto permite que los usuarios de manera gratuita y abierta puedan acceder a la
información. Intenta eliminar las barreras económicas, legales y tecnológicas en favor de que
todas las personas tengan las mismas posibilidades de acceso. Por su parte, los gobiernos han
sido impactados por una era de tecnología e información en la que los ciudadanos cada día son
más hábiles, más exigentes y conocen no sólo la información filtrada por los medios formales de
comunicación, sino también, aquella que es facilitada a través de los propios actores de la
noticia. Este impacto tecnológico ha de permitir que la innovación y los beneficios de la era de
la información propicien cambios favorables dentro del gobierno.
El llamado gobierno electrónico o “e-government” se presta para que el estado tenga apertura y
transparencia. Permite que los ciudadanos se apoderen del gobierno y que sea mayor la
participación ciudadana. Las nuevas tecnologías, la visión y filosofía del acceso abierto ayuda
que se desarrollen proyectos que faciliten la provisión de servicios. Esta etapa también propicia
que el gobierno revise y reajuste sus procesos, incluso que se facilite al ciudadano la adquisición
de servicios de las agencias gubernamentales.
Finalmente, es el estado el mayor beneficiado de la implantación de nuevas tecnologías y del
acceso abierto pues le permite allegar el gobierno hasta el ciudadano, se hace presente, visible.
Además, la tecnología de la información abarata los costos, promueve la eficiencia y la
participación ciudadana, ofrece un marco de transparencia y productividad y sirve como
equilibrio para promover la igualdad.
