The meeting opened at 9.07 on Thursday, 10 December 2015, with Sophia in 't Veld in the
Chair. After a few minutes, Claude Moraes (Chair) took over the Chair.
1.
Mini-hearing on Monitoring Democracy, Rule of Law and Fundamental Rights:
methods and indicators
Sophia in't Veld Rapporteur on the legislative own-initiative report on a mechanism on
Democracy, the Rule of Law and Fundamental rights made some opening remarks.
The mini-hearing was organised in the frame of the LIBE L-INI report on democracy, rule of
law and fundamental rights and gathered senior experts who presented their experiences with
drafting and/or applying sets of indicators in the frame of their respective institutions'
everyday work: Ms Michou from the European Commission, Mr Toggenburg from the
Fundamental Rights Agency of the EU, Ms Granata-Menghini from the Venice Commission
of the Council of Europe and Dr Julinda Beqiraj from the Bingham Centre for the Rule of
Law.
The following Members took the floor: Frank Engel (EPP), Monika Flašíková Beňová (S&D),
Timothy Kirkhope (ECR), Barbara Spinelli (GUE/NGL), Juan Fernando López Aguilar
(S&D), Ana Gomes (S&D).

The agenda was adopted without any change in the order of business.

Chair’s announcements
The Chair indicated that interpretation in Danish, Latvian, Croatian and Gaelic was not
available for the meeting.
Endorsement of Coordinators' recommendations (Rule 205)
Further to Rule 205 of the Rules of Procedures the Chair submitted the following

 Claude Moraes in his function as Chair: nominated Rapporteur on the "Council
Implementing Decision on the launch of automated data exchange with regard to
vehicle registration data (VRD) in Latvia" - 2015/0813(CNS)
 Bodil Valero (Greens/EFA): nominated Rapporteur for opinion on the "Proposal for a
Directive amending Council Directive 91/477/EEC on control of the acquisition and
possession of weapons" – 2015/0269(COD) with a request for Rule 54 with the IMCO
Committee.
 Laura Agea (EFDD): nominated Rapporteur for opinion on the "Preparation of the
post-electoral revision of the MFF 2014-2020: Parliament's input ahead of the
Commission's proposal"
