RECENT WORK EXPERIENCE AND ACCOMPLISHMENTS:
2012-Present Medical Director for International Affiliations at the Center for Advanced
Medical Learning and Simulation ( CAMLS). University of South Florida.
1. Research and analyze information from a variety of sources and establish international
relations to expand CAMLS training and research opportunities worldwide
2. Under the direction of the CAMLS CEO and with the assistance of the other directors
preparing, proposing and implementing specific international training activities and
opportunities at the Center for Advanced Medical Learning and Simulation
2010-Present, , Director of the International Academy of Medicine and Coordinator of the
IberoAmericas Programs/Alliance at USF College of Medicine, Research Professor of the
Department of Medicine, Pediatrics and Global Health, College of Medicine.

Expert advice to the international initiatives within USF Health, particularly those pertaining to
Ibero-America under the USF Health International Affairs Associate Vice President.
1. Identify opportunities, promote and develop new academic agreements and programs
between USF Health and institutions throughout Ibero-America.
2. Oversight of certain aspects of the on-site operation of the International Programs to be
developed through the USF Health International Foundation Office at the City of
Knowledge in Panama City, Panama.
3. Expanding academic opportunities for USF College of Medicine with Schools of
Medicine and other institutions in the region.
4. Identifying opportunities for delivering USF Health related Continuing Professional
Education programs to Panama and countries throughout Ibero-America.
5. Serve as the liaison in negotiations between USF Health and other universities or
organizations in the course of the project.
6. Promote USF Health’s educational and research programming internationally through
networking with universities, agencies, and other organizations abroad, identifying and
developing opportunities/funding for such programs, and assisting with the preparation
of proposals.
7. Serve as the ISTEC-Health liaison for USF Health.
Most important achievements during this period:
1) Identifying USF organizational and Faculty strengths and potential international niches
and opportunities for the development of a USF Health international effort specifically in
the Latin American region.
2) Developed and presented to the USF Health Leadership team a comprehensive
Strategic Plan for the USF Health Latino-American region denominated USF Health
Ibero-Americas Programs
3) Worked with Academic Institutions in Panama ( Universidad de Panamá, Universidad
Latina de Panamá, Centro International Para el Desarrollo Sostenible (CIDES): a)
General Affiliation Agreements, b) Drafted specific agreements for USF Health Students
exchanges c) Identify potential research and academic projects, d) Promoted contact
between USF Health Faculty. More recently developed and presented to USF Health
leadership a proposal for an affiliation agreement with U Panama and U Latina to
develop an Advanced Health Education Virtual Campus and an Alliance Network for
Ibero America.
4) Worked with Academic Institutions in Venezuela (Universidad de Carabobo): a) General
Affiliation Agreements b) Help solving administrative issues for successful final
outcome of two new COPH PhDs Graduates from the Department of Global Health .
c) Work on a potential recruitment of two new PhD students for COPH and COM. d)
Obtained a self supported Research Scholar e)Planned visits and conferences fspecial
guests with discussions about potential joint projects with COPH and COM.
5) Worked with Academic Institutions in Colombia: Initiated discussions on specific USF
Health agreements with Dean of the Division of Health Sciences at Universidad del
Norte.

2000-2006 Dean of the College of Health Sciences of the University of Carabobo:
1. Dean Duties: Responsible for designing, executing and implementing a profound
conceptual, organizational, academic and administrative transformation of the College of
Health Sciences. Some of the most important achievements were:
a. Developed a new organizational structure: Designed on a unique modern matrixbased organizational model that is being presently adopted by the University and other
Colleges within the University.
b. Created two new Schools: A Biomedical-Technological and Public Health-Social
Development Schools were created under his administration. In addition, six new
professionals programs were designed and fully approved by the University Council
and the National Council of Universities with budget allocation starting in 2007.
c. New Faculty Appointments: From 576 tenure-track faculty in year 2000, 312 were
scheduled to retire between 2000 and 2006. Consequently, negotiated and secured
342 new positions with 268 new faculty designations by the end of 2006 corresponding
to a substitution of 54.2% of our Tenure Track (Ordinaries) faculty, which saved the
College from a major labor-force academic collapse
d. Faculty Academic Improvement: Implemented a Doctoral Degree Requirement
policy for our non-doctoral faculty. Incorporated 134 faculty (25.9% of the total) to
various Doctoral Programs by using different strategies in national and international
programs.
e. Emphasis on Research: In the year 2000 the College had 21 faculties nationally
accredited by the Research Promotion Program or “Progama de Promocion del
Investigador (PPI)”
(3.6% of total). By 2005, the number had increased to 84
(16.2%). In addition, the number of publications in accredited peer-review journals
went from 68 during 1994-99 to 156 in 2000-2005, that is a 229% increment in a sixyear period under our administration.
f. Increase number of Student Admissions: Incremented progressively our 1st year
students admissions, and by 2005 the increase was 48.8% in medicine, 42.9% in
Biotechnology and 38% in Nursing. Simultaneously, the curricula was improved,
reducing the permanency time within programs and increasing the number of degrees
awarded in all the Schools.
g. Budget Increased: Responsible for increasing and managing the College Federal
Budget from five thousand billions in 2000 to 14 thousand billions Bolivares in 2005.
Along with an 100% increase in the College own-produced earnings from 500 millions
of Bolívares s in year 2000 to 1,1 billions of Bolívares in 2005. (1 US$= 2150
Venezuelan Bolívares).
h. Improvement of Infrastructure: New facilities were built during our administration
including a new library, the Salus Building in Maracay, and the Biomedical Sciences
Buildings. Other approvals for new buildings were obtained and are currently under
construction. In addition, major renovation projects were executed throughout our
physical environments. The negotiation with the Ministry of Health secured 50 more
years of occupancy of our academic facilities at our Main Campus.
i. Effective Incorporation of new Information and Communication Technologies
(TIC): Having equipped with a relevant number of computers and accessories to
support the digitalization and TIC Technologies integration to the academic and
administrative units. In addition, created an infrastructure within de departments to
promote the use of new technologies in teaching and research.
j. Increased International and National Collaboration: Many new agreements
between Universities were signed and exchange activities were implemented. Active
participation of the College in Community Service nationally and internationally.
k. As member of the University Council: at the legislative level, Active participation in
the creation of many bylaws for the establishment of the legal basis to transform our
university from a local-teaching oriented university to a modern global research and
service-oriented university .
