Ref: We repudiate the coercive measures being taken to displace the residents of
Marmato
Dear Mr. Ávila,
It is unacceptable that Juan Manuel Peláez, Manager of the Canadian company Medoro
Resources Ltd., is acting in the town of Marmato, Caldas State, as if the company had
already obtained the environmental license and the legal authorization required for
initiating the destruction of the municipality’s urban area and for displacing its inhabitants
as Mr. Peláez stated today in an interview with Portafolio Magazine. He definitively
cannot do that, even after announcing (as a lure for preparing the displacement) that the
company will donate a new hospital to replace the existing one.
Medoro has not yet initiated the process to obtain the environmental license that must be
approved by the Colombian Ministry of the Environment for the purpose of operating a
large open-pit gold mine. This license and the final government approval is also required
given that the Medoro Marmato Project means the destruction of all the town’s houses,
schools, stores and other businesses including the church, and everything else in the
urban area. It is well known that the majority of the population of Marmato is against
granting the Environmental License and will oppose it because they do not want to
witness the destruction of their homes and their town and all that Marmato represents for
them. In addition Mr. Director, it is not yet clear whether the Colombian government will
decide to grant the license or not.
Much more unacceptable is the fact that the Caldas State authorities are celebrating
Medoro’s actions (along with the company representatives) because it is evident that
they in fact constitute unlawful pressures on the Ministry of the Environment aimed at
influencing its decision on the approval of the license for this transnational mining
project. For the same reasons, we must reject the declarations made by (Colombian)
President Santos that the town of Marmato will be displaced.
We, the people of Colombia, in ever increasing numbers demand respect from
transnational mining companies. We will not allow our established legal system and
national rights to be undermined in exchange for mirrors and beads. We expect
Colombian authorities at all levels to also demand such respect.

Ref. Hay que repudiar que contra los marmateños se proceda de hecho.
Cordial saludo:
Es inaudito que el gerente de la empresa canadiense Medoro Resources, Juan Manuel
Peláez, esté actuando en Marmato, Caldas, como si ya hubiera obtenido la licencia
ambiental que lo autoriza a destruir el casco urbano del municipio y a desplazar a sus
habitantes, según lo informó en entrevista a Portafolio de hoy. Eso no puede hacerlo ni
siquiera tras el señuelo que mostró, de regalarle al municipio un nuevo hospital que
reemplace al que existe y prepare el desplazamiento.
Porque Medoro ni siquiera ha iniciado el trámite de la licencia ambiental que
inevitablemente tiene que aprobar el ministerio de Ambiente si se quiere montar una
explotación de oro a cielo abierto, y más cuando esa mina exige tumbar todas las casas
de Marmato, la iglesia, las escuelas, el comercio y todo cuanto allí existe. Y es sabido
que a esa licencia ambiental se van a oponer casi todos los marmateños, que no
quieren ver destruir su población y sus hogares, con todo lo que representan para ellos.
Se supone, además, señor Director, que el gobierno todavía no ha definido si va a
otorgar o no la licencia.
Es peor que las autoridades de Caldas anden con Medoro celebrándole actuaciones
como esta, porque es notorio que estas son medidas de hecho que se convierten en
presiones indebidas al ministerio de Ambiente para que responda afirmativamente
cuando llegue la hora de definir sobre la licencia ambiental del proyecto de gran minería
trasnacional. Por las mismas razones hay que rechazar las manifestaciones públicas del
Presidente de la República en el sentido de señalar que Marmato será desplazado.
Cada vez somos más los que exigiremos que las trasnacionales de la minería no
vengan a cambiar espejitos por el respeto del ordenamiento jurídico nacional y que ese
respeto lo reclamen las autoridades colombianas de todos los niveles.
