Project Overv view Bridget Enderle, SA ANDAG Asssociate Plan nner and N North Park – Mid-Cityy Regional Bike Corridorrs Project Manager provided an ov verview of tthe project goals and b background d. She then exp plained the alignment alternative es analysis p process and provided a preview of the six highest scoring g alignmentt alternativ ves, which includes tw wo alignme ent optionss per corridor.. III. Alig gnment Op ptions and d Analysis s Results Ms. Arias introduce ed the purpose and forrmat of the e small grou up discussio ons and orie ented participa ants to the four statio ons. Three stations pro ovided info ormation an nd discussio on in English about a each of the thre ee alignmen nt corridorss, North, Ce entral, and SSouth, with h two alignmen nts in each corridor. A fourth sta ation provid ded informa ation and d discussion a about all three e corridors in Spanish. Participan nts spent tw wenty minu utes at eacch station, after which th he facilitato ors rotated to t move to the next g group. Afterr three roun nds, particip pants had an opportunity o y to discuss all a six alignm ments in the e three corrridors. For each h round, fa acilitators provided p an n overview w of the po otential aliignments, ccrosssections, key interse ection treattments, and d results of the detaile ed analysis. The community then pro ovided feedback and diiscussion off the challen nges and be enefits assocciated with each alignmen nt, and the e ability off each optio on to achie eve the pro oject goals. Would it actuallly be possib ble to get a facility on El Cajon n or would it cost more e than is bud dgeted for this projectt? • With W a cycle track on El Cajon Blvd,, would trafffic volumess decrease? • What W aboutt commercial vehicles;; how wou uld bikes o on El Cajon n coincide with co ommercial vehicles? v • Another A surv vey should be conduccted before deciding tto cross offf El Cajon a as an option; a lott of things can c change in 10 yearss. As a bike rider, I thin nk it has a lot to do with it, th he cars mov ve too fast. The busine esses are failing. And th here are a lot of scchools arou und there to oo. I think people wo ould supporrt it more n now today than before. • Did D you men ntion that th here is a pre etty high levvel of servicce on El Cajo on? - Yes, basically, b you could rem move a trave el lane and not create gridlock, exxcept for so ome congesttion at the freeways. f • I know the YMCA Y is going to have a huge dra aw. I know h having a saffe route forr kids iss important. We should d think about putting tthe money toward El C Cajon to ma ake a bikeway. We e should think about otthers who a aren’t as goo od of riderss as we are. • One O of the benefits b I se ee is the con ntinuation o of flow. Peo ople say tha at bicyclists stop att stop ligh hts, but in reality the ey don’t. W We should have a free-flowing ride ex xperience. • Ten years ag go the trafffic analysis was w about tthe same; itt showed yyou could ta ake a la ane. Now th here is more e support, however. Me eade could be a catalysst, howeverr. • Most M of the business com mmunity do oes support a cycle tracck on El Cajo on. • Iff the Mid-City Rapid bu us project is also on El C Cajon, does it help to o offset the co ost of th he project by b combinin ng it with th he bus facilitty? - The Mid-City M Rap pid bus projject is break king ground d this month h. • With W El Cajon, you’re prroviding a direct d accesss route from m SDSU to D Downtown. • There are th hree lanes in each dire ection. Doess the Mid-C City Rapid b bus take aw way a 3 la ane? - • Iff a cycle tracck went in, that would take one o of the lanes?? - • No. Yes, that t is an option. o Is th here comm munity supp port for rem moval of a lane, when n there wasn n’t support ten years ag go? Would W there e be impact to parking on El Cajon n? - There e would be little impacct to parkin ng, but, as iit is shown here, the m major impacct would be e to a travel lane in eacch direction.. • I like to bike e to businessses and resstaurants. Iff the facilityy were on M Meade, it w would le ead from low w-stress to very v stressfu ul. • Iff you put a cycle track on El Cajon n, traffic wiill take the side streetss. Also, I haven’t se een how the cycle tracks will interrface with tthe intersecttions. We are also tryin ng to bring our kid ds out. • Cycle tracks are a safe. • Using U El Cajjon, you ca an make cycling a mo ore popular and accesssible option n for ordinary peo ople. • There is not a high levell of traffic on o El Cajon Blvd. • We W have to start thinking about health h whe n considering the options. On Meade Avenue, A it’s a healthier place to ride becausse there arre less emisssions and m more trrees. • I think t El Cajon will be worth w the wait w because e Meade is a already fine e. • Why W have th he cycling fa acility separated on Me eade? Why not have bo oth directio ons of th he bikeway together and have mo ore of a par k buffer. • When W picking three opttions, we ne eed to think k about spre eading them m out. We d don’t want w three facilities f alll close toge ether. It see ems like, if you’re going to impa act El Cajon, we should s leav ve Universitty alone a nd choose a bike bo oulevard op ption in nstead. • I think Mead de is a grea at street, but b that the e climb up from Texass is a signifficant cllimb. We sh hould institu ute something like “The e Wiggle” iin San Franccisco. • The hill is no ot as intimid dating as th he traffic. Yo ou have to stop for tra affic right a at the bottom of th he hill. • Iss there a lim mited amount of mone ey for all off the projectts? If we usse all the money on El Cajon, might we run out of money? m • Itt seems Meade would be a be etter shot economically because e there are e no businesses th here; it wou uld be easierr. • Would W putting a cycle track t on El Cajon C precl ude ever ha aving a ded dicated BRT T (bus ra apid transit)) lane there e? • What W about a combined d bike/bus la ane on El Ca ajon? 4 • Are A you guy ys coordina ating with the Mid-Ciity Rapid b bus project folks? I am seeing so m many areas w where there are siilos within SANDAG S and its projectts. • Given G how far f along th he El Cajon rapid bus p project is, w will they alre eady have a all of th he bus infra astructure built by the time t we havve finished designing tthis? - They are breakin ng ground th his month. It is ten yea ars in the ma aking. We ccould try to o make it so o that retro ofitting for b bike facilitiies is possib ble, but it w would still ad dd a lot of time t and money. • Assuming A th hat the Ho oward corrridor move es forward,, wouldn’t it be kind of re edundant to o have anotther bicycle boulevard over on Me eade? Wouldn’t it be b better to o have more e diversity of o facility ty ypes? • I see what he e’s saying. It seems to apply even more to cyycle tracks. M Maybe one cycle aybe one bicycle boulev vard would be best. trrack and ma • The distinctio on would be b that peop ple on El Ca ajon Blvd are going the ere because they have a reaso on to. I think that Meade is more of a leisure ely ride. To the ea ast, it doesn’t go anywhere. a This T might be okay. M Meade might give us th he chance tto do so omething in ntelligent with w Fairmou unt, which has really b bad traffic currently. Meade – Monroe is cheaper, c fasster, better. • The Mid-City y Rapid bus is going to o have the p possibility o of having a shared buss/bike la ane. I am up pset that th he project was w not a co omplete strreets projecct to begin w with; th he whole co ommunity was w in favor of a compl ete streets d design. • I agree thatt you will get g more “eight-to-eig ghty” traffiic on Mead de. You will get more m benefits to busine esses on El Cajon. Kee ep in mind also the fact that Mid d-City Rapid R will be e transitioniing to rail; we w should p plan ahead ffor rail. • University U Av venue is acttually a bettter corridor than El Cajon. • Not N being co ombined, building botth the bike and bus prrojects is go oing to be extra disruptive to o communitiies. • Iff you wantt a direct route r that goes throu ugh communities and d opens up p the co ommunitiess, you should not have e five projeccts going on at once tthat you are e not co ombining. • When W you ha ave bike corridors on commercial c corridors, yyou need to have more e bike ra acks than an nywhere elsse. • I would like SANDAG to o consider the t use of b bike facilitie es by all use ers; conside er the needs of lesss able cyclistts. • I think it com mes down to t design. I think peop ple would b be surprised d by how sa afe it fe eels to be in n a truly sep parated facility. • Iff I were to pick a main n corridor, I’d I pick Uniiversity or W Washington n. But no matter where w it is, we w should have bike pa arking. 5 • Slowing dow wn traffic on El Cajon would w not be a bad th hing; it would be good for everyone. • El Cajon has much high her stakes in n terms of design. The trrees are nicce on Mead de – could we w have som mething sim milar on Oran nge? • On Esstrella there e are three churches and a two sch hools that could be acccessed if we e just wentt straight do own Estrella a rather than Winona. • The Lincoln/Univ L versity split is a stressful area. • We walked w with h several re esidents and d also biked d through tthe project area. The g good thing g about Estrrella is that it is relative ely flat, and d if anythin ng works ou ut with El Cajon, it cou uld run all th he way thro ough, conne ecting the ccorridors. • College is a grea at north -- so outh route for f the futu ure. Keep th hat in mind.. • Woulld it be po ossible to build b something to c ross over 5 54th on University? M Maybe some ething with grade separation? • Whatt about a sp pecial signal light for th he bikes at 5 54th and University? • Florid da is a bette er connector than Georrgia. • Georg gia is a nicce place to ride and itt would be e nice to be able to ccut through h the median on El Cajjon from Ge eorgia St. • ons? Is the ere a differe ence in cost between th he two optio - Yes, option o 2C iss more expe ensive. The improvemen i p the nts at 54th and Univerrsity drive up cost significantly s y. • Unive ersity (2C) is the most intuitive option. All o of the zigza ags on 2B a are not intu uitive and steep. s Peop ple are ridin ng on Unive ersity now a and it is un nsafe. We d don’t know that they will ride on n the other option justt because yo ou install w wayfinding ssigns and trraffic calmiing. • I wan nt to say the t oppositte – the Krroc Center has major draws so if you build on Unive ersity, traffic would be e pushed farther into o our neighbo orhood. Fo or the 2B op ption on ne eighborhoo od streets, itt looks like a lot of turn ns but those e are the ve ery routes I used to tak ke. Part of the t attractiv veness is the e meanderi ng aspect o of it. This wiill draw fam milies. It will cost less money. m Part of the mob bility study tthat was do one found th hat we can have both.. By traffic calming th he smaller streets, s we encourage the traffic to go whe ere it belon ngs – on the e arterials. Spending S money m on Un niversity will create mo ore problem ms. • If we e go for the e cheaper option, o would that givve us more e money fo or amenitiess like trees,, etc.? • I wou uld actually y ride a morre winding route that was slower and safer. I would riide it with kids rather than the main route. I’m not a ha ardcore bike er. • The north n - south connectio ons are really going to be key to get people to o ride these e. • If the e land uses are a more inv viting, more e people wo ould want tto walk or b bike. • How would families biking with kids work w with d diverters? H How would they be ab ble to 7 get across? I wo ould be conccerned takin ng kids thro ough the miiddle. - There e would be an opening g for bikes to t pass thro ough and th he entire inttersection w would be sto opped with a red light.. • Whatt’s missing so s far in the discussion n is that if Lincoln gott chosen yo ou would ha ave a ‘block k away from m a bouleva ard’ scenario o. Lincoln w would pick u up demand from Unive ersity so it lends itself to cost sa avings. Idea ally, you w would have alternating g facilities: bike boule evard, then a bike facility on a bussy street, biike boulevard, then a b bike facility on a busy street. • A lot of City Heights residents have ex xpressed inte e Orange - U University ro oute, erest in the partia ally because e it’s flatter.. • There e are a lot of o kids alrea ady walking g east of Eucclid on Univversity afterr they get o out of schoo ol. There arre a few scchools around there. SSo, if they have accesss there on their bikess that would d be ideal. • I tend d to ride on n high volume busy streets when I’m in a hu urry. South Corridor C Discussion: Lincoln L – University U & Robinson n—Landis • Making M the connection n between Robinson R a nd Alabam ma Street wiith a pedesstrian and bicycle bridge b improves the value of that alignment o option. • Touch base with w Michae el Prinz (Citty of San Diiego) aboutt the plans tto turn porrtions arkway into a linear park. of Chollas Pa • Lo ook into which areas will w need th he impleme entation of a pedestria an flashing light siignal. For ex xample, wesstbound fro om Universitty to Lincoln where it iis one-way. • Make M sure you y are integrating the t projectt with improvements defined in n the Chollas Parrkway will be closed and Chollas Triangle Maste er Plan. Po ortions of C re econfigured d based on the t Chollas Triangle Ma aster Plan recommendations. • We W need to o consider the relatio onship and d proximityy between the alignm ment alternatives chosen. We e need to make sure that the ccombination n of alignm ments ch hosen addresses the different demands. The alignm ment comb bination sh hould provide a balance b bettween bicy ycle boulevvards and direct, desstination-serving fa acilities. Forr example, we w shouldn n’t have two o bicycle bo oulevards trrapped betw ween tw wo busy stre eets with no o facilities. The choice of alignme ents should be strategicc and made m in-rela ation to each h other. • Based on fee edback I’ve received from residentts, Robinson ption n – Landis is a good op to o increase bicycle usse. The wide w cross-ssections alllow a bettter design n for in ncorporating a bicycle facility bassed on the goal of prroviding a lower stresss and ca almer environment. Th he farthest south s route e will provid de access to people living in th he southern nmost portio on of the study area. • Iff there is pa arking loss, SANDAG S should coordiinate with tthe City to p possibly devvelop a parking facility. A con nsolidated parking p fac ility will rellieve the streets of parrking and parking--related trafffic. Look in nto the deta ails for mitig gating park king issues. • How H will th he preferre ed alignme ents connecct with th e Uptown project biicycle fa acilities? This is a key isssue. • The Landis-R Robinson op ption will ne eed to eventtually conne ect to Unive ersity. • The facility can c traverse e along Landis especiallly in areas where Univversity is na arrow but Landis ne eeds to exte end furtherr east of Eucclid and con nnect to Uniiversity. • Where W is disp placed park king going to t be recoup ped? • Parking can possibly be recovered on side stre eets or we do not repllace the parrking re emoved in order o to enccourage use e of alternattive modes.. • Between University and El Cajon, itt is really ha ard to use Euclid as a bike facility. • Fa acilities that have dead d-ends are not n desirabl e options. • The western n side of Landis L will need to i ncorporate warning a and wayfin nding 9 siignage beca ause it jogs. • Slowing car traffic t along g University y – via traffi c calming, ssignals, and d reducing speed limits – will increase bicycle b trafffic and use e, as well a as improve e the businesses adjacent and d along the corridor. • Itt would hav ve a similar effect e to wh hat the sup per sharrow ws along 2nd Street in Long Beach have done d to the e businesses in Long Bea ach. • However, H we e need to be b cautiouss about slow wing down n traffic on main stree ets so th hat traffic won’t w divertt to neighbo orhood, sid e streets an nd cause spe eeding on tthose re esidential sttreets. • The Universitty option prrovides bettter connect ivity than th he other op ptions. • Make M a high stress stree et into a low w stress faci lity. Revisit the idea off incorporating a bicycle facilitty along all of Universitty instead o of Lincoln to o University. • On O Landis, for f example, what ab bout buildin ng a two-w way cycle ttrack with both directions ad djacent to each other and a linear park, then the travel la anes. • However, H driveways will pose a pro oblem. • What W about a bicycle-b bus shared lane facilityy on Univerrsity? That could provide a good facility y and direct access to de estinations. • I don’t know w if most peo ople would ride on a sh hared bike--bus lane on n University. • Advantages A to Universitty are that it is a majo or corridor.
