~ ( -, ~ -·.- / :_ r '··, MOTION The merchants of historic Olvera Street at El Pueblo de Los Angeles Historical Monument (El Pueblo) represent multiple generations of families that have called Olvera Street home since the 1930's. Merchants host a variety of traditional Mexican-American events throughout the year that provide a unique and defming cultural and historical value to the visitors of El Pueblo. These events are as follows: @ @ e e 0 0 e .;; "' Dia de Los Muerios and Novenarias Virgen de Guadalupe Las Posadas Los Tres Reyes Dia de la Candelaria Mardi Gras Children's Workshops Blessing of the Animals 81 st Anniversary of the Establishment of Olvera Street by Christine Sterling Flower Day/Camera Day Each year, the El Pueblo Department provides the Olvera Street Merchant Association Foundation (OSMAF) $50,000 in support for these events. The Department and OSMAF recently entered into an agreement to provide traditional events for FY 2011-12. The events are organized, managed, and produced by the Traditional Events Oversight Committee (TEOC), comprised of elected monument stakeholders. The merchants of Olvera Street contribute significant time, money, and effort and are essential to the success of these traditional events. The City's Chmter and Administrative Code requires competitive bidding on all contracts, and the Cit)' Attorney has stated that traditional events at El Pueblo are no exception, and must follow the competitive bid process. This requirement brings up the opportunity for the discussion of the legal and policy options regarding the production of traditional events at El Pueblo. I THEREFORE MOVE that the Chief Legislative Analyst with the assistance of El Pueblo and the City Attorney report in 30 days on legal and policy options regarding the production of traditional events at El Pueblo de Los Angeles Historical Monument.
