The Latin America Region (LAC) and IFLA WLIC 2016 in Columbus Ohio
The 82th IFLA Congress and General Assembly took place August 11-19, 2016, in
Columbus, Ohio, USA. The Latin American and the Caribbean Region, represented by more
than 153 professionals from 26 countries, had a strong presence at various events,
discussions and prizes. Noteworthy were the following:
August 11
1)
The Satellite meeting with the title Future of libraries: What will content and
services be in 2030, was organized by IFLA-LAC with OCLC. This meeting was
dedicated to Danielle Mincio, from Switzerland, who passed away in 2015, having
been a very active member at IFLA and member of the IFLA-LAC standing
Committee. We had contributions from 36 authors and co-authors, with 9 oral
presentations and posters. There were 46 participants representing countries from
four continents: Argentina 2; Brazil 7; Chile 3; China 1; Colombia 5; Costa Rica1;
Cuba 3; Ghana 1; Mexico 3; Nigeria 1; Peru 2; Spain 2; y USA 5. We also had two
invited speakers: Mr. Jake Orlowitz from Wikimedia Foundation and Mrs. Lynn
Connaway from OCLC.

The Session Answering the Call to Action – promoted by ALP (Action for
Development through Libraries Programme), with the special participation of
representatives from UN, IFLA and eight countries from all continents, presented and
discussed results of their projects including the UN 2030 agenda, as well as the BSLA
Programme (Building Strong Library Associations). Members from Cuba and Uruguay
represented the Latin America Region for the first topic, and members from Peru and
Brazil were the representatives for the second topic.

The Latin America and the Caribbean open session on Limitations and
exceptions for libraries in the copyright legislation of the Latin America and the
Caribbean countries: a call for action, presented the main problems, difficulties and
issues that libraries in the region face when performing their activities and offering
quality services in the digital era. A total of 20 countries participated in the project
coordinated by IFLA-LAC; 14 of those countries were in Columbus and shared their
results: Argentina, Brazil, Chile, Colombia, Cuba, El Salvador, Guatemala, Haiti,
Jamaica, Mexico, Panama, Peru, Republica Dominicana and Trinidad and Tobago.
During this session it was possible to show to participants an enriched vision of the
differences, similarities and demands of the region regarding this subject. Besides the
regional representatives, the session had the special participation of Gloria Pérez-

Salmerón (IFLA’s President-elect), Mari Carme Torras-Calvo (Chair, IFLA’s
Professional Committee), Stuart Hamilton (IFLA’s Deputy Secretary General and
Director, Policy and Advocacy) and Sueli Mara Soares Pinto Ferreira (Chair, Latin
America and the Caribbean Section, IFLA-LAC).
4) During WLIC 2016, IFLA’s International Leaders Programme announced the
selected candidates for the period 2016-2018. Only 9 members were selected from
among more than 60 candidates, and two of them are from Latin America: Jonathan
Hernández Pérez–Associate Researchers of the Instituto de Bibliotecas e
Información (IIBI), Universidad Nacional Autónoma de México (UNAM); and First
Secretary of the Colegio Nacional de México (CNB); and David Ramírez-Ordóñez Professor in the Department of Information Sciences, Pontificia Universidad
Javeriana, researcher at theFundación Conector and member of ASCOLBI and the
Information Sciences Alumni Network, Colombia. Congratulations to our colleagues.
5) Finally, in the special session for the IFLA’s Green Library Award 2016, two
representatives of the LAC region were classified at the top: 1stplace:El Pequeño Sol
Biblioteca Ecológica (Little Sun Ecological Library), Germinalia CA, San Cristóbal de
las Casas, Chiapas, México, selected because the sustainability objective was part of
the project to create a new library, from its inception. 3rdplace: La tierra es para
aquellos que siembran (The Land is for those who sow), from Colombia, identified as
“Good working for sustainability with the community!”.
Gloria Pérez Salmerón indicated that IFLA’s Governing Board, during their August 19
congress evaluation meeting, considered that “LAC’s open session of August 16 stood up as
one of the most interesting sessions of WLIC 2016". This achievement was the result of a big
individual, institutional and national effort on the part of the 61 authors and co-authors who
accepted the invitation from IFLA-LAC to participate in the project on copyright in their
countries, of the participants in the survey and interviews in the various countries (more than
600 librarians were involved),and, particularly, of the 14 representatives who presented the
results during the session. It was very rewarding to receive this recognition after a whole year
of arduous work. The next step is the publication of an eBook with the results of the 20
participant countries. We are already working on it, with the support of IFLA.
We are closing the September 2015-August 2016 period with the certainty of having reached
a historical milestone for our region within IFLA. We should all be proud of the Latin America
and the Caribbean presence at WLIC 2016, where we have been seen and heard as a team,
a region with future and professionals committed to cooperative and associative work. We
look forward to having the same success, as well as a larger participation in 2017.
We take this opportunity to invite everybody to present their candidature to the various
Sections of IFLA and also to IFLA-LAC. The reception of candidatures will start next
November.

2016 IFLA LAC e IFLA WLIC en Columbus, Ohio
El Congreso y Asamblea General N° 82 de la IFLA se llevó a cabo en Columbus, Ohio,
EEUU del 11 al 19 de agosto de este año. La región latinoamericana y el Caribe estuvo
representada por más de 153 profesionales de 26 países, tuvo una fuerte presencia en
diferentes eventos, discusiones y premios. Los mismos a tener en cuenta fueron los
siguientes:
11 de agosto:
1) Reunión vía satélite “El Futuro de las Bibliotecas: Cómo serán los contenidos y
servicios en el 2030”. Esta reunión fue dedicada a Danielle Mincio, de Suiza que
falleció en el año 2015, habiendo sido un miembro muy activo de IFLA y miembro
del Comité IFLA-LAC. Se obtuvieron contribuciones de 36 autores y co-autores,
con 9 presentaciones orales y posters. Participaron 46 representando a países de
cuatro continentes: Argentina 2; Brasil 7; Chile 3; China 1; Colombia 5; Costa Rica
1; Cuba 3; Ghana 1; México 3; Nigeria 1; Perú 2; España 2 y Estados Unidos 5.
Tuvimos también dos conferenciantes invitados: Sr.Jake Orlowitz de la Fundación
Wikimedia y La Sra. Lynn Connaway de OCLC.
15 de agosto:
2) Sesión que responde “Llamado a la Acción”; promovido por ALP Acción para el
Desarrollo a través de un Programa de Bibliotecas, con la participación especial
de representantes de Naciones Unidas, IFLA y ocho países de todos los
continentes, que presentaron y debatieron los resultados de sus proyectos
incluyendo la agenda 2030 de la UN, tanto como del programa BSLA
(Construyendo Asociaciones Bibliotecarias Fuertes). Miembros de Cuba y
Uruguay representaron a la Región Latinoamericana para el primer tema y
miembros de Perú y Brasil para el segundo.

3) Las sesiones abiertas de la Asociación Latinoamericana y del Caribe en
“Limitaciones y excepciones de las Biblioteca para la legislación del copyright para
países de América Latina y el Caribe: Un llamado a la acción, presentaron los
principales problemas, dificultades y temas que las Bibliotecas que enfrentan en la
región cuando realizan sus actividades y ofrecen servicios de calidad en la era
digital. Un total de 20 países participó del proyecto que coordinó IFLA-LAC; 14 de
esos países en Columbus compartieron sus resultados: Argentina, Brasil, Chile,
Colombia, Cuba, El Salvador, Guatemala, Haití, Jamaica, México, Panamá, Perú,
República Dominicana y Trinidad Tobago. Durante las sesiones fue posible
mostrar a los participantes visiones enriquecidas de diferencias, similitudes y
demandas de la región relacionadas con esta temática. Además de los
representantes regionales, la sesión tuvo la participación especial de Gloria
Pérez-Salmerón, presidenta elegida de IFLA, Mari Carme Torras-Calvo, miembro
del comité profesional, Stuart Hamilton, Director y Secretario General de Política

y Defensa, y Sueli Mara Soares Pinto Ferreira (Presidente de la Sección
Latinoamericana y del Caribe de IFLA-LAC
4) Durante WLIC 2016, el Programa Internacional de Líderes anunció los candidatos
elegidos para el período 2016-2018. Sólo 9 miembros fueron elegidos de entre
más de 60 candidatos y dos de ellos son de Latinoamérica: Jonathan Hernández
Pérez –investigador asociado al Instituto de Bibliotecas e Información 8IIBI),
Universidad Nacional Autónoma de México 8UNAM) y el primer secretario del
Colegio Nacional de México (CNB) y David Ramírez-Ordóñez – Profesor en el
Departamento de Ciencias de la Información de la Pontificia Universidad
Javeriana, investigador en la Fundación Conector y miembro de ASCOLBI y la
Red de Información de Ciencias Alumni, en Colombia. Felicitaciones a nuestros
colegas.
5) Finalmente, en la sesión especial del premio de IFLA’s Green Library 2016, fueron
elegidos dos representantes de la región LAC: en 1° lugar: El Pequeño Sol,
Biblioteca Ecológica, Germinalia CA, San Cristóbal de las casas, Chiapas,
México, que fuera elegida por su objetivo de sustentabilidad fue parte del proyecto
de crear una nueva Biblioteca, desde su comienzo y en 3° lugar: La tierra es para
aquellos que siembran de Colombia, identificado como “Buen trabajo sustentable
con la comunidad!”
Gloria Pérez Salmerón indicó que el Comité Consultivo de IFLA, durante la reunión de
evaluación del Congreso, el 19 de agosto, consideró que las sesiones abiertas de “LAC” del
16 de agosto fueron una de las más interesantes de WLIC 2016. Este logro fue el resultado
del gran esfuerzo individual, institucional y nacional de parte de los 61 autores y co-autores
que aceptaron la invitación de IFLA-LAC a participar en el proyecto de derecho intelectual
en sus países, de los participantes en el informe y a los entrevistas a diferentes países (más
de 600 bibliotecarios) y particularmente, a los 14 representantes que ofrecieron los
resultados durante la sesión. Fue un muy importante reconocimiento luego a todo un año de
arduo trabajo. El próximo paso es la publicación de un e Book con los resultados de los 20
países participantes. Ya estamos trabajando en él, con el apoyo de IFLA.
Estamos concluyendo el período de sept.-’15-ago.’16 con la certeza de haber alcanzado un
hito histórico para nuestra región con IFLA. Debemos estar todos orgullosos de la presencia
de Latinoamérica y el Caribe en WLIC 2016, en el cual hemos visto y escuchado como
equipo, una región con futuro y profesionales dispuestos a la cooperación y al trabajo
asociado. Esperamos tener el mismo éxito en el próximo de 2017.
Aprovechamos esta oportunidad para invitar a todos a presentar su candidatura para
diferentes secciones de IFLA y también IFLA-LAC. La recepción de los candidatos
comenzará en el próximo mes de noviembre.
