RESUMEN
En el presente proyecto se elabora un Plan de Seguridad Integral para ser
aplicado en la Parroquia La Mariscal del Distrito Metropolitano de Quito el
mismo que enfrentará dos factores de riesgo, a saber, la delincuencia y
desastres naturales. La inseguridad sigue siendo una problemática del Estado
y por tanto amerita políticas públicas claras, planificadas y que abarquen
aspectos integrales que tiendan a proteger a los ciudadanos en todo momento,
sin embargo, la mayoría de Planes de Seguridad Ciudadana no consideran la
participación ciudadana, es decir se construyen o elaboran sin tomar en cuenta
las necesidades de la ciudadanía, quien es observador directo de lo que pasa a
su alrededor. En este contexto, el Plan Integral de Seguridad Ciudadana se
presenta como una alternativa democrática, incluyente y participativa en el que
se recoge la experiencia y necesidades de los habitantes de la Parroquia la
Mariscal para su elaboración. En su ejecución dicho Plan se enfoca en base a
tres lineamientos: una fase de sensibilización de la problemática, es decir
evaluar la situación de los factores de riesgo en cada uno de los sub circuitos,
una segunda fase de capacitación en la que se brindará a la ciudanía
herramientas teóricas que les permitirán saber qué hacer y cómo actuar ante
situaciones de riesgo y finalmente una línea de acción en la que se podrá en
práctica una serie de normas que permitirán orientar a los ciudadanos a fin de
prevenir, protegerse, dar respuesta y remediación ante los factores de riesgo
enunciados.

ABSTRACT
This project develops a comprehensive security plan to be applied in La
Mariscal Parish from the Metropolitan District of Quito. It will face two risk
factors: delinquency and natural disasters. Insecurity remains significant
challenge for the State therefore deserves clear and planned public policies,
which should cover integral aspects that tend to protect citizens all the time,
however, most of Citizen Security Plans do not consider citizen’s participation, it
means the plans are built or developed without taking into account the needs of
citizens who are the direct observers of what is going on.In this context, the
comprehensive public security plan is presented as a democratic, inclusive and
participative alternative, which includes the inhabitants’ experiences and needs
from La Mariscal Parish for its design.
In the execution the plan focuses on three guidelines: a phase of
awareness of the problem, that means to assess the risk factors situation in
each of the sub circuits, a second phase of training where the citizens will be
provided with theoretical tools that will enable them what to do and how to act in
risk situations and finally a strand of action in which a series of rules will be
implemented that will guide the public to prevent, protect and give answers to
the risk factors listed above.
