Catedrático de la Universidad de Costa Rica, cofundador del Proyecto Estado de la Nación del
Consejo Nacional de Rectores en Costa Rica, fundador del Observatorio del Desarrollo en la
Universidad de Costa Rica en 1997 y su Director hasta el 2005. Fue Director de la Escuela de
Estadística de esta Universidad hasta agosto de 2013 y hasta el 7 de mayo de 2014Director del
Programa de Posgrado en Estadística. También, fue Coordinador del Atlas de Desarrollo
Humano Cantonal, proyecto conjunto con el PNUD.
Tiene más de 30 publicaciones en revistas científicas nacionales e internacionales y un libro
sobre métodos estadísticos. Ha representado al país en organismos de las Naciones Unidas y
en foros Ministeriales regionales. Dirigió para el Programa de las Naciones Unidas para el
Medio Ambiente los dos primeros informes sobre el estado del ambiente de América Latina y
el Caribe, el primer informe ambiental de Centro América, el portal de datos ambientales para
América Latina y el Caribe, entre muchas otras actividades. Además, dirigió la Estrategia
Nacional Ambiental, proyecto del MINAE-BID, para Costa Rica en el 2005.
Las áreas de investigación de interés son el desarrollo sostenible, el desarrollo de indicadores
e índices, seguridad humana, cambio ambiental y educación superior pública.

University of Costa Rica professor, cofounder of the project "State of the Nation" of the
National Rectors Council of Costa Rica, founder of the Observatory for Development at the
University of Costa Rica in 1997 and its Director until 2005. Dr. Espeleta was the Director of
the School of Statistics of this University until August 2013 and the Director of the Graduate
Program in Statisticsuntil May 7, 2014. He was also coordinator of the project "Atlas de
DesarrolloHumano Cantonal", a joint initiative with UNDP.
He has over 30 publications in national and international journals and a book about statistical
methods. He has represented the country in different United Nations agencies and regional
ministerial forums. Dr. Espeleta leaded the first two reports of the United Nations
Environment Programme about the status of the environment in Latin America and the
Caribbean, the first environmental report in Central America, the deck of environmental data
for Latin America and the Caribbean, among many other activities. He also directed the
National Environmental Strategy of Costa Rica in 2005 (A project developed by MINAE and
IDB).
His research areas of interest include sustainable development, development of indicators
and index, human security, environmental change and public higher education.
