Bobbie Ochoa, Coordinator for English Language Development, started the meeting by welcoming everyone. Minutes of the
December meeting were read and mention was made of the omissions of Yolanda Ortiz and Sara Guadarrama’s name not
appearing as attendees. Elisa Bell made the motion to approve the minutes and Juan Oropeza second the motion.
Mrs. Ochoa shared information regarding the Title I budget and explained that Mrs. Anne Truex was not able to do it herself
because she was meeting with new principals. All DELAC members were given two handouts that included a list and the
amounts allocated for each area and a pie graph that shows the items that we spend our Title I funds on. The areas discussed
were Parent Involvement, Services for Homeless Students, Program Improvement Transportation, Summer School/Intervention,
Preschool Support, Assistance to Program Improvement Schools, Indirect, Centralized Budget, PI Supplemental Educational
Services, Professional Development, allocations to School Sites and the Carry Over. Mrs. Ochoa explained that each January the
District submits to the California Department of Education a Consolidated Application that shows how we will use the funding of
our Categorical Programs. ELAP funds will be included in the EIA-LEP allocation from this year on and so all students K-12 will
receive a portion of this funding. The State asks that we verify DELAC input and approval by having the DELAC president sign the
Consolidated Application at this time. Isabel Dorantes, President and Liliana Moran, Vice President signed the application.
Mrs. Ochoa gave an update on the EL Master Plan. She asked the committee to go through the answers some of the parents
provided during the December EL Master Plan meeting and asked for comments and suggestions.
Everyone reviewed the handout which explained the criteria for reclassifying an English Learner to Fluent English Proficient with
Mrs. Ochoa explaining the process. She informed the committee that we are awaiting the results of the CELDT scores which in
turn will generate the Annual CELDT notification letters. These letters notify parents of their child’s proficiency level in English
based on their most recent CELDT test results. They will be mailed home in March.
Josie Arispe introduced herself and shared information about Migrant Education and the services they provide to parents and
their families, along with the requirements to qualify. Some of those services include the Mobil Learning Lab where parents
can get in touch with their families in other countries and actually be able to see them through the web cam. She also informed
them that although they may not provide a specific service directly they do have a network to help with housing, medical, bills,
and more.
Mrs. Ochoa encouraged the committee to give an update of what programs or activities are being offered at their school sites.
Meeting adjourned at 11:25 a.m. with a reminder of the next DELAC meeting scheduled for Friday, February 25, 2011.

Bobbie Ochoa, Coordinadora de Servicios para Aprendices de Ingles, comenzó la junta dándoles a la bienvenida a todos. Las
minutas del mes de diciembre fueron revisadas y se hizo mención de la omisión de los nombres de Yolanda Ortiz y Sara
Guadarrama que estuvieron presentes en la última junta. Elisa Bell dio la moción para aprobar las minutas junto con el Sr. Juan
Oropeza.
La Sra. Ochoa compartió información sobre el Presupuesto del Título I y explico que la Sra. Anne Truex no estuvo disponible
para dar el reporte porque tenía una junta con los nuevos directores. Todos los miembros de DELAC recibieron 2 folletos que
incluyen una lista y las cantidades destinadas para cada área y una grafica circular que les demuestra cómo se usan los fondos
del Título I. Las áreas cubiertas fueron el Presupuesto de Padres, Servicios para estudiantes sin hogar, Transportación para el
Programa de Mejoramiento, Escuela de verano/Intervención, Apoyo preescolar, Asistencia a las escuelas en Programa de
Mejoramiento, Indirecto, Presupuesto Centralizado, Servicios de Educación Suplemental para el Programa de Mejoramiento,
Desarrollo Profesional, Asignación a las escuelas y el Saldo Anterior. La Sra. Ochoa explicó que cada enero el Distrito manda al
Departamento de Educación del Estado de California la Solicitud Consolidada la cual demuestra cómo se usaran los fondos en
nuestro Programa Categórico. Los fondos ELAP se incluirán en la asignación de EIA-LEP de este año y todos los estudiantes de K12 recibirán una porción de estos fondos. El Estado pide que se verifique la aportación y aprobación de DELAC pidiendo que la
Presidenta de DELAC firme la Solicitud Consolidada. La Sra. Isabela Dorantes, Presidenta y Liliana Moran, Vice Presidenta
firmaron la solicitud.
La Sra. Ochoa dio un repaso al Plan Maestro para Aprendices de Inglés. Le pidió al comité que repasaran las respuestas que
algunos de los padres proveyeron en la junta del mes de diciembre sobre el Plan Maestro y pidió comentarios o sugerencias.
Todos repasaron el folleto que explica los requisitos para reclasificar a los Aprendices de Inglés a Fluente y Proficiente en Inglés
con la Sra. Ochoa explicando el proceso. Le informó al comité que esperamos los resultados del Examen CELDT. Con esta
información se podrán generar las notificaciones anuales de CELDT. Estas cartas notifican a los padres del nivel de competencia
en inglés de su hijo/a basado en los resultados más recientes del examen CELDT. Serán enviados a casa este marzo.
Josie Arispe se presentó y compartió información sobre Educación Migrante y sobre los servicios que proveen para padres de
familia junto con los requisitos para calificar. Alguno de esos servicios incluye el Laboratorio de Aprendizaje Movible, donde los
padres pueden hablar con sus familiares en otro país y pueden verlos por computadora. También les informó que aunque ellos
no proveen muchos de los servicios tienen una red que provee todo tipo de asistencia como vivienda, servicios médicos, gastos
domésticos, y más.
La Sra. Ochoa le pidió al comité que compartiera las actividades o los programas que están siendo ofrecidos en sus escuelas.
