Democracy and Autonomies: Society and Politics

Democracy and Autonomies: Society and Politics (DASP) is a non-profit and independent
research group at the University Pablo de Olavide. DASP is the host of a number of researchers
in the Social Sciences trained in several Spanish and international universities. Some of the
topics our researchers deal with are: democracy, federalism, political elites and citizens, welfare
state, women in politics, public policies, territorial tensions, social inequalities, and electoral
behaviour. Our scientific approach combines both qualitative and quantitative methods. DASP is
member of the PADEMIA network and some of its members participate in MUSAP Master’s
Degree.

Xavier Coller, director
Academia.edu
Xavier Coller, (PhD in Sociology, Yale University) codirects DASP. He has
taught in several universities in Europe and the US and has been visiting
fellow at Warwick University (UK), University of California (Berkeley), Yale,
Harvard, Georgetown, and Université de Montpellier 1. He is the Seventh
Prince of Asturias Chair, Georgetown University (2005-07). He has authored
a number of works on social theories, research methods, collective identities,
political elites, and complex organizations.
Jean-Baptiste Harguindéguy, co-director

Jean-Baptiste Harguindéguy, (PhD Political and Social Sciences, European
University Institute) codirects DASP. He has worked in places like Institute of
European Studies (Bourdeaux), Center for the Study of Latin Europe
(Montpellier), Center for the Study of Constitutions and Politics (Madrid),
University of Valencia, Autonomous University of Madrid and Autonomous
University of Barcelona. His research interests are: multilevel governance,
European integration, public policies. He is the author of a number of
international publications dealing with cross-border cooperation, regional
language mobilization, and inter-governmental relations.

Action areas:
I. Innovative Social Sciences related projects:
We have a wide range of experience in R&D in Social Sciences projects.
Political elites: DASP members have carried out the first survey to a representative sample of
Spanish MPs. In the framework of this project the research team analyzed patterns of conflict
and cooperation in parliaments, studied the social profile of MPs and their survival rate, the role
of women in parliaments, political recruitment and vocations, and the like. The survey to
parliament representatives is a pioneer study in Spain aimed to know the functioning and quality
of the democracy, its institutions, the State of Autonomies and its relationship with the EU.
Citizens' observatory regarding housing policies: ICOSOP Project (Iniciativa para el Control
Social de las Políticas Públicas) is an innovative review of traditional tools used to bring closer
citizens and public bodies. DASP members are building a web based observatory to monitor the
creation and implementation of public policies participated by organized citizens.
Collective identities: DASP members participate in a number of projects dealing with regional,
national and European identities comparing political elites, intellectuals and citizens, in order to
analyse differences and similarities.
Public policies: DASP members have developed an expertise in evaluating and advising about
public policies implementation. The creation of the observatory for housing in Andalucía is just
one example.
Transparency: DASP members have participated in the creation of the First Transparency Index
for Parliaments.
II. Training
- Master’s Degree:
DASP members manage and participate in a master degree titled Máster Universitario
Sociedad, Administración y Política (Master’s degree on “Society, Administration and Politics” MUSAP) addressed to politicians, high officials of regional and local governments, journalists,
lawyers, leaders of NGOs and advanced students. Special emphasis is given to the analysis of
problems related to parliamentary politics (electoral systems, political elites, and new ways of
citizens’ participation) and changes in society. MUSAP is the academic space where different
disciplines and political actors meet at UPO.
- PhD Program:
DASP participates as well in a Social Sciences PhD program titled “Citizens, Parliaments, and
Democracy”, where several students try to advance their doctoral research. Participation in the
PADEMIA network is an opportunity to train PhD students in cooperation with other partners in
Europe.
III. Consulting services
Our academic research experience and know-how on Social Sciences give us the capacity to
elaborate specialised rapports, surveys, measuring instruments, public policies evaluations and
social development plans. We offer an expert service to public entities, as well as to private and
third sector.
Our last work:
- Report on emancipation of Andalusian young people, in collaboration with Instituto Andaluz de la Juventud.
- Follow-up report on childhood, in collaboration with UNICEF Andalucía.
