BEHIND THE CONCEPT OF THE YOUTH MEDITERRANEAN
DIALOGUE
Created twenty-two years ago, in 1994, the Mediterranean Dialogue reflects the
Alliance’s view that security in Europe is closely linked to security and stability in
the Mediterranean. The Dialogue is a forum of cooperation between NATO and
seven countries of the Mediterranean: Algeria, Egypt, Israel, Jordan, Mauritania,
Morocco and Tunisia, whose aim is "to create good relation and better mutual
understanding and confidence throughout the region, promoting regional
security and stability and explaining NATO's policies and goals”.
Focused on this initiative, COAJE (the Youth Atlantic Treaty Association of Spain)
strongly believes that it is time to call on new generations to give them the
chance to be heard at the Youth Mediterranean Dialogue which will be held in
the Kingdom of Spain, the geopolitical and natural connection between our two
seas and therefore, between the Euro-Atlantic region and the Mediterranean
region.
It is within this framework that we consider Madrid, the capital, as the ideal place
for, gathering one hundred highly motivated and outstanding students from all
over the world to discuss, analyse and engage in the national security issues
surrounding this evolving NATO Partnership.
This program seeks to give information and education about the North Atlantic
Treaty Organization, its history, its values, its principles, its tasks and its decision
making processes. Our intensive and comprehensive academic program aims
to raise awareness on the major political and security issues that our world faces
today, demonstrate the need to work together as one in the international world,
and finally, be a vehicle for our young generation to get involved in finding
solutions for building peace and stability.
In the beginning of to the Youth Mediterranean Dialogue, participants will have
the opportunity to attend academic conferences of experts on Mediterranean
security issues that will feature presentations from politicians, judges, military
officers and diplomats in order to work on policy recommendations for the
subject matter of discussion.

Delegates will then participate in a NATO simulation where each delegate will
take their seats in the NATO decision making process, defending the interest of a
member state or a MENA country at one of the following committees (35
participants per committee), where two topics will be discussed:
Committee 1: NATO AND THE EASTERN FLANK (28+1)
A. Ukraine, Russia, and defense and deterrence in Eastern Europe.
B. NATO’s cooperative security (relations with EU, UN, OSCE and African
Union).
C.
Committee 2: NATO projection of stability towards the south (28+1+3)
A. Defining a strategy for the south: terrorism, countering hybrid, asymmetric,
and other emerging threats.
B. Defense capacity building (Iraq, Jordan and Tunisia).
Committee 3: The future of the Alliance
A. Interoperability platform.
B. Defence Cooperation.
Participants will not only learn the importance of the Alliance when it comes to
global peace, security and stability but visit prestigious and interesting institutions
where they will have the chance to get a closer look about the synergy of military
and civil life while living in and visiting different military facilities. They will also learn
how real diplomacy works whilst visiting the Centre for Higher Studies of Defence
and the Diplomatic School of Spain, as well as how new technologies are applied
in our defence and security systems while visiting Airbus Headquarters.
Participants will close their engagement by working collectively on policy
recommendations that will be published on COAJE website and social media
channels to promote a youth perspective for advancing NATO’s strategic goals.
As stated, the program will have academic conferences and a simulation game.
In the simulation game there will be three different committees (35 delegates by
committee, 28 delegates will represent NATO member countries and 7 delegates
MENA countries), where they will discuss the two topics assigned to their
committee in order to draft policy recommendations that will be approved on
the last session. The last session will take place on Friday and the ambassadors of
the delegations will take their seats at NAC. In order to provide with great policy
recommendations, there will be ten committee sessions during the week.

COMMITTEE ACADEMIC CONFERENCES
This July, the 28 Heads of State and Government gathered at the
Warsaw Summit to draft the future of the Alliance. NATO’s essential
mission has not changed, even though the Allies have two open flanks,
one on the East and another one on the South, their commitment to
ensure freedom, peace, security and the rule of law remains
unchanged.
Political dialogue is still open for Russia as Allies are looking forward to
finding a solution to end the conflict with the country and raise the
blockade off from the NATO Russia Council.
The conflict in Syria perpetuated by ISIL has led into a migrant and
humanitarian crisis, violating all human rights, threatening European
borders and the stability of our MENA partners. The Alliance is ready, if
needed, to take the necessary steps to ensure collective defense.

NATO, the political and military alliance, is currently facing the
increasing assortment of security concerns emanating from inside the
MENA region. In order to find a solution for peace and stability, a
security cooperation debate, among the young generations,
regarding what it means to be an alliance of liberal democracies, and
what is its future, becomes necessary. This session aims to provide
